On behalf of Dr. Munro, I am attaching a draft Memorandum of Agreement
concerning our partnership with Fraser Valley College. This has been reviewed by
the Senate Cbmmitteé on Academic Planning and SCAP gave approval in prindpIe
to the draft Agreement at its meeting on 4 December. The proposed agreement is
similar to the one used for our Business Administration program with Cariboo
College which received Senate and Board approval in April, 1989.
We have now been advised that Fraser Valley College has informally approved
this document, and it will be forwarded to the Council Advisory Council and the
?
College's Board in January with a recommendation that it be approved.
I am bringing this forward for consideration and approval by Senate.
If approved by Senate, this agreement will go to the Board of Governors at its
January meeting.

Memorandum of Agreement
Fraser Valley College, hereinafter referred to as the University College, and
Simon Fraser University, hereinafter referred to as the University, agree to
cooperate so as to provide selected programmes of study designed to enable
students to complete the requirements for specific degrees from the University,
while in attendance at the University College.
This partnership shall commence the date upon which this Memorandum is
concluded and shall continue until 31 August 1997. In the event that degree-
granting status is conferred on the University College prior to 31 August 1997,
the parties agree to reach agreement on the process of earlier transition, taking
into consideration the commitments made and interests of the students already
enrolled in the programmes, and in general allowing for each programme to
have had two years of degree completion _experience before the termination of

the partnership.
The parties agree that the degrees offered as a result of this agreement will
reflect the same high standards as other Simon Fraser undergraduate degrees.
The University, in allowing its degrees to be offered at the University College,
recognises that the University College will be a comprehensive regional
institution dedicated above all to excellence in teaching, while acknowledging
active scholarship to be an integral part of the teaching process.
The University and the University College further agree that:
1.
the determination of which of the University's degree completion
programs will be offered at the University College shall be made jointly by
the University College and the University; moreover the offering of any
such agreed programme shall be conditional upon the availability of full
funding from the Ministry of Advanced Education to both institutions;
2.
the degrees offered at the University College shall be designated as
"degrees awarded by Simon Fraser University at the University College
of the Fraser Valley", and shall be so described on transcripts;
3.1 the University and the University College shall together develop the
curriculum for each programme to be offered within the partnership at
the University College, and it shall be subject to the normal approval
process within each institution;
3.2 the University and the University College shall together develop
procedures to ensure that the grading standards used in upper level (i.e.

third and fourth year) courses offered in programmes at the University
College are equivalent to those used in corresponding courses at the
University;
4.
the relevant University academic regulations and standards for
admission, standing and graduation shall apply to students registered in
upper-level University courses and programmes offered at the University
College, and the University shall be responsible for all final decisions on
such matters;
5.
where it is deemed necessary or desirable to develop a new upper-level
course for inclusion in a degree programme offered at the University
College, the proposal shall be developed by the University College faculty
members in consultation with corresponding University faculty for review
and approval by the relevant University and University College bodies;
6.
together they will develop procedures for the recruitment and selection of
University College faculty members to teach upper-level courses at the
University College and only those faculty who meet the agreed
requirements will be appointed to teach upper-level courses;
7.
the University College shall provide educational support services,
including enriched library facilities, that meet generally accepted
standards for Canadian degree-granting institutions;
8.
convocations for the purpose of awarding degrees to students who have
successfully completed the degree programme at the University College
will be held at the University College on a regular basis and attended by
representatives of both institutions.
