Voting Eligibility - Part-time employees

At the Senate meeting on 1 June, Senate paper 98-56 was withdrawn as a motion for action, and
treated as a notice of motion for the following Senate meeting. At the SCAR meeting on June 23,
1998, SCAR elected to present the matter to Senate regarding part-time faculty in two motions -
differentiating between continuing and limited term faculty.
The following motions are presented on the recommendation of the Senate Committee on Agenda
and Rules:
Motion 1 - Continuing Faculty
"that Part-time tenure-track and tenured faculty (Instructors, Assistant
Professors, Associate Professors and Professors including faculty on post-
retirement contracts) and continuing Lecturers, Senior Lecturers, and Lab.
Instructors and Librarians with appointments of 50% or greater be granted the
same rights as full-time colleagues holding the same rank, to nominate, stand
for election and vote in the following:

Individuals holding full-time or part-time appointments of one year or less, that collectively total

Note:
At the June 1, 1998 Senate meeting, Senate voted to add support staff to the search committees for
Faculty Deans and the Dean of Continuing Studies. It is recommended that part-time support staff
also be enfranchised if part-time continuing faculty are

Rationale
The intention is to extend voting privileges to part-time faculty to allow them the same voting
privileges as their full-time colleagues holding the same rank.
"Faculty" does not include sessional instructors, sessional lecturers, teaching assistants, research
associates, research assistants, Faculty Associates or Program Coordinators in the Faculty of
Education.
How many part-time faculty are affected by this recommended change?
The table below contains a snap shot of the data as of 1 May 1998. The part-time faculty, who
would be enfranchised by the proposed change, are shown in the right hand column.
