Attached is the proposal for the establishment of the Centre for Public Policy Research
submitted for consideration by Dr. John Pierce, Dean of Arts. This will be a Schedule A
Centre reporting to the Vice President, Research in accordance with Policy R 40.01.
The Senate Committee on University Priorities reviewed the proposal at its October 9,
2002 meeting. The proposal was unanimously approved. Once approved by Senate,
the proposal will be submitted to the Board of Governors.

John, please find attached a draft constitution for a proposed Centre for
Public Policy Research (Schedule A Centre). This research and public
outreach centre will operate in tandem with the proposed Masters in Public
Policy program. From the very beginning of that program proposal it was
envisioned that a parallel research centre would operate to co-ordinate and
integrate the diverse expertise on campus interested in public policy
questions.
It is my view that Western Canada has a real dearth of academic centres
devoted to clarifying public policy issues - whether it be in the areas of
health, economics, environment, education, law, First Nations or many
other areas requiring informed and objective analysis. SFU has the

potential to become a significant leader in this field. The proposal has my
unqualified support.

Purpose
The purpose of the Centre for Public Policy Research is to promote interdisciplinary research,
education, and dialogue on a broad range of public policy issues in Canada. The Centre supports
and initiates research, publications, colloquia, conferences, visiting researchers and speakers, and
international relationships. It is the research arm of the Public Policy Program at Simon Fraser
University, complementing the proposed Master's in Public Policy graduate degree program.
Governance
The Centre will be housed in the Public Policy Program in the Faculty of Arts. The Director of
the Public Policy Program will serve as the Director of the Centre for Public Policy Research and
will report to the Dean of Arts as per the requirements of Simon Fraser University's Policies and
Procedures for Schedule A Centres and Institutes. The Director will be appointed by the
President on the recommendation of the Dean of Arts and the Advisory Board of the Public
Policy Program.
The Steering Committee of the Public Policy Program will govern the operations of the Centre
for Public Policy Research. The Steering Committee is made up of the Director of the Public
Policy Program who will serve as Chair of the Steering Committee plus six faculty members and
a student that are appointed annually (and renewable) by the Dean of Arts. The Advisory Board
of the Public Policy Program will oversee the general direction of the CPPR. The Advisory
Board will consist of up to 20 members. These will be drawn from the Programs, Schools,
Departments and Faculties participating in the Master's of Public Policy program, two students
from the MPP program (one from each year of the program), one staff member, and at least three
external members drawn from the public policy community. The Advisory Board will be
appointed by the Dean of Arts and appointments will be for three years.
The Centre will have an annual general meeting.
The Centre is committed to comply with Simon Fraser University policies as specified in R40.0 1,
Section 4.1.
Funding
Funding will come from the Faculty of Arts for administrative and financial support. Additional
sources of funding will come from conference revenues, grants, and external fund raising.
Associates of the Centre for Public Policy Research
Upon recommendation by the Steering Committee of the Centre, the Dean may appoint
individuals from the University and the community as Associates of the Centre for Public Policy
Research. Associates will participate in the functions of the Centre and be invited to the annual
general meeting. An initial list of potential members of the CPPR is attached.

Here is the Library's Report regarding the proposed Centre for Public Policy Research.
I have reviewed the proposal for the above named Centre and am satisfied that the Library can support
the Centre at this time. We have recently completed a Library assessment for the related Masters
program in Public Policy, for which no additional Library resources were identified. As this Centre is
the research arm of the Program, activity at the Centre will be in similar areas, already adequately
supported by our library collections.
Although there are no outstanding Library issues at this time, there may be future hiring of faculty with
interests outside the current scope of the Centre for Public Policy Research. When hiring such
individuals it is important to note the compatibility of their research interests with existing library
resources. If a mismatch is determined and new resources are required the Centre will have to provide
funding to purchase such library resources. This is a general concern regarding new hires and not
specific to the Centre for Public. Policy Research.

THERE ARE NO ADDITIONAL LIBRARY COSTS ASSOCIATED WITH THIS CENTRE.
