MEMORANDUM
To: ?
Senate ?
From:
Alison Watt
Secretary, SCAR
Subject: ?
Voting Eligibility ?
Date:
May 19, 1998
PART-TIME FACULTY
The definition of "faculty member" in the University Act determines the eligibility of
faculty members to participate in the elections to Senate and the Board of Governors.
This definition states:
"faculty member"
means a person employed on a full-time basis by a university
who has served for 4 months or longer as an instructor, lecturer, assistant
professor, associate professor, professor, or in an equivalent position designated
by the senate."
Part-time Facultyl
Part-time faculty are made up of two distinct groups.
a)
Appointments part-time from the outset
?
(known as "part-time")
b)
Appointments
modified
from full-time to part-time (known as "modified")
Under the terms of policy A 11.05, General Provisions state:
During a period of the modified appointment the member will
continue to hold a tenured or continuing appointment in his/her unit
with all the rights and privileges associated with a normal full-time
appointment, except as outlined in this Policy.
It has been the practice to follow the rules of the Senate and Board elections in all other
elections conducted by the Registrar's Office. This means that part-time faculty (as
opposed to modified appointment faculty) have not been able to stand in or vote in elections
to Senate committees, search committees, and ratification votes.
Recognizing that part-time faculty are valued members of the unit, SCAR recommends that:
MOTION:
"Part-time faculty with appointments of
50%
or greater be able
to nominate, stand for and vote in all elections and votes, with
the exception of elections to Senate and the Board of
Governors."
In
This includes others designated by Senate as in an equivalent position.

'Statements of Interest' received since May 15, 1998
Fletcher, James
My name is James Fletcher and I am currently a full time undergraduate student in the
Department of Geography (Faculty of Arts). As a new senator, I would like to become
involved in the activities of Senate in ways that will contribute to the lives of students and
the university community as a whole. In particular, I would be pleased to participate on
two senate committees, SCIA and SCCS.
SCIA and SCCS are of interest to me because I believe that the university can play a
positive role internationally and here in our own community. Information and ideas
should be shared broadly beyond the academic community and made available in forms
that will be as useful- and as accessible aspossible. Furtherrnore, the process 6f
transmitting knowledge, conducting research and understanding problems should be
thought of as a partnership in which we have equally as much to learn as we do to teach.
Internationally, we should continue to be active in building healthy and vigorous
communities of scholarship and learning. Strengthening links between students and
faculty worldwide should be a primary objective. Concerns about democracy and
human rights should continue to be discussed but expressed tactfully and with respect
for the existing cultures and societies where we may be involved. Programs that facilitate
the exchange of students and faculty should be maintained, and if possible, expanded.
Locally, we should continue to promote the societal value of education and institutions
of higher education. By getting involved more often at a community level, we will make
it clear that the university is not just a degree factory. The offering of credit and non-
credit courses through continuing studies is an important way of doing this. We should
continue to look for opportunities to open up the university to people who, for one
reason or another, would not have the opportunity to be here. Changing technologies
and changing labour markets will continue to present us with opportunities and critical
choices. What are we best suited to doing well? What sort of partnerships can assist us
where we need help? We want to be able to innovate but still preserve what's best
about a university learning environment.
These issues are of critical importance to students and I would be pleased to bring an
informed student's perspective to these discussions.
Thank you for your consideration.
Hard, Trevor
The committee I am interested in is the International Student Exchange Committee. As
a participant of an international exchange (Doing Business In Mexico Field School)and an
active member of the University community (VP Association of Collegiate
Entrepreneurs, Toastmasters) I would hope to bring some knowledge but mainly
enthusiasm and energy to the position.

