As noted in the attached memorandum from Louise Morgan, Secretary to the Board
of Governors, at its meeting of February 23, 1994, the Board approved changes to the
membership of the Search Committee for the Vice-President, Research. These
changes must now be considered by Senate since, under the University Act,
procedures for the recommendation and selection of candidates to this position must
be approved by both Senate and the Board. [27.(e)]
The term of Bruce Clayman as Acting Vice-President, Research will end on August

31, 1994 and consequently there is some urgency in finalizing the membership of the
search committee.
In order for this to be considered at the March 7, 1994 meeting of Senate, it will be
necessary to pass a motion to suspend the rules to allow this to be added to the
agenda. The motion to suspend the rules requires an affirmative vote by two-thirds
of the voting members present to carry.
Motion: "that the Rules of Senate be suspended to allow consideration of the
motion to change the composition of the Search Committee for the
Vice-President, Research with the attached paper (S.94-24) to be
added under item 6. - Other Business."

Motion:
"That the composition of the membership of the search committee for the
Vice-President, Research as set out in S.94-24 be approved".
Secretary's Note: The following is a summary of the proposed changes to the current
membership as approved by the Board. Rationale for these changes is included in the
attached memorandum from Louise Morgan, Secretary to the Board of Governors.
1)
The Director, Computing Services has been removed as this position no longer
reports to the Vice-President, Research.
2)
The proposed composition includes 'one employee elected by and from full-
time employees who are not faculty members'.
3)
The proposed composition includes 'the President of the Alumni Association,
or designate'.

Applied Sciences, Arts, Business Administration, Education and Science;
(e)
one undergraduate student, elected by and from the undergraduate
student body; one graduate student, elected by and from the graduate
student body;

Search Committee.
In 1990 the Board of Governors and Senate approved the composition and terms
of reference for a Search Committee for the position of Vice-President, Research
and Information Systems. Effective September 1, 1990, the position was retitled
Vice-President, Research and the "Information Systems" portions of the portfolio
were transferred to the Vice-President, Academic. This position has been filled
on an acting basis by Dr. Bruce Clayman since September 1, 1993.
At its meeting of February 23, 1994, the Board considered the composition of the
Search Committee and approved the deletion of the Director, Computing
Services (Computing Services reports to the Vice-President,. Academic) to adjust
the composition to match the set of reporting responsibilities.
The Board noted that membership of the Search Committee as presented
included representation from all constituencies of the University except the
employee group and the Alumni Association. The Board was of the opinion that
this overlooked valuable and important contributions that could be made by
employees and the Alumni Association and that the committee should be an
inclusive representative committee. The Board passed the following motion:
That the composition of the Vice-President, Research, Search Committee be
amended to delete the Director, Computing Services, and to add the President of
the Alumni Association or designate and one employee elected by and from full
-
time employees who are not faculty members.
The composition of the Vice-President, Research, Search Committee, as amended
is shown on the attached page. This motion is now forwarded to Senate for its
approval so that the search to fill the position on a continuing basis may
commence.
