The Senate Committee on Agenda and Rules has received the attached report
from the ad hoc Committee established following debate at the Senate meeting
in December, 1999. This report is forwarded to Senate for information.
The Vice-President, Research is requested to report to SCAR when the
Government response is published so that further action or response can be
considered.

Report on the ad hoc Committee to review "Commercialization of University Research"
The ad hoc committee established by SCAR to review the "Report of the Expert Panel on the
Commercialization of University Research" and the proposed motion of Senator Jones (Senate
deplores the recommendation, expressed in the report "Public Investments in University Research:
Reaping the Benefits", that the commercialization of the results of research be made a part of the
university's mission. Senate urges government to reconsider and reject this report) has concluded
its deliberations.
First, we would like to draw everyone's attention to the document describing the issues raised
during public consultations of this report.

individuals participated in 86 meetings across the
country and 52 individuals also submitted written comments. It should be noted that a
consultation meeting was held at Simon Fraser University on October 12, 1999 with Leo Derikx
and Angie Brennand and it attracted 9 participants including 3 members of the ad hoc committee.
There was every opportunity for responses to be made to the initial report and it would appear
from the Public Consultations Report that concerns raised at Senate had been heard.
Therefore, the committee:

notes that Industry Canada consulted with the universities and others potentially affected
by the report 'Public Investments in University Research: Reaping the Benefits' during the
period August 31, 1999, to October 29, 1999. The results of these consultations were
reflected in 'Public Consultations on the Report of the Expert Panel', issued in December
1999.
2)
feels that, since the consultation period expired several months ago, and since the
criticisms of the report expressed in Senate Paper
99-75
are acknowledged (as a minority
view) in the 'Public Consultations' document, it would not be appropriate for Senate to
consider a motion commenting on the report at this time.
3)
notes that Industry Canada will be developing a government response to the
recommendations of the Expert Panel and the results of the public consultation, and
suggests that Senate may wish to reconsider these issues when that response becomes
available.
