Lynne Kennedy
With over 10 years experience in local government, Lynne Kennedy is currently serving
her fourth term as
a
Vancouver City Councillor. Lynne represents Vancouver at provincial and
regional levels as a Director of the Greater Vancouver Regional District (GVRD) and as an
Executive Member of the Union of British Columbia Municipalities (UBCM), where she chairs
the Justice & Protective Services Committee which deals with policing issues, alternative courts.
liquor licensing and gaming. As the city liaison to the Vancouver Economic Development
Commission she encourages business and industry in Vancouver and the Lower Mainland. She
currently
serves as
a board member of Tourism Vancouver.
Lynne is also President of Unman Investments, a land development and property
management company and is a Directorand Financial Officer of Mandate Holdings. As a
business owner she is keenly interested in fiscal accountability. After graduating from the
University of British Columbia in history and geography, Lynne completed one year of graduate
studies in Urban Planning. A degree in Archaeology from the University of Calgary and
employment as
a
field archaeologist led to her interest In built heritage in Canada's cities and
towns. She has taught high school, worked in continuing education, curriculum development
and was a
school trustee.

involving Human Subjects, I am pleased to offer my experience in the education system and in
governance for this important development. As the former Principal of Centennial School I
worked closely with the Faculty of Education on several research matters and I understand
clearly the issues related to research in education. As the Research Ethics Board develops into
its new role and responsibilities it will need to establish its procedures and working

Re: Statement of Interest—Community Member, Research Ethics Board
Please consider my suitability to serve as a community member to the SFU Research
Ethics Board. It would be an honour to serve on the REB and to offer to the SFU research
community competent reflection and guidance to facilitate the ethical pursuit of
knowledge. I would bring to the REB a broad background and a unique combination of
knowledge and experience in research ethics.
As an occasionally employed single parent and registered social worker, I believe that I'm
well qualified to represent community interests with regard to vulnerable populations and
. ?
SFU's research ethics policy. As an active, independent researcher with no affiliation to
SFU or any other research institution, I believe that I have experiences and ethical insights
that would be of benefit to the SFU research culture.
As a graduate student at SFU, I conducted highly sensitive research under the 1992 version
of R 20.01. Ethical issues raised by my MA research received considerable attention and I
became the only researcher in Canada to ever receive a subpoena demanding confidential
research data. The subsequent findings of Coroner Campbell, the report by SFU
Professors Blomley and Davis, and the opinions of Judge Steinberg, former SFU President
Blaney and UBC Professors MacCrimmon and Jackson are strong testaments to the broad
support for the ethical stance that I took in protecting the safety of my research
participants, as well as the integrity of the research enterprise. As a result, I feel that I can
work cooperatively with the SFU research community in developing ethical research
protocols.
Ever since my graduation from SFU, I have taken a continuing interest in proposed
changes to R 20.01, the Tr-Council Policy Statement, and other developments in research
ethics. I am familiar with the growing body of literature on research ethics and have taken
part in the evolving dialogue in Canada and abroad. In 1997, my
paper—Suffocating
Silence: protecting
confidentiality in euthanasia research—was
the "English language
finalist" in the International Sociological Association's Young Sociologists Competition.
have also written several short ethics articles

conference presentations and seminars on the topic. In 1999 I was commissioned by the
Canadian HIV/AIDS Legal Network to write a report on ethics review for community-
based HIV/AIDS researchers in Canada. The purpose of the report was to discuss barriers
to ethics review for non-university based researchers and to explore solutions. Following
publication of the report, the Community Based Research Centre (CBRC) invited me to
write an ethics policy and chair its research ethics committee.
From 1999-2000 I was appointed to the National Health Research Development Program's
(NHRDP) peer review committee for community based HIV/AIDS research. One of the
challenges for doing research in the HIV/AIDS context is that such research frequently
involves sensitive matters such as sexual behaviour, illegal drug use, and prostitution. In
addition to making funding decisions, members of the NHRDP committee also were
responsible for assessing both the ethical probity and scientific merit of research proposals.
In summary, my multidisciplinary research background, familiarity with ethical issues,
knowledge of R20.01 and the Tricouncil Policy, awareness of the SFU research culture,
and reputation as an ethical researcher are suitable for the role of community member on
the SFU Research Ethics Board.
