I attach a proposal from Dr. Evan Alderson, Dean, Faculty of Arts, for the formation of
the Institute of Governance Studies.
The Governing Committee for Centres and Institutes recommends that the Institute be
granted approval by SCAP at its next meeting. Once approved by SCAP, the proposal
is to be forwarded to the next meeting of Senate, followed by a submission to the Board
of Governors.

I am pleased to recommend the establishment of an Institute of
Governance Studies at Simon Fraser. As outlined in the attached material,
this would be a "Schedule A" institute, reporting through the Dean of Arts.
The idea for an institute in this area has been talked about for some
time. It would draw on the strengths and interests of a number of faculty in
the Department of Political Science and elsewhere to address important
contemporary issues.
You will note that the covering memorandum from Prof. Smith
suggests that the Institute may become involved in administering one node
of the Trade Competitiveness and Sustainability NCE grant, if it is
successful. Although I very much support the Governance Institute, I have
delayed putting forward this recommendation pending clarification of the
structure of university support for the NCE grant. Of course we have not
yet won that competition, but discussions have proceeded far enough to
convince me that this institute could contribute usefully to the NCE if called
upon to do so and would not need to be restructured in order to fulfil that
mission. Most importantly, the institute makes good sense quite apart from
the NCE, and I am pleased to support it.

Application for creation of a Schedule A Institute:
INSTITUTE OF GOVERNANCE STUDIES
Preamble:
Issues of governance stand in the forefront of political and
policy discourse comparatively and in contemporary Canada.
Scholars and practitioners alike are concerned with the impact of
globalization, restructuring, the democratization of society on
traditional institutions of governance and upon the relations between
key social actors and these institutions. Central to the study of
domestic institutional change is empirical research on the impact of
the merging of traditional distinctions between domestic and foreign
policy. This new 9ntermestic' policy perspective (a combination of
international and
domestic
approaches) has challenged more
conventional notions of the international system and studies of
. comparative governance in Canada and other political systems. A
research institute centred at Simon Fraser University would provide a
basis for research on this emerging area of political, administrative,
policy - and governance - studies.
STATEMENT OF PURPOSE:
The Institute of Governance Studies is intended to further
research on governance issues. Specifically its objectives include:
1.
To provide a focus for research on issues and problems of
governance - in Canada, at the municipal, regional/metropolitan,
provincial and federal levels, in comparative domestic systems and in
the newly emerging global order.
2.
To promote collaboration and research on issues of
governance among scholars in a variety of disciplines located at
Simon Fraser University.
3.
To promote an institutional focus for international
scholarship concerning issues of governance.

4.
To provide a forum within the Vancouver metropolis, British
Columbia and Canada for the presentation and dissemination of
research on issues of governance.
5.
To provide a facility in which data for the study of
contemporary governance and related public policy can be collected,
catalogued and made readily accessible through data management
and exchange.
6. To provide a facility in which research and techniques can
be made available for exchange with those having responsibility for
contemporary governance.
INSTITUTE GOVERNANCE:
SCHEDULE:
The Institute of Governance Studies shall be a Schedule A
University Institute under the authority of the Dean of the Faculty of
Arts.
ADMINISTRATIVE OFFICER:
The Dean of the Faculty of Arts shall be the Administrative
Officer for the Institute of Governance Studies.
DIRECTOR:
The Institute of Governance Studies shall have a Director who
shall be elected by the membership for renewable three year terms.
An Associate Director may be appointed by the Director in
consultation with the membership.
Day to day administration of the Institute of Governance Studies
shall be the responsibility of the Director. The Director shall exercise
the rights of the Institute under the terms of Section 5.1 of R 40.01
and shall meet the obligations set out in 5.2 of R 40.01.
BOARD OF ADVISORS:
The Director and the Institute may receive advice on the
direction of the Institute of Governance Studies from a Board of
Advisors to consist of no more that fifteen individuals elected for two
year terms by the regular members of the Institute.

MEMBERSHIP:
The Director of the Institute shall be a regular employee of the
University.
Regular membership
in the Institute of Governance Studies shall be
available only to Simon Fraser University faculty. Regular membership in the
Institute will be obtained through a majority vote of regular members
following application to the Director.
Initial Regular Membership of the Institute will be:
From the Faculty of Arts: Political Science: Marjorie Cohen, Ted Cohn,
Maureen Covell, Laurent Dobuzinskis, Michael Howlett, David Laycock,
Steve McBride, F. Quei Quo, Patrick J. Smith.
Economics: Curtis Eaton, Richard Hams.
Regular Institute membership from cognate programs:
Policy Section of Business Administration: Alden Vining, John Richards,
Daniel Shapiro.
Additional categories of membership may be established by the
Director in consultation with the regular membership and with the approval of

the Administrative Officer. Initially, the Institute also shall have
Associate
Membership;
this may be in one of four categories:
(I) Associate Faculty Members (from SFU) - who may associate themselves
to the Institute for particular projects or otherwise seek such linkage;
(ii) Adjunct Faculty Members - faculty who are not on regular appointments
but who share the aims and objectives of the Institute and who are involved..
in Institute research work: Initial membership in this category will be Alex
Macdonald, H. Peter Oberlander and Dave Barrett, all are Adjunct
Professors of Government in Political Science.
(ii)
Associate Governmental Members - who originate from outside the SFU
faculty community. Such members will normally be drawn from the
community involved in the various levels of government;
(iii) Visiting Scholars - faculty from other universities/institutes who may
attach themselves to the Institute for particular projects or for particular
periods of research time, such as sabbaticals.
All Associate members must be approved in the same fashion as
regular members; Associate membership entitles individuals to all the
benefits of regular membership save a vote in Institute proceedings.
Other Regular and Associate Members will also be encouraged to join.
The initial regular membership will meet following issuance of a
Charter to elect a Director/Associate Director.
