At its meeting of 24 April 1992, the Senate Undergraduate Admissions Board
passed the following motion:
Moved:
"that the proposal to allow for additional transfer credit
for students in formal exchange programs, as described
in SUAB 228, be approved, subject to a revision to
separate the rationale from the action required, in that
paper and that the proposal be forwarded to Senate for
its consideration and approval."
The changes mentioned in the motion have been made in SUAB 228 (revised),
which is attached.

Proposal
This proposal is to enable SFU students, who are participating in formal exchange
programs with other universities, to receive transfer credit in excess of normal limits.
1)
For these purposes, formal exchange program means an approved exchange
program between Simon Fraser University and another institution.
2)
A student must be formally recommended for participation in the exchange
program by Simon Fraser University and be approved by the host institution.
3)
A student accepted for a formal exchange program must obtain approval from
his/her major department(s) and Faculty Dean for the overall program of
courses to be undertaken, and specifically, each course to be undertaken should
be evaluated and articulated by the appropriate unit at this University to
determine the acceptability and equivalent course/level.
4)
For students approved for participation in a formal exchange program, the
normal limit of 15 credit hours of upper division transfer credit will be waived.
A student approved for participation in a formal exchange program may, with
the approval of his/her major department(s) and Faculty Dean, undertake a
maximum of 30 upper division credit hours while participating in the
program.
5)
This additional 30 credit hours of upper division transfer credit could be in
addition to other transfer credit granted at admission or subsequently. For
instance, a student might transfer from a college with 60 semester hours of
credit, and after gaining admission to the University, might be approved to

participate in one of the University's formal exchange programs, thus bringing
the total transfer hours to a possible maximum of 90 semester hours.

Rationale
Recently, the University has been undertaking a number of formal exchange
programs with universities outside Canada. For the most part, these exchanges are
intended primarily for students who will be entering the third year of their academic
programs. At the present time, the University has set a maximum of 15 hours of
upper division transfer credit. While I suppose an argument could be made that
courses taken as a part of a formal exchange program need not be considered as
'transfer credit', they nevertheless are taken at another institution and replace
courses and course credits that would otherwise be taken here. Many of our students
are admited on transfer from other institutions. Allowing for additional transfer
credit beyond 60 semester hours provides an equal opportunity to both transfer and
direct-entry students to participate with full credit in these programs. Full academic
approval of these arrangements is required, so no department or faculty need fear
that its standards are being compromised.
