There is a variance in the way that the chairs of various Senate committee are
elected. Many committees are chaired by designated officers (e.g. SCAP, SGSC, etc.),
some committees are chaired by someone elected by the members of the committee
(e.g. SCUB, LPAC, etc.) and some committees have their chairs elected by Senate. In
my view this sometimes- has resulted in a person being elected to chair a- committee
who did not have a great deal of knowledge of the committee's work and who may
not have had the support of the other committee members.
I am just completing a two year term as chair of the Senate Committee on
Disciplinary Appeals. The current arrangement for appointing a chair is set out in
T 10.04, which indicates that the chair shall be a senator elected by and from Senate.
On reflection I do not believe that it is necessary for the chair to be a Senator.
Following discussions with Alison Watt and K.C. Bell (Secretary to SCODA)
regarding various issues of committee membership and balance, I recommend
a)
That the chair of SCODA be a faculty member of SCODA elected
annually by the voting members of SCODA.
From time to time (very infrequently), the University suspends a student
under the terms of GP 25 - Emergency Response to Threatening Behaviour. A copy
of each notice is sent the Chair of SCODA because the student has the right to appeal
to SCODA. Because of the confidentiality involved in these events, it was felt that
SCODA should be chaired by a faculty member.
b)
That the number of members required for a hearing of SCODA
be specified in the policy as: 2 faculty members, 2 students, and the
chair.
Currently T10.04 indicates that there are 7 regular members of SCODA [and 4
alternates] and the quorum for the committee shall be five members. No specific
membership composition is required.
