The Senate Committee on Academic Planning considered the report of the Senate
Committee on International Students in October 1993 and dealt with the majority of the
report's recommendations, forwarding motions for approval to Senate. SOAP delayed
consideration of one SCIS matter, a recommendation to restrict enrollment of
international students in all limited enrollment programs to a maximum of 10%. SCAP
referred the issues to the Faculties for response.
With the exception of Business Administration, none of the programs which currently
have enrollment restrictions requested the imposition of a limit on international
• students at this time. Of the departments without enrollment limits, some supported the
original SCIS suggestion and others opposed it. SCAP rejected the SCIS
recommendation that there be a limit of 10% international students in all limited
enrollment programs. Instead SOAP recommended the following actions for
consideration by Senate:
Motion 1:
"that Senate approve and recommend approval to the Board of
Governors that limited enrollment programs may request approval
to limit enrollment of undergraduate international students to 10%"
"that Senate approve and recommend to the Board of Governors
that the restriction that enrollment of undergraduate international
students in the Faculty of Business Administration be limited to
10% of total undergraduate enrollment be extended for a period of
three years"
The language in motion 1 would allow other programs to bring forward
recommendations to restrict the enrollment of international students in their
undergraduate programs in the future if that was felt necessary.
