The International Undergraduate Student Exchange Committee
(IUSEC)
In
1997, IUSEC selected 67 students (99 semesters in total) to participate in the
University's international bilateral and multilateral undergraduate exchanges (Cf
Appendix 1 for Exchange partners). Current IUSEC membership includes W.
Cleveland (Chair), A. Heard, R. Davison, A. Sitter, W. Cheung, R. Heath (ex
officio), and R. Martin (Secretary, non-voting).

 
SCIA approved a motion that applications for undergraduate student exchange not
be considered unless the applicants will have completed a minimum
of fifteen
(15)
credit hours of SF0 course work in advance of the exchange.
SCIA agreed that a revised Field School Manual be accepted in the form presented
by JUSEC's Secretary.
2.
Sri Lanka Teacher Development Project
A proposal by the Faculty of Education to compete for a World Bank-funded
institutional linkage project was recommended unanimously, for approval by the
President. The proposal was submitted in collaboration with York University.
3.
Rajabhat Institute Thailand Training Program
SCIA unanimously recommended support for a series of short term training
programs, coordinated by the Faculty of Education, for faculty and staff of the
Rajabhat Institutes of North East Thailand.

Hawaii Field School
SCIA recommended approval of a Faculty of Education proposal for a Field School
focusing on Cultural and Linguistic Diversity in Education, to be held in Hilo,
Hawaii.

School for Contemporary Arts: Gamelan Field School, Indonesia
SCIA unanimously recommended approval by the President of the proposed field
school.

China Council for International Cooperation on Environment and
Development Project, Phase II
The Committee reviewed the proposal and unanimously recommended that the
President approve SFU's participation in this initiative.
7.
Training Program for the Korea Telecom Research and Development
Group
SCIA reviewed the proposal from the Faculty of Applied Sciences. Subject to
clarification of budget details, and qualifications of the instructor, SCIA
recommended the contract be approved.
8.
Frequency of SCIA Meetings
The Secretary was directed to investigate the feasibility of monthly meetings to deal
expeditiously with the increasing number of submissions. It was subsequently

 
agreed that SCJA will meet every first Monday of the month in which Senate meets,
or at the call of the Chair.
9.
Training Video Project Lijiang, China
SCIA reviewed and supported in principle an application by the David Lam Centre
for financial support from CIDA's Development Information Program to help fund
production of a video on the Centre's work in Lijiang.
10.
Canadian International Development Agency: Tier 2 Linkage Projects
SCIA unanimously recommended that both the University/Industry Technology
Transfer Project (Chile) and the Pacific-Canada Collaborative Justice Project (South
Pacific) be approved by the President for submission to this CIDA-funded
competition.

Executive MBA Program: Hong Kong
SCIA reviewed a proposal for SFU to offer its EMBA program in Hong Kong, in
collaboration with Dun & Bradstreet. SCIA supported the recommendation that the
program proceed, subject to close scrutiny of the financial details by the Office of
the Vice-President, Academic.

12. Cooperation Between Obor and the Canadian Centre for Publishing
Obor, a not-for-profit society headquartered in Philadelphia, is engaged in
stimulating NGO publications concerned with democratization, the environment and
civil liberties. SCIA gave general approval for SFU's Centre for Publishing to
discuss mechanisms for cooperating with Obor, in developing countries, to
improve local publishing.

A Simon Fraser University Centre in Cephalonia, Greece
SCIA received for information a proposal to establish an SFU instructional centre in
Cephalonia. SCIA expressed reservations about the initiative proceeding too
quickly without full University scrutiny. SCIA unanimously passed a motion that a
task force be struck to oversee planning of this activity.

Training in Economic Management -- Cuba
SCIA recommended the President approve SFU's participation in this proposal
being developed by Hickling Corporation of Ottawa. Faculty and staff from both
Latin American Studies and the Centre for Distance Education expressed interest in
participating in this CIDA-funded project.

China: Women and the Law Project
SCIA recommended to the President that he approve SFU's participation in this
ACCC-led proposal to CIDA. The David Lam Centre, and faculty and lecturers
associated with Women's Studies expressed interest in participating in this project.
BC1T sought SF0 support in its bid for an Asian Development Bank contract to
develop a strategy for improving polytechnic education in Indonesia. Support
would come from SFU's Eastern Indonesia University Development Project.
SCIA recommended this activity to the President for approval.
Skills Workshop Proposal: Korea Telecom
SCIA endorsed the proposal to provide training in presentation skills, but with
reservations. The Chair was asked to clarify with the Dean of Applied Sciences the
relationship between this type of training and the Faculty's mission.
Cooperation with South East Asian Ministers of Education
Organization (SEAMEO).
SCIA recommended that the President support SFU's participation in small distance
education initiatives with three SEAMEO regional centres. SCIA also endorsed the
Centre for Distance Education's interest in developing a Tier 1 proposal to CIDA
for a SEAMEO-wide distance education program.
Agreement with Temasek Pol

SCIA recommended to the President that he approve an agreement with Temasek
Polytechnic for the use of SFU distance education course materials in the
humanities and social sciences.
Report of the President's Advisory Committee on International
Activities
SCIA reviewed the Advisory Committee's Report and Recommendations and
moved that it be submitted to the President for approval in its entirety.
