Introduction
The Senate Committee on International Activities is a Standing Committee (Reporting
Category "B") established under terms of the University Policy on International
Activities.

Highlights
There was a significant change in
membership of the Senate Committee on
International Activities (SCIA)
in 1998.
• Ms. Winnie Cheng was elected to the new, Undergraduate Student Senator position.
Her term runs from June 1, 1998 to May 31, 2000. Ms. Cheng resigned from Senate
in December 1998, upon completion of her degree. She will be replaced in early
1999.
• Dr.
J. Jones replaced Dr. W. Cleveland. Dr. Jones' term runs from June 1, 1998 to
May 31, 1999.
• Dr. J. Peters replaced Dr. C. Jones. Dr. Peters' term runs from June 1, 1998 to May
31,2000.

Amendments to the
University Policy on International Activities
were approved by the
Senate and by the Board of Governors. The most significant change results in a much
broader range of international activities now being subject to SCIA review.
SCJA members agreed, in recognition of the need to provide
timely recommendations
on proposed activities,
and on a trial basis, to complement scheduled meetings by:
• convening extraordinary meetings, at the call the Chair, to consider urgent matters
• circulating proposals and exchanging views by email
• agreeing to delegate approval to the Chair, with the proposals to be presented to SCIA
for information at the next scheduled meeting
On reviewing the 1997
Annual Report by SCIA,
several Senators expressed interest in
receiving more detailed information on proposed activities and on SCIA deliberations.
To respond to this request, while retaining a reasonably concise annual report, SCIA
agreed at its December, 1998, meeting on two approaches to respond to these requests.
First, Senators are encouraged to contact SCJA's Secretary at any time for information
and copies of documents on matters presented to SCIA. Second, SCIA directed its
Secretary to establish a web site where approved minutes of SCIA meetings will be

The International Student Exchange Committee (ISEC)
At its February, 1998, meeting, SCIA members recommended approval of
proposed changes to this sub-committee's name and terms of reference.
Specifically this Committee is now mandated to consider graduate as well as
undergraduate student exchanges. This resulted in dropping the word
"Undergraduate" from the Committee's previous name.

In considering the proposed terms of reference, SCIA approved a motion to
modify the draft terms of reference to make clear that ISEC makes
recommendations to the Vice-President, Academic as well as to the President.
In 1998, ISEC selected 92 students (98 full-time semesters in total) to participate
in the University's international bilateral and multilateral undergraduate
exchanges (see Appendix 1 for Exchange partners).

Proposal for a Non-Credit Certificate in Distance Education
SCIA reviewed, for information, a proposal to provide this non-credit program.
This proposal was presented to SCIA at the request of the Senate Committee on
Continuing Studies, because of the high level of interest it is expected to generate
at institutions outside Canada. SCIA members were very supportive of the
proposal.

Develop a Joint Venture Proposal
The MOU, which was signed by the Faculty of Applied Sciences in November,
1997, on behalf of SFU, committed the signatories to explore the possibility of
establishing a training centre in Malaysia. This MOU was presented to SCIA for
information only. It was noted that any substantive proposal would be subject to
review by SCIA. SCJA members emphasized the importance of identifying the
benefits to SFU of any such initiative.
No detailed proposal was developed during the course of 1998, although
NORTEL reportedly remains interested in the concept.
4.
Proposed Revisions to the Universit
y Polic y
on International Activities
SCIA reviewed proposed revisions to this Policy, on two occasions, prior to its
submission to Senate. SCIA noted that the most significant implication of the
proposed amendments was to expand the scope of activities subject to SCIA
review. SCIA discussed at length the implications of the Committee advising and

making recommendations to its Chair (the Vice-President, Academic) in light of
his new responsibility for international activities. Although it was not thought to
be an ideal arrangement, it was agreed that this was the most practical approach to
fallow.
SCIA proposed revisions to two sections of the revised Policy to make it clearer
that international activities undertaken by individual faculty members are not
subject to review by SCIA.

SFU Submissions to CIDA's Develo pment
Information Program
Two proposals were reviewed by SCIA in February, 1998. One, related to
Continuing Studies' CIDA-funded project in Mexico,
Common Journeys,
was
endorsed by SCIA for submission to CIDA, with the proviso that Continuing
Studies not seek funding from the University to defray any unexpected costs.
SCIA could not make a recommendation on the second proposal, related to the
Advanced Interpreter Education Program, in light of incomplete information.
However, this particular proposal was completed later in the year, endorsed by
SCIA members, and submitted to the second C1DA competition in December,
1998.

pportunit y
to Offer a Program in Technical Writing
SCIA reviewed this information document with interest, and agreed that it would
make a recommendation once a detailed proposal is completed. The proposed
project concerns assistance to Anna University (Chennai, India) in developing a
professional non-credit certificate in Technical Writing based on the certificate
offered by SFU through its Writing and Publishing Program.
7.
Motion Before Senate for an External Review of EIUDP
SCIA discussed the motion in some detail. SCIA members agreed the questions
posed in the motion were sensible, and that the University should have answers to
these questions. However, serious doubt was expressed about referring an
academic matter to the Board of Governors for approval.

