As a result of action taken at today's meeting, the Senate Undergraduate
Admissions Board recommends that Senate give consideration and approval to
the following motion:
"That approval be given to the following policy on admission of students
to the University from the Emily Carr College of Art and Design:

Applicants from the Emily Carr College of Art and Design shall be subject
to the same rules and procedures that govern admission and transfer
credit from Community Colleges in B.C., namely
1)
they shall offer a minimum of 30 semester hours of transferable credit
2)
they shall have a minimum admission gpa of 2.00, calculated on
transferable courses
3)
they shall receive transfer credit for all courses passed, which have
been articulated fOr transfer credit and duly recorded as transferable
by the Registrar
4)
they shall be included within the B.C. College transfer applicant
category for the purposes of enrolment management."
Students who have not attempted sufficient transferable courses to meet the
above requirements could qualify under another basis of admission, such as
admission as a Mature Student or admission from BC Grade 12.

Proposed Motion:
That SUAB approve and submit to Senate for consideration and approval the
following policy on admission of students to the University from the Emily
Carr College of Art and Design
Proposed Policy:
Applicants from the Emily Carr College of Art and Design shall be subject to the same

Background
We
have had no policy on admission from colleges of art in general or ECCAD in particular.
We have been accepting students from ECCAD for a number of years on an ad hoc basis. In
most cases, applicants have been admitted under our Mature Student regulations. Transfer
credit has been restricted to articulated courses passed with a grade of B or better.
The College offers a foundation first year program consisting of a general introduction to
studio work, aesthetics and art history, leading to several 3 and four year diploma streams
and to two degree programs of Bachelor of Fine Arts and Bachelor of Design, offered in
conjunction with, and credentialled by, the B.C. Open University.
Simon Fraser University has had close ties in recent years with ECCAD, including the
sharing of some facilities and resources. This has occurred during a period when our own
offerings in the Fine Arts have grown substantially, including the introduction of our BFA
degree and when the College has undergone a change in emphasis towards a more academic
and structured approach.
Faculty of our School for the Contemporary Arts have articulated many of ECCAD's courses,
resulting in a substantial number of transferable courses being regularly offered by the
College. These courses usually exclude applied arts subjects, such as graphic design and
wheel pottery, but include many other studio courses, in addition to most theory courses.

Discussion
The question of standards is difficult to resolve. There are those who might consider an
applicant entering SFU from ECCAD with nothing but studio credit to be unprepared for a
university program. However, this scenario is currently possible through the college
transfer route from colleges such as Kwantlen College, which offer substantial numbers of
fine arts and studio courses. In the view of the faculty in the SCA, there is little to
distinguish in standard or content from the courses and programs offered by ECCAD, and
offerings in fine arts and design by other colleges. A student may enter SFU from a B.C.
community college with a 2.00 average and full transfer credit for all courses passed
(minimum P or D grade), provided that they have 30 transferable credits (which could be
mostly art studio courses and other related fine arts courses).
It appears that there is no clear justification for treating ECCAD students differently. Hence,
with the concurrence of the School for the Contemporary Arts, the proposed policy treats
applicants from ECCAD in the same manner as those from other B.C. colleges.