Janicki, Maria
I would like to apply to serve as a student representative on the Senate Committee on
Continuing Studies for another term
(98-99). I
am interested in this committee and feel
I have something to contribute because of my experience working for the Centre for
Distance Education in various capacities. I have co-developed a course (Psychology
385)
with Dr. Charles Crawford and have worked as both supervisor and tutor-marker for that
course for the past six semesters. My experience as a tutor-marker has provided me with
useful feedback from students who take courses through distance education.
Lewis, Brian
FOR SCIA
I am currently Director of the School of Communication. My own work has been
multidisciplinary, and I remain convinced of the strengths of interdisciplinary and
cooperative approaches to research and education, crossing academic, local, and
international boundaries.
I helped to write, implement and direct the Inter-University Doctoral Programme in
Communications (Université de Montréal, Université du Québec a Montréal and.
Concordia University), and co-founded and co-directed the Joint Centre for Asia Pacific
Communication Research
(1991-1995). I
have helped to develop cooperative
agreements with institutions in Japan and China, and solicited the support of alumni and
community interests in various credit and non-credit programme areas.
As a senator, I am particularly interested in focusing on issues which include innovative
curriculum and program development, equity policy, and international .cooperation..... .
• V..
This is going to be a very interesting committee over the next few years, as we reassess
our programs and our approaches to international initiatives in light of serious ethical and
practical concerns raised in connection to our Indonesian programs. I look forward to
participating in the discussions and debates.
FOR SCCS
I am currently Director of the School of Communication. My own work has been
multidisciplinary, and I remain convinced of the strengths of interdisciplinary and
cooperative approaches to research and education, crossing academic, local, and
international boundaries.
As a senator, I am particularly interested in focusing on issues which include innovative
curriculum and program development, equity policy, and international cooperation.
I have worked on SCCS for the last two years and recently served on the Advisory Search
Committee for the Dean of Continuing Studies. Some of the most innovative initiatives
proposed for SFU pass through SCCS, proposals involving extensions into the community,
testing new program areas, and opening up new avenues of access into the university
from the outside. The trick is always to balance innovation and entrepreneurial spirit
with what might be considered traditional academic objectives of a major research

and would enjoy serving on the committee for a second term.
Li, Paul
My name is Paul Li and I am particularly interested in the position on the International
Student Exchange Committee.
My possible relevant experience to those position include:
1.
Currently the Vice President of Investment of the Finance and Investment
Association (within Business Administration Student Society)
2. Chair of self-organized current business events discussion group called
Million Dollar Club at SFU(1 997-1998)
3. Participated in the student exchange program from Simon Fraser University

MacArthur, Toni
My name is Toni MacArthur and I have been a student at SFU since September of 1992.
I am working towards completing a BBA with a Joint Major in Business Administration
and Psychology in August of 1999, and am also a part-time employee of an international
mining management company. Up until now, I haven't been very active in the SFU
community, aside from a very brief stint with the SFU choir back in the fall of '92. I
recently decided that I wanted to become more involved, and your email provided me
with an opportunity to do so. I have always tried to keep up with what was going on in
the University by reading various publications available around campus (the Peak,. etc.)
and would like to be more actively involved in University decisions. I am open-minded
and a good listener and I believe I would be an asset to the senate committees.
McGinn, Michelle
**Senate Committee on University Teaching and Learning (SCUTL)**
I served as the graduate student representative on the Senate Committee on University
Teaching and Learning (SCUTL) in 1996-1997, and would like the opportunity to sit on
this committee once again.
I am a doctoral student in Curriculum Theory and Implementation, and am now
completing my seventh year of graduate studies in Simon Fraser's Faculty of Education
(MA granted in June 1995). During my studies and while serving as Sessional Instructor
and Teaching Assistant, I have spent considerable time reflecting on teaching and
learning. I have also been an active participant in many of the events sponsored by the
Centre for University Teaching (the Instructional Skills Workshop, the Course Redesign
Workshop, Roundtable Discussions, and Film Discussions). I am strongly committed to
maintaining and continually improving the quality of teaching and learning at Simon
Fraser, and I believe that I could provide a strong student voice for the SCUTL. I look
forward to opportunities to work once again with this vital Senate committee.

Throughout my time at SFU, I have been actively involved in all facets of graduate
student life: taking courses, teaching courses (as a sessional instructor, teaching assistant,
and marker), doing research (my own, and as a research assistant on various research
projects), organizing graduate student events (retreats, symposia, mini-conferences,
kayaking trips, Friday night socials), attending and presenting at conferences, serving on
committees, and generally being involved in campus life. I have served (and continue to
serve) as a graduate student representative in various capacities within our faculty, in the
university, and on a national level. Within our faculty, I am co-chair of the Education
Graduate Student Association and have served as a student representative on the
Appointments Committee for Director of Graduate Programs and on the Graduate
Programs Committee. Within the university, I have served as student representative on
the Senate Graduate Studies Committee and on the Senate Committee on University
Teaching and Learning. Nationally, I am the Co-President of the Canadian Committee of
Students in Education. While these responsibilities keep me quite busy, I thrive on being
actively involved in campus life -academically, professionally, and socially.
** Senate Appeals Board (SAB) **
I am currently finishing my term as an alternate graduate student representative on the
Senate Graduate Studies Committee (SGSC; I was also a representative in
1995-1996),
and would now like to extent my committee participation to the Senate Appeals Board.
At a recent SGSC meeting, we passed a motion to move responsibility for graduate
student appeals to the SAB rather than the SGSC, and I would like to follow through this
process by participating as a member of the SAB with its revised mandate to consider
both undergraduate and graduate appeals.
I have been a graduate student in the Faculty of Education for seven years, first as an MA
student in the Psychology of Education program (degree granted in June
1995),
and now
as a PhD student in Curriculum Theory and Implementation. Throughout this time, I
have been actively involved in all facets of graduate student life: taking courses, teaching
courses (as a sessional instructor, teaching assistant, and marker), doing research (my own,
and as a research assistant on various research projects), organizing graduate student
events (retreats, symposia, mini-conferences, kayaking trips, Friday night socials),
attending and presenting at conferences, serving on committees, and generally being
involved in campus life. I have served (and continue to serve) as a graduate student
representative in various capacities within our faculty, in the university, and on a national
level. Within our faculty, I am co-chair of the Education Graduate Student Association
and have served as a student representative on the Appointments Committee for
Director of Graduate Programs and on the Graduate Programs Committee. Within the
university, in addition to serving on the SGSC, I have also served on the Senate
Committee on University Teaching and Learning. Nationally, I am the Co-President of
the Canadian Committee of Students in Education. While these responsibilities keep
me quite busy, I thrive on being actively involved in campus life -academically,
professionally, and socially. I look forward to participating on the SAB.
Murdoch, Caroline
My name is Caroline Murdoch and I am a graduate student in the School of Criminology.
I completed my undergraduate degree at Simon Fraser University as well, however it is
only in the past year that I have begun to realize that in order to feel a part of a university

