Senate Committee on University Priorities

Attached is a letter from Dr. Bruce Clayman, Vice President, Research, for the Centre
for Labour Studies be reclassified from a Schedule B Centre to a Schedule A Centre
under the direct authority of the Dean.
The Senate Committee on University Priorities reviewed the letter at its July 11, 2001
meeting. The motion for the reclassification was unanimously approved.
Once approved by Senate, the letter of application for the reclassification of the Centre
for Labour Studies as a Schedule A Centre under the direct authority of the Dean is to
be submitted to the President and Board of Governors.
Motion
That Senate approves and recommends to the Board of Governors the
reclassification of the Centre for Labour Studies as a Schedule A Centre under
the direct authority of the Dean as outlined in document SCUP 01-55.

Attached is a request from Dr. John Pierce, Dean of Arts, on recommendation of
the Advisory Committee for the Centre for Labour Studies, that the Centre be changed
from its originally approved status as a Schedule B Centre to a Schedule A Centre.
The Governing Committee for Centres and Institutes recommends the Centre for

approved by SCUP, the proposal is to be forwarded to Senate, followed by submission

John, after lengthy discussions and meetings regarding the future home of
the Centre for Labour Studies on the part of Mark Leier and others of the
advisory committee, I am prepared to recommend to you that the Centre,
now housed in Continuing Studies, be moved to the Faculty of Arts in the
Department of History. This move has the full support of Cohn Yerbury.
Attached is a copy of the terms of reference for the Centre. Given the
existence of a minor program in Labour Studies in History, the transfer of
the Centre physically to that Department, and the appointment of a new
Director Mark Leier, we have the basis to create new and in my view more
productive opportunities for research and outreach in this area.

On 27 February 2001, the Advisory Committee for the Centre for Labour Studies voted
unanimously to recommend that the Centre become a Schedule A Centre under the Dean
of Arts, in the Department of History. The Committee further recommended that I be
made the director of the new Centre, with a term of 3 years.
This letter is to formally request that the process to transfer the Centre be initiated. Pleaso
find enclosed the required mission/governance statement for the new Centre.

Mission Statement, Centre
for
Labour Studies
The activities and programs of the Centre for Labour Studies are intended to promote
teaching, research, and community programming in labour studies. The Centre facilitates
research, publications, instruction, community projects, colloquia, conferences, visiting
speakers, and international relationships. In the pursuit of these objectives, the Centre
seeks to provide support to existing individual, departmental, and cross-disciplinary
activities at Simon Fraser University in the area of labour studies.
Governance Statement
The Centre for Labour Studies is a Schedule A Centre and comes under the direct
authority of the Dean of Arts.
The Centre for Labour Studies is housed in the Department of History.
The Director of the Centre shall be appointed by the Dean of Arts on the recommendation
of the Centre's Advisory Committee. The term of office shall normally be for three years.-.,;
In the absence of the Director, an Acting Director may be drawn from the Centre
Advisory Committee.
The activity of the Centre shall be guided by an Advisory Committee made up of seven
SFU faculty members and up to four representatives from the community. The
community representatives will normally consist of one representative from the Canadian
Labour Congress, two from the BC Federation of Labour, and the labour representative
on the SFU Board of Governors. Members of the Advisory Committee will be appointed
by the Dean of Arts on the recommendation of the Director. Appointments shall be for a
three year term.
The Advisory Committee shall be chaired by the Director of the Centre. Meetings will
normally take place once a semester.
The administration of the Centre and its academic programs shall be governed by an
Executive Committee made up of the SFU faculty members of the Advisory Committee.
The Executive Committee shall be chaired by the Director of the Centre.
