Ad Hoc Committee to Review the DATE: ApriL 26, 2000
Eastern Indonesia University
Development Project
Simon Fraser University has been managing the CIDA-funded Eastern Indonesia
Universities Development Project (EIUDP) since 1987. This involvement has
been the subject of periodic debate on campus. The University's participation
in the second phase of EIUDP was recommended by the Senate Committee on
.
?
International Activities (SCIA) in 1994, conditional on certain modifications to
the Project's activities, and subsequently approved by the Board of Governors.
Since it was established in 1992, SCIA has received periodic reports on EIUDP
and several briefings on the evolving political and social situation in Indonesia.
It is possible that the University will be asked to consider participation in new
development project opportunities in Indonesia in the next year.
On April 6, 1998, Senate approved the following motion (Paper 5.98-38):
"that Senate review the Eastern Indonesia University Development
Project following the final CIDA evaluation of the project. The purpose
of the review is three-fold:
1.
To determine what academic benefits SFU has accrued as a result of
the EIUDP;
2.
To see if the Simon Fraser University Policy on International Activities
has been adhered to by the EIUDP;
3.
To
see
if the stated goals of the EIUDP have been met with respect to
SFU's Interests.
The Senate Committee on International Activities recommends that an ad hoc
Senate committee be established now to review the EIUDP. The Committee

would like this review to occur at the same time as the CIDA evaluation in
order to benefit from information and consultation arrangements that will be
generated by the CIDA evaluation.
The proposed composition and terms of reference for this committee are as
foLlows.
1. The name of the committee will be the Committee to Review the Eastern
Indonesia University Development Project.
2. The Committee will have two faculty members and one student member.
Members wilt be appointed by SCAR after receiving advice from SCIA.
3. The Committee shall carry out its review as follows:
a. Review documentation and meet with Individuals and groups at Simon
Fraser University to develop a detailed understanding of:
(1)
The Project's objectives and planned outcomes;
(2)
The activities of the University in the Project.
b. As feasible, work in conjunction with CIDA's project evaluation team.
c. Be available to travel to Indonesia to meet with Project participants,
partners and individuals familiar with the Project.
d. Prepare a report that responds substantively to the issues raised by
Senate.
4. The Committee will report to SCIA by October 1, 2000. SCIA will prepare an
assessment of the Committee's report and forward it to Senate for discussion.