it is necessary to be involved in the processes that are often taken for granted. In this
. vein, I have become an active member of my department, but have felt the need to
work in other areas of the university as well, hence my request to serve on the Senate
Committee on Disciplinary Appeals.
Being a student in the School of Criminology, I have a sound knowledge of decision-
making procedures and standards of proof. My honours thesis allowed me to explore
these issues while interviewing representatives of self-regulating organizations who are
often in the difficult position of having to discipline one of their members. I have also
attended a course dealing with these complex issues. This is not meant to suggest that I
see the current opportunity as being advantageous because of my areas of research and
interest. Rather, I see this as an opportunity to learn something more about the S.F.U.
community in which I spend so much of my time. In addition to having been an
undergraduate student at this university, my responsibilities as a teaching assistant have
--exposed-me -to some of-the- -issues--of- concern--to- students- at- S.F..U.,. -both--at-the
undergraduate and graduate levels.

SCAP/SCU B
The SCAP/SCUB has an important role in maintaining our excellence in teaching,
research and student services. I am eager to contribute my part to achieve this goal.
Our university owes a duty to the society that supports us. We need to develop
intellectually stimulating programs which can equip students with job skills for the real
world, and give them a broad liberal education. I would like to see more interdisciplinary
programs, co-operative education opportunities and practicums.
For the SCUB role, I support using innovation funds to foster quality teaching and more
responsive program delivery. I believe in giving more spending authority to the
departments, as they know better which areas of their responsibilities need the money
most.
SCCS
I believe Continuing Studies has an important role in providing alternative routes to
post-secondary academic and professional education. I will support innovative programs
which can improve the academic and vocational skills for people who lack a formal
education. Better co-ordination between Continuing Studies and Credit Academic
Programs can also let students to apply what they have learnt in Continuing studies
towards diplomas or degrees.
SCUS
I am concerned about the intense competition for admission to some limited
enrollment programs. :Improving the course challenge and Prior Learning Assessment..
system can improve access to oversubscribed programs and ease the resource pressure
for the university.
I will also support more training in written and oral communication skills for
undergraduates.
To, Shek Yan
I am writing to express my interest to run for the Senate Committee on Disciplinary
Appeals (SCODA), Diverse Qualifications Adjudication Committee (DQAC), Senate
Library Committee (SLC)/Library Penalties Appeal Committee (LPAC) and Senate
Committee on University Teaching and Learning (SCUTL).
I would like to join the above five Senate committees as a representative of
undergraduate students. As a 2nd year student in the Faculty of Arts, I have been
putting my closest attention on school events and senate meetings since my first
semester in SFU. I have been participating in many clubs, such as the Red-Cross, SFU
Chinese Newspaper and other student activities and volunteering activities. I was one of
the candidates in the last Election of Senate and I lost by a very small margin of votes. I
am ready to join the committees and serve the SFU community and build a better world
for everyone.

Senate and its committees are charged under the University Act with the academic
governance of the University. Since the University's central purpose and function is to
provide an academic centre--excellent research and excellent teaching/learning--for the
people of British Columbia, that charge gives Senate a central role in University
governance. Senate represents a diverse community and it will take wisdom, patience,
and a real faith in the democratic process to develop that role in an assertive and
constructive manner.
