Senate considered the report of the Senate Committee on International Students in
November 1993 and adopted principles relating to international student enrollment
at SFU. The principles considered by Senate included one to reduce the maximum
percentage of new international students admitted to the University from the
present 7%. Senate approved a motion to remove this section from the principles
and it was therefore not supported.

At its meeting on November 10, 1993, SCAP requested the Senate Committee on
Enrollment Management and Planning to make a recommendation each year on
the percentage of international undergraduate students to he admitted as part of the
following year's undergraduate admissions target.
As indicated in the attached report, the intake of new international students at
present is approximately 5% of total new undergraduate admissions. In order to
provide more spaces for domestic students, the limit on international students
would have to be reduced below the current level of admissions, but the number of
domestic applicants who would become admissible by a reduction in the size of the
international student population is a very small proportion of the number of
applicants who are presently admissible but not admitted. Any adjustment
therefore would not have a major impact on the accessibility problem faced by many
domestic applicants.
In light of these considerations and consistent with the principles adopted by Senate
supporting the value of international students to the University, the Senate
Committee on Enrollment Management Planning and the Senate Committee on
Academic Planning have recommended the following action for consideration by
Senate:
"That Senate approve and recommend approval to the Board of Governors

that the maximum percentage of international students to be admitted into
undergraduate programs at SPU in 1994/95 be set at 7%."
This is the same limit which was set by Senate and the Board of Governors in 1982.

International Students, 1994/95
At its meeting on November 10, SCAP indicated that it would like SCEMP to
make a recommendation each year on the percentage of international students to
be admitted into undergraduate programs as part of the following year's
admissions target.
The maximum percentage of new international students that may be admitted
into undergraduate programs at SRi is 7% at present. The current level of
admissions (FY1993/94) is about 4.8 % and the total number of international
students is about 5.1

The ten year average (1984/85 to 1993/94) for new
admissions is 5.8%
I am attaching as background a copy of S.93-53, which includes the report of the
Senate Committee on International Students (SCIS) as well as the principles
recommended by SCAP that were approved/ amended by Senate.
I am also attaching three very short tables that contain the latest information on
the number and % of international students at SFLJ, their basis of admission, and
country of origin. These are meant to supplement the data contained in the SCIS
report.
