Memorandum

FROM: Bruce P. Clayman
Chair, Senate Library Committee
RE: Cancellation of Free Library Cards ?
DATE: August 28, 2002
for International Baccalaureate Students
In response to a Senate motion May 15, 2000, the Library has provided library cards free of
charge to International Baccalaureate students in 2000/01 and 2001/02 and was requested to do
so for a third year. Attached is a summary of the experience with International Baccalaureate
students receiving free cards over the past two years. Four schools have taken advantage of this
programme: Burnaby, Brittania, Mountain, Churchill (2000/01 only, two cards). In year 2000/01,
only three of the 148 students who received a card subsequently registered at SF0. Figures are
not yet available for 2001/02.
In both years, substantial unpaid charges remained alter the end of the school year
($508
and
$372 respectively). As of July 8, 2002, forty-five books remained checked out, of which 13 were
at the maximum overdue with no fines yet assessed. The Library has communicated with the
lB
co-ordinators in order to assure the best possible service and co-operation, in particular after the
first year, alerting lB co-ordinators to the Library's concerns.
This programme was recommended as a trial by Senate for three years. However, it poses a drain
on our collection, has resulted in a loss of material, and involved substantial staff work in
following up on overdue materials; there was no improvement in the past year despite follow-up
correspondence with LB co-ordinators. It is difficult to maintain accurate address information for
students once school is out, particularly for graduating students.
On this basis, the Senate Library Committee approved the following motion at its meeting on
August 12, 2002.
MOTION:
That Senate approve the cancellation of the free borrower card service to TB students effective
1 September 2002.
