I attach a proposal from Dr. Evan Alderson for the establishment of the Research
Institute on Southeastern Europe (RISE) as a Schedule A Institute.
The Governing Committee for Centres and Institutes recommends that the Institute be
granted approval by SCAP at its next meeting. Once approved by SCAP, the proposal
is to be forwarded to the next meeting of Senate, followed by submission to the Board of
Governors.

Southeastern Europe
I am pleased to forward the accompanying proposal for the establishment of
a new Research Institute on Southeastern Europe. I strongly endorse this
proposal.
The establishment of this institute is closely related to the recent
appointment of Dr. Andre Gerolymatos as the Hellenic Canadian Congress
of B.C. Chair in Hellenic Studies. After much discussion this endowed
position was defined in a way that would satisfy the donors' intention to
support the study of Greek history and culture at Simon Fraser and that
would also enable the incumbent to build upon the available academic
synergies of this institution. The concept of a research centre which takes
the whole of Southeastern Europe as its focus is an excellent way to realize
this second objective.
I am convinced that this institute will draw together important scholarship
at Simon Fraser and attract distinguished participants from elsewhere. Dr.
Gerolymatos' energetic and collaborative style has already led to a number
of projects of a kind appropriate to the mandate of the proposed institute
and which have involved several SFU faculty. The establishment of the
Research Institute on Southeastern Europe will enhance the substance, the
visibility and the funding of relevant scholarship at Simon Fraser.

Proposal for the formation
of a Research Institute
on Southeastern Europe: (RISE)
Constitution
The name of this research group is "Research Institute on
Southeastern Europe (RISE)"
I. Purpose:
Thepost-cold-war-period-has-been-characterized-by-a-reduction-jn--
conflict between the two major nuclear powers and the increasing
significance of both regional conflicts, and low intensity forms of civil strife
within and among troubled states and societies. The countries of the Balkan
peninsula and the eastern Mediterranean region-- which together we consider
under the rubric of south eastern Europe-- have been particularly afflicted by
such regional turbulence.
The goals of the research institute will be to shed light on the problems
of the region, both in terms of its historical and contemporary context.
Among the research themes that will be addressed are questions of regional
cooperation, defense and security, historical background, as well as various
socio-economic and political issues that have challenged the status quo of the
states in the region.
With the establishment of the Hellenic Studies Chair along with the
existing faculty who specialize in this area, there is now at Simon Fraser
University a sufficient number of scholars who can make a collective
contribution to the study of southeastern Europe.
The objectives of the institute is to promote an understanding of and
cooperation with the countries and peoples of southeastern Europe. To that
end, the institute will focus on a variety of initiatives including research
projects, conferences, publications, community-information programs, faculty
exchanges, and other forms of information sharing.

11. Governance:
Governance:

RISE will be a "Schedule A" Centre, within the administrative purview
of the Dean of the Faculty of Arts.
There will be two forms of association with the Institute: membership
on the executive committee and participation on the international advisory
committee.
a)
Members of the international advisory committee will be non-voting
members of the Institute. Distinguished personalities from the international
community will be invited by the executive committee to join the international
advisory committee to contribute their expertise and advice in support of the
activities of RISE. The membership of the international advisory committee
may include individuals and representatives of institutions.
b)
The executive committee will initially include four Simon Fraser
University faculty members:
Dr. Andre Gerolymatos, Hellenic Studies Chair in the Department of
History, SFU Director of RISE.
Dr. Lenard Cohen, Department of Political Science SFU
Dr. Alexander Moens, Department of Political Science SFU
Dr. Richard Debo, Department of History, SFU
The executive committee will have the power to include other faculty.
The policies guiding the affairs of the institute will be made by majority vote.

The Director shall be appointed for a four year term. The Director
shall be selected by a majority vote by the executive committee of RISE.
Dr. Andre Gerolymatos has been selected by the executive committee to be
the Director of the Institute.

III. Other matters:
1.
The research institute will substantially finance its activities and
initiatives by means of external funding. The modest funding necessary for its
continuing operations will be provided by an allocation from endowment
revenues available through the Hellenic Canadian Congress of BC Chair in
Hellenic Studies. Office space will be provided through the Hellenic Studies
Chair program.
2.
The use of the name of the Institute, the administration of Institute
funds, and the employment of staff shall be the responsibility of the Director,
—in-keeping-with-relevant-University-policies.

Contracts and grants will be administered in keeping with the
applicable policies and procedures of Simon Fraser University.
An annual report shall be prepared under the direction of the Executive
Director.

The University will be recognized in all publications of the Institute.
