The Senate Committee on Agenda considered the motions Professor Emeritus Dr. Tasos
Kazepides wished placed before Senate at its meeting on 21 March, 2000. After careful.
consideration, SCAR determined that it had no jurisdiction over either of the matters cited in
the motions and therefore the motions will not be placed on the agenda of Senate.
Motion 1
asked Senate to restore the initial terms of reference for the Chair in Hellenic
Studies. As a rational for this motion, Dr. Kazepides suggests that "the administration
violatedthe spirit and the letter of the University
Act in establishing the Chair in Hellenic
Studies without Senate approval ...". Section 37 of the University Act outlines the powers
of Senate which may be exercised by Senate. The Act does not state that the
establishment of a Chair requires approval of Senate. The establishment of a Chair is
clearly within the powers of the Board.
In the Spring of 1999, Senate and the Board of Governors agreed on a revision of SFU
policy A 10.03 Endowed Appointments to include Senate in the determination of terms of
reference of new endowed Chairs. This policy was not retroactive and does not apply to
the Chair in Hellenic Studies and a number of other established endowed Chairs.
Motion
2 asked that the Chair be vacated and advertised according to the initial terms of
reference. At Simon Fraser University, academic appointments and dismissals are not
matters considered by Senate, and therefore it is inappropriate for Senate to take the
course of action Dr. Kazepides suggests.
This memorandum, and your letter dated 4 March, 2000 will be circulated to Senate shortly,
and will form part of the Report of the Chair at the Senate meeting of 3 April, 2000.

I have recently been approached by Dr. Tasos Kazepides, Professor Emeritus, Faculty of
Education, Simon Fraser University, to request an item of some import be placed before senate
for discussion. Although not entirely familiar with the university regulations in the area of
department chair appointments, based on the information with which I have been provided, Dr.
Kazepides position appears to have merit. In short, he contends that the university administration
violated the University Act in its failure to bring before Senate amendments to the terms of
reference for appointing the Chair of Hellenic Studies. To remedy this procedural error, I would
request that the matter be brought before senate and Dr. Kazepides allowed to act as resource
person during the session in which the issue is discussed. There are two motions that Dr.
Kazepides wishes placed before Senate:
1)
That the initial terms of reference for the Hellenic Studies Chair be restored.
2)
That the Chair be vacated and advertised according to the initial terms of reference.
