In 1992, former Senator and Board of Governors member, Protais Haje filed two complaints
against the University. The first alleged that the University discriminated against international
students on the basis of race and/or place of origin contrary to section 3 of the Human Rights Act
by requiring them to pay higher tuition fees than domestic students. His second complaint
alleged that the University discriminated against international students on the basis of race and/or
place of origin contrary to the same section of the Act, by requiring them to hold a higher grade
point average than domestic students in order to be admitted to certain limited enrolment
programs.
On March
15,
1996, Barbara Humphreys, Member of the B.C. Council of Human Rights
determined that the University's policies with respect to international students do not constitute
discrimination contrary to the Act. These policies are based on the citizenship or place of
residence of students and their legal status in Canada and not on race or place of origin.
