Effective October 1991, revised procedures were implemented and the Secretary of the Senate Appeals
Board no longer exercised delegated authority. Instead, each appeal was first screened by the Chair and
the Secretary of the Senate Appeals Board, as approved by Senate in the revised SAB Terms of
Reference and Procedures for Appeal. This has resulted in the following action:

Comments on revised Drocedures
Currently, the workload of SAB has been reduced by the new procedures, approved by Senate in
October 1991. Many cases are settled at Stage 1, requiring no personal hearing and taking relatively little
time. Frivolous or groundless cases are effectively screened from taking up the time of SAB by the 'leave
to appeal' process described above. The readmission criteria set by Senate are clear to former students,
and, although not popular, appear to have been accepted. Considerable efforts were made to advise
some 2000 former SFU students who had been placed on withdrawal status in the years 1986 to 1991 of
the new criteria for readmission.
SAB members look forward to the remainder of 1992 with more confidence than they displayed a year
ago, when procedures and workload were presenting intolerable stress on them and on the students/
appellants. Some appeals now take longer to complete, but this is seen as a small price to pay for a
smoother process, while still guaranteeing the right of a personal appeal to all.
