Action undertaken by the Senate Committee on Undergraduate Studies at its meeting of
September 17, 2002 gives rise to the following motion:
Motion
"that Senate approve the proposed changes to regulations governing Academic
Standing & Continuance as set forth in S. 02-74 , in effect as of Summer
Semester 2003."
Background
A generally similar proposal was approved by SCUS and considered by Senate in May 2002.
The proposal was referred back to SCUS for re-drafting because Senators found its language to
be confusing. The wording had been changed very little from the existing Calendar regulation.
This revision has been substantially edited and SCUS members are confident that it is much
improved.
SCUS made the following substantive changes to the earlier document:
• abolish the academic standing 'Ineligible to Re-register' (INW) applied when a student
?
withdraws voluntarily in three consecutive semesters. A rationale is given below.
• admit all new students in good academic standing (currently a few are admitted on
Academic Probation if the admission average is below 2.00)
• implementation date moves from Fall to Summer 2003 to reflect the first semester that
grades are expected be collected and academic standing determined under the new
student information system.

Rationale
Our regulations have proven to be exceedingly complex and are barely comprehensible to
students, faculty and staff. They require a multi-page booklet to provide explanation and
examples, but even this exposition usually also requires a very careful explanation by a well-
trained advisor. The review period has a different, complex duplicate course rule. The critical
"review period gpa", is unreported to students until they are "Required to Withdraw".
Consequently, very few members of our undergraduate community understand what is required
to remain within it.
The current regulations are also inconsistent. While the complexity of the regulations is
intended to provide a measure of fairness, whether the student takes five courses per semester or
only one or two, the provisions for a minimum length of review period are over-ridden by two
special standings, "ING" and "INF' which discontinue some students even before they are
placed on Academic Probation. Hence, as no formal warning is given to a student who is at risk
from ING or INF, the opportunity might be lost for that student to receive specific advising
about, for example, more careful course planning. Hence, our current regulations are less than
fair to all students.
SCUS learned that the academic standing 'Ineligible to Re-register' (INW) applied when a
student withdraws voluntarily in three consecutive semesters, affects very few students and that,
having no direct connection to academic performance, it was not consistent with the purposes of
the academic standing regulations. Indeed, if a student with a good record should withdraw for
legitimate medical reasons in two successive semesters, the regulation implied that it was better
for that student to fail all of her/his courses rather than seek a third withdrawal, however
legitimate the reasons might be.
Simple modelling indicates that typical outcomes will be similar. Some students might be
favoured and others marginally disadvantaged by the changes, but overall, if one assumes that
students will better comprehend the outcomes of weak academic performance, it can be only
beneficial to all involved.
Implementation in Summer 2003 of a new Student Information System provides a timely
opportunity to introduce these changes.

Standing Required for Continuance
The following procedures are in effect beginning Summer semester 2003.
Every student is expected to maintain an acceptable standard of scholarship. Specifically, a student must
maintain a minimum
COPA
of 2.00. A student who does not do so shall be considered to be performing
unsatisfactorily in her/his studies.
• upon first admission to Simon Fraser University, a student shall be placed in good academic standing
• academic performance shall be evaluated on Simon Fraser University courses that have assigned
grades ('assigned grades' include grades A+ through to D, F, DE, and N, but exclude P. W, CR, AE,
CC, ON and AU)
• formal evaluation of academic standing shall take place only if a student has accumulated a minimum
of nine semester hours of credit in courses having assigned grades
Academic Alert
A student whose semester grade point average (SOPA) falls below 2.00, but who is not placed on any of
the academic standings given below shall receive an 'academic alert' notification and shall be advised to
seek guidance at the Academic Resource Office.
Academic Probation
A student who has a CGPA of less than 2.00 shall be placed on academic probation (OAP).
A

academic probation may not register in a course overload. A student on OAP standing may not receive a
'letter of permission' to attend another university or college.
Required to Withdraw
A student may be required to withdraw (RTW) after one or more semesters on academic probation (OAP) (see

'outcomes for a student on academic probation' below). A student on RTW standing may not receive a 'letter
of permission' to attend another university or college.
Extended Withdrawal
A student may be placed on extended withdrawal (EW) after s/he is required to withdraw (RTW), is re-admitted
and subsequently is on academic probation (OAP) for one or more semesters (see 'outcomes for a student on
academic probation' below). A student on EW standing may not receive a 'letter of permission' to attend
another university or college.
Outcomes for a student on academic probation
A student on academic probation shall be evaluated at the end of each semester.
If at the end of the semester,
• the SGPA and the CGPA are each 2.00 or higher, the student shall be in good academic standing
• the SGPA is 2.00 or higher, but the CGPA is less than 2.00, the student shall continue on academic
probation
• the SGPA is less than 2.00, but the CGPA is 2.00 or higher, the student shall continue on academic
probation. (This could occur if a student repeats a course.)
• both the SGPA and the CGPA are less than 2.00, the student shall be required to withdraw (RTW)
from the University or, if previously required to withdraw (RTW), shall be placed on extended
withdrawal (EW).

Re-admission of Involuntarily Withdrawn Students
A former student who is involuntarily withdrawn from the University (required to withdraw, ineligible to
re-register or placed on extended withdrawal) may apply for re-admission based on the performance
achieved in external academic course work completed after s/he last registered at Simon Fraser University
(see below for details).
Re-admission after Required to Withdraw
A former student who is required to withdraw (RTW) shall be eligible for re-admission if s/he completes
externally further transferable academic work according to the following schedule (any of the following five
options)
• 12-17 credit hours with a minimum
3.50
OPA
• 18-23 credit hours with a minimum 3.00 GPA
• 24-29 credit hours with a minimum
2.75
GPA or with the acceptance GPA (see 'acceptance GPA'
below), whichever is higher
• 30 or more credit hours with the acceptance GPA
• a completed 2 year technical diploma with a 70% minimum average and at least 12 credit hours of
transferable course work with a minimum 2.75 GPA. (The transferable work may be within the diploma
program or supplementary to it.)

A former student on extended withdrawal (EW) shall be eligible for re-admission if s/he completes externally
further transferable academic work according to the following schedule (any of the following five options)

college transfer students, according to enrolment limitation measures. The acceptance GPA may vary.
Re-admission Deadlines
Deadlines for consideration shall be the same as for other students seeking re-admission (see 'Admission &
Re-admission' above).
Duplicate Courses for Re-admission
A repeated attempt at a course, which was passed with a grade of C or higher prior to leaving Simon Fraser
University, shall not count in the credit hour or GPA calculation for re-admission.
Final Grades Evaluated for Re-admission
Assessment for re-admission shall be based only on final grades (i.e. courses in progress are not evaluated.)
Transfer Credit on Re-admission
Credit for transferable courses shall be granted on re-admission, subject to a C minimum grade in each course
and subject to normal transfer credit limits.
Standing on Re-admission
If re-admitted, a student who was previously involuntarily withdrawn from Simon Fraser University (RTW
or EW) shall be placed on academic probation (OAP) and shall again be subject to the conditions described
above.
