Dishonesty and Student Misconduct
1994/95

On July 4, 1994, four new policies
!
concerning student discipline were
approved and these took effect September 1, 1994. This is a combined report from
the University Board on Student Discipline (UBSD) and the Senate Committee on
Disciplinary Appeals (SCODA) reporting on the first year of operation of the new
policies.
UBSD members and SCODA members were invited to participate in
separate orientation sessions about the workings of these bodies.

The University Board on Student Discipline heard and decided 13 cases in
the period 1 September 1994 to 31 August 1995. The cases included

cases of
plagiarism, five cases of cheating on a final examination, 1 case of falsification of
admission documentation, 1 case of misuse of computing resources and 1 case of

general misconduct. In one of the cases dealing with an allegation of cheating in a
Final examination, the Board found that the student had
not
intended to cheat, but
in all other cases the Board determined that the alleged offences had taken place. A
summary of the cases heard by UBSD and SCODA is attached for the information
of Senate. It will be published in Simon Fraser News in the near future.
One student appealled one of the cases which had been heard by the UBSD
to SCODA. After a hearing, SCODA upheld the penalty imposed. One case is
pending before SCODA.
Although the caseload for SCODA members has not been onerous, it has
become clear that the membership provisions of policy T 10.04 are not adequate.
Under its terms of reference, SCODA is to be composed of 7 members as follows:
3 faculty members elected by Senate; 3 students elected by Senate; the Chair
elected by Senate. The quorum for the Committee is

members including the
Chair. It has been difficult to schedule meetings with the membership designed in
this manner. Indeed, the case which is currently under appeal with SCODA was
received by SCODA in mid July, and to date SCODA has been unable to schedule
a hearing due to a lack of quorum.

SCODA therefore recommends to Senate the following motion:
That the composition of the Senate Committee on Disciplinary
Appeals be amended to include 1 alternate faculty member (also
elected by Senate), and 1 alternate student (also elected by Senate),
so that the potential pool of members to hear a case is increased to
