Attached is a proposal from Dr. John Pierce, Dean of Arts, for the establishment of a
Centre for Coastal Studies as a Schedule A Centre under SFU Policy R40.01. The
proposal also recommends that the Institute of Fisheries Analysis be dissolved and
replaced by the proposed Centre for Coastal Studies.
The Senate Committee on University Priorities reviewed the proposal at its
May 16, 2001 meeting. The proposal was unanimously approved.
Once approved by Senate, the proposal is to be submitted to the Board of Governors.
Motion 1:
That Senate approves and recommends to the Board of Governors the
dissolution of the Institute of Fisheries Analysis as outlined in document
S.O1-43
Motion 2:
That Senate approves and recommends to the Board of Governors the
establishment of a Centre for Coastal Studies as outlined in document
S.O1-43

Here is the Library Report regarding the proposed Centre for Coastal Studies.
I've read over the proposal the Centre for Coastal Studies and checked the areas of research against the
subject profiles of our main book vendor. There is coverage in all areas from the vendor and combined
with the fact that it is a retooling of the Institute of Fisheries Analysis, I am satisfied that the Library
can support this Centre.
Future requests for materials to support this Centre will be borne by the existing Library book and
periodical budgets assigned to the various subject areas that make up the support for the Centre. Any
request for materials will be handled under existing procedures.
Costs:
THERE ARE NO ADDITIONAL LIBRARY COSTS ASSOCIATED WITH STARTING THIS
CENTRE

Please find attached a proposal for the creation of a Centre for Coastal
Studies. If approved, this Centre would supersede the activities of the
Institute for Fisheries Analysis. The Centre represents an important
coalition of interests in Arts, Sciences and Continuing Studies, and
will
serve as a forum for scholarly research and community outreach. In
assisting in the design and development of the proposed Centre I have been
amazed at the high level of genuine interest and commitment across the
campus. Patricia Gallaugher from Continuing Studies has been
instrumental in moving this proposal forward. Willie Davidson has been a
key supporter of the Centre, and he and I will work together to ensure that it
fairly balances the complex interests /challenges which are part and parcel of
understanding coastal environments. Alison Gill, another strong
supporter, has recently received a major SSHRC grant for networking of
experts on coastal topics/issues. Some of this money
will
be used to sustain
the activities of the Centre in the first three years. Willie and I are also
providing budgetary relief.
I ask for your support in this highly worthwhile and innovative endeavor.

Proposed Centre for Coastal Studies
Faculty of Arts, Simon Fraser University

PURPOSE
The purpose of the Centre for Coastal Studies at Simon Fraser University is to promote
interdisciplinary research, education and dialogue on Canada's coastal ecosystems,
particularly those in British Columbia.
By linking social and natural science with local knowledge, the Centre focuses on three
key themes:
1. marine conservation,
2.
sustainable coastal communities and economies and
3.
building resource management capacity (government, community,
academic).
Background
Though Canada is blessed with a still-rich coastline, it is also a coastline increasingly
subjected to ecological, social, and physical stresses. More and more people—almost one-
quarter of Canada's population lives along the coast—use the sea and coastal
environments for food, income and recreation. Expanding use of ocean and coastal
resources has made it increasingly difficult to coordinate activities within the coastal
zone. In the past, we have pursued economic goals without due consideration of the
broader ecological and social impacts. News reports increasingly feature images of
depleted fish stocks, communities in distress, pollution, habitat loss, exotic invasions,
conflicts among resource users, and dwindling government services.
Canada recently developed an integrated Oceans Strategy to replace its current,
fragmented approach to oceans management. This strategy promotes collaboration and an
ecosystem-based approach, while attempting to balance ecological and socio-economic
sustainability. What's lacking, however, is a clear understanding of coastal dynamics and
a means of implementing this strategy.
Simon Fraser University believes that supporting research into coastal tourism, marine
biology, fish ecology, climate change, oceanography, aquaculture, fisheries management,
and other related subjects will improve our collective understanding of the complexities
of our coasts, and our ability to implement a collaborative and ecosystem-based approach
to coastal zone management.
To elevate its commitment to coastal studies, we propose that Simon Fraser University
retools its Institute of Fisheries Analysis to create a new Centre for Coastal Studies.

Members of the Centre for Coastal Studies will elect a Director every two years. Dr.
Patricia Gallaugher, Program Director, Continuing Studies in Science will serve as the
interim Director until April 2002. Dr. Craig On, Associate Director will report to the
Director and the Dean of Arts. The Associate Director is responsible for development of
a business plan, securing funding for activities, developing community partnerships and
networks for research, programming and funding, writing articles and publications and
planning programs and events with the direction and support of Continuing Studies in
Science.

Funding
It is anticipated that external funding will be the main source of revenue for the Centre
and its activities. For the first two years, the Faculty of Arts will contribute to a portion
of the Center's operating expenses. Note that this contribution was previously applied
towards the Institute of Fisheries Analysis.
GOVERNING PROCEDURE
The Director of the Centre for Coastal Studies will report to the Dean of Arts as per the
requirements of Simon Fraser University's Policies and Procedures for Schedule A
Centres and Institutes. An annual report on the centre's activities and a financial
statement will be prepared by the Director and submitted to the Dean at year-end.
The activities of the Centre for Coastal Studies will be conducted in accordance with all
University policies.
