Senate Library Committee Meetings During FY 1997/98
The Senate Library Committee met twice during fiscal year 1997/98 and
considered the following things:
. Discussed the terms of reference of the Senate Library Committee.
• Determined that all SLC communications should continue to go through the SLC
Chair and be distributed by the SLC Secretary.
• Did not approve a motion to make proposed changes to Library Fines charges.
• Discussed the issues regarding a fair and equitable formula for cutting the Library's
collections budget. Issues discussed included a flat tax versus progressive cuts,
whether to implement a threshold, basing cuts on inflation and/or expenditures only.
The Senate Library Committee agreed upon a budget cut model for Library materials
for FY 1998/99, as follows:
Collections Budget Cut Formula:
1.
The proportion of collections budget cuts will be:
Monographs = 18 %
• Serials = 82 %
2.
A threshold of $10,000 for expenditures will be applied to serials accounts and
the threshold for monographs will be in the same proportion as the $10,000
serials threshold is (i.e., $2,000) to maximum departmental serials expenditures.
3.
Regarding monographs cuts:
• No inflationary component
• Expenditure based cut
• Linear based function (flat tax)

Regarding serials cuts:
• Cut will be 25 % inflation driven and 75 % expenditures driven
• Inflation is to a power of 1
• Modestly progressive tax above threshold - expenditures is to a power of no
more than 1.5

Librarians may deviate from the results of the calculations to handle exceptional
situations.
• Reviewed the process and status of the academic departments' review of Library
cancellation priorities for Library serials subscriptions.
• Reviewed the web based Library Forum concept.
• During 1998/99 the Senate Library Committee will review the External Library
Review Report and the Library's Response and deal with issues arising from those
reports.

The Library Penalties Appeal Committee met once during the 1997/98 fiscal year to
consider patron fine appeals.
At the November 27, 1997 meeting, the Committee members present included the
