The following actions were taken:
General
1)
Ratified as Chair of the Senate Appeals Board
S. Bukovac was ratified on December 20, 1991 as Chair of the Senate Appeals Board.
D. Belado was ratified as Acting Chair during F. Riahi's leave of absence as Chair of Senate Appeals
Board from 2 April to August 31, 1991.

SUAB 215 & SUAB 222
Senate Appeals Board Terms of Reference
Extensive discussion took place concerning the procedure for appeals, the right of a student to an in-
person hearing and the criteria for determining which students to re-admit, if they had been withdrawn
from SFU because of weak academic performance. These issues were presented to Senate in April
1991 and in October 1991. On the recommendation of SUAB, new Senate Appeal Board terms of
reference were established by Senate at its October meeting. Senate deleted one of SUAB's
recommended criteria for re-admission; namely, absence from the University for two years.

SUAB 216 & SUAB 217 'Year 2000 ResDonse'
SUAB struck a sub-committee to prepare a response to the Ministry of Education document
'Year
2000 - Response Draft'.
SUAB made further revisions and submitted the final document to the Vice-
President Academic for transmittal to the Ministry of Education. The document expressed the
University's concerns over the potential for the revised Intermediate and Graduation programs to be
diminished in depth and rigour by a broadening of the curriculum and a change in structure to a credit
system.

SUAB 218 Comparison of Transfer Credit lB/APP
SUAB reviewed the transfer credit credit currently granted for both the Advanced Placement Program
and the International Baccalaureate. No action was taken, but some departments were asked to
review their evaluations in the light of information on evaluations made at other institutions.
5)
SUAB 219 Law 12 Draft Curriculum
SUAB decided that B.C. Law 12 not be added to the list of acceptable Grade 12 courses for admission
purposes.
6)
SUAB 220 Faculty of Business Administration Procedure for Entry of
International Students to Program
SUAB approved and forwarded to SCAP and Senate revised procedures for international students to
enter programs in the Faculty of Business Administration.
Senate subsequently approved these changes on 7 October 1991.

SUAB 221 Faculty of Business Administration Enrolment Limit of international

Students
A proposal from the Faculty of Business Administration to revise the international student quota from
10 percent to 15 percent was endorsed by SUAB. However this proposal did not receive support at
the December Senate meeting.

SUAB 223B Report of 91-2 S p
ecIal Semester
In 91-2, the Academic Advice Centre offered a re-entry semester, entitled 'Special Semester for 40
students who were formerly required to withdraw from SFU. SUAB recommended that the program
be offered again in Summer 1992 but that selection criteria for candidates and mandatory attendance
to special seminars be reviewed before it is offered.

SUAB 224 B.C. Secondar
y School Course - Economics 12
On the recommendation of the Department of Economics, SUAB decided that B.C. Economics 12
not be added to the list of academic Grade 12 courses for admission purposes.

SUAB 226 Pr000sed B.C. Application Processing Centre
SUAB received information that the three large provincial universities were jointly studying the
feasibility of an application processing centre for all undergraduate admissions to these institutions.
Other provincial institutions (colleges, BUT, etc.) were being invited to participate in this study.

SUAB 227 B.C. Council on Admissions and Transfer Principles and Guidelines for
Transfer
SUAB approved the B.C. Council on Admission and Transfer document
'Principles and Guidelines for
Transfe(.
This subsequently received Senate approval in January 1992.
The 'Principles and Guidelines' remain controversial and attempts to remove more contentious
clauses from an earlier draft appear to have resulted in SFU being the only post-secondary institution
in the the Province to endorse the document (as at March 1992).
12)
Retroactive transfer credit for students who were re-admitted prior to 92-1 with
courses taken elsewhere with C or C+ grades
After Senate had approved the re-admission criteria in October 1991 and had agreed with SUAB's
recommendations that transfer credit be granted for re-admitted students who had completed further
academic work with 'C' grades or better, SUAB voted to offer to students who had be re-admitted
during the period 1988-91 the option of receiving further transfer credit for courses taken with grades
of C and C+. These courses had been excluded from their transfer credit total, according to the
previous regulations governing re-admission.