Pacific-Canada Collaborative Justice Prolect
SCIA was briefed on the Centre for Distance Education's intention to re-submit

Its proposal to the 1998 competition for the CIDA-funded
University Partnerships
in Cooperation and Development (UPCD) Program,
taking into account the

comments made by the 1997 selection committee. SCIA endorsed re-submission
of this proposal.
9.
International Rice Research Institute (IRRI) Project: A pplication of
Distance Education Technologies
SCIA considered this proposed project, developed by IRRI for submission to the
International Development Research Centre for funding. IRRI is looking to SFU
to assist in developing course content for delivery via the Internet. The course
would be piloted in India. SCIA recommended approval of SFU's participation
subject to acceptance of the MOU and the budget, by the Vice-President,
Academic.

SCIA was informed that the Letter of Intent prepared by the Centre for Distance
Education (and endorsed by SCIA at its October, 1997 meeting) had been
approved by CIDA and that a detailed proposal was being finalized for
submission in October, 1998. A copy of the detailed proposal was provided to
SCIA for information.

SCIA members reviewed the proposal for a new French Field School. SCIA
members discussed in detail the length of the program and its proposed budget.
SCIA recommended approval of this new field school.

Draft MOU Between SFU and Kasetsart Universit

kok, Thailand
SCIA discussed the draft agreement in detail. There was some questioning of the
need for a formal MOU in order to foster ongoing collaborative research in
linguistics. SCIA expressed concern that SFU avoid the proliferation of MOUs,
and that such documents be signed only when necessary to support substantive
institutional cooperation.
SCIA recommended that the MOU be signed on the basis that the Linguistics
Department wishes to receive fully funded PhD candidates from Kasetsart
University, and that Thai regulations require that MOUs be in place with
universities outside Thailand in order for scholarship students to enroll in those

SCIA directed that the draft agreement be revised to limit its duration to five
years, and to require a review of this relationship before deciding whether to
extend the MOU. ?

The proposal, from a Business Administration faculty member, that SFU be
associated with the creation of a new policy institute at IUBAT, including
acceptance by SFU of financial donations from Canadian sources, was not
supported by S CIA, as proposed. S CIA's primary concerns were lack of clarity
of SFU' s role vis-à-vis the policy institute, and uncertainty as to the benefits that
would accrue to SFU. SCIA suggested the proposal be reconsidered and
undertaken as a research project, or be reviewed and formally endorsed by the
Faculty of Business Administration (FBA), with a clear statement of the nature of
FBA's commitment and rationale for being associated with this Institute.

in Greece
?
SCTA received several updates, during the course of the year, on possible SFU
involvement in the delivery of credit programs in Greece. SCIA's Chair briefed
members on his April, 1998, visit to Greece (accompanied by the Deans of Arts
and Business Administration) to discuss possible activities with the Greek
Ministry of Education, amongst others. SCIA was informed that an earlier
proposal to build a new campus on Cephalonia, with European Union funding, to
be managed by SFU, will not go ahead. However, SFU may participate in the
delivery of credit courses in Greece, in collaboration with Greek and other
universities. The Dean of Arts is preparing a detailed proposal that will be
submitted to SCIA for review.

Future Asian Develo

ment Bank Loan Project in Indonesia
SCIA discussed a request from BC1T that SFU associate with them in bidding on
an upcoming project in Indonesia for development of new polytechnic
institutions. SCIA agreed that SFU indicate its willingness to work with BCIT,
but that it be made clear that SFU's priority is to work at the university level.
SCIA stressed that SFU would only commit to bidding on an Indonesian project
based on an assessment by SFU of the political and human rights situation
prevailing in Indonesia at the time.

and Dance Field School: Ghana
SCIA discussed the proposal with Randall Martin (Director of international &
Exchange Student Services) and the results of his visit to Ghana. SCIA members
expressed concern about potential health and other risks to field school
participants, but were reassured that adequate pre-departure briefings and advice
on preventive measures would render this field school no more risky than others
that have been offered successfully by SFU for a number of years. SCIA
recommended approval of this field school.
