This is a combined report from the University Board on Student Discipline (UBSD) and the
Senate Committee on Disciplinary Appeals (SCODA). A summary of the cases heard by
UBSD and SCODA is attached for the information of Senate.
University Board on Student Discipline
The University Board on Student Discipline dealt with six cases in the period September 1,
1998 to August 31, 1999. Of the six cases heard by the UBSD, four cases involved
allegations of academic dishonesty (2 cases of falsification of documents, 2 cases where
someone else's work was submitted as student's own work), and two cases of non-
academic misconduct. In all cases, the Board determined that the alleged offences had
taken place and recommended penalty to the President.
Case 98-6 was dealt with in the period covered by the 1997/98 Annual Report but has
been included in order to update the SCODA decision which was outstanding at the time
that the report was presented last year.
Case 98-9 involved the purchase of an essay from an essay writing agency and the UBSD
was asked to look at the issue of student use of paper mills and the University's response
to the problem. The UBSD canvassed members of the Board, the Ombudsoffice, and the
Director, Secretariat Services, and came up with a number of suggestions which it
forwarded to the President and the Chair of the Committee to Review the Student Conduct
Policies.

Senate Committee on Disciplinary Appeals
This report covers the period September 1, 1998 - August 31, 1999. During that period,
the Senate Committee on Disciplinary Appeals dealt with two appeals. The hearing on a
third appeal was deferred until October, 1999, at the appellant's request. The result of
that appeal is included in this report since the appeal would normally have been held
within the reporting period.
Of the three cases heard by SCODA, two involved non-academic misconduct and the
third concerned the theft and subsequent submission of another student's work as the
student's own. All cases were appealed on the basis of University Policy T10-04, section
4.1b), "that the penalty imposed was inappropriate". It was also true of all cases that the
evidence considered in setting the original penalties was uncontested at the SCODA
appeal.
