ANNUAL REPORT
For the period
of
January, 2001 - March, 2002
Principal Responsibilities
The principal responsibilities of SCUP include:
• The operation of the system of academic planning;
• To recommend the priorities that should be attached to the central allocation of
resources required to implement approved new programs and strengthen existing
programs;
• To review and approve letters of intent for submission to the provincial program
review process;
• To consider and make recommendations to Senate on proposals for new
undergraduate and graduate programs and the discontinuance of programs;
• To be responsible for the operation of the system of external review of academic
units;
• To receive and review recommendations for the establishment and
disestablishment of academic departments, research units, centers and institutes;
• To provide advice to the President on the annual operating budget, annual capital
budget, and Five Year Capital Plan.

Academic Planning
In relation to its academic planning responsibilities, SCUP approved the
following:
• Three Year Plan of the VP Academic
• TechBC Enabling Motions (3 separate motions)
Programs Approved for Further Planning
SCUP considered and approved the following programs for further planning:?
• Letter of Intent, PhD Program, Department of Women's Studies
• Letter of Intent, Master of Public Policy and Management Program,
Department of Political Science
• Letter of Intent, Minor Program in Gender Studies, Department of
Women's Studies
• Letter of Intent, PhD Program in Earth Sciences, Department of Earth
Sciences
New Programs Approved
SCUP considered and approved the following programs:
• MBA in Management of Technology
• Graduate Diploma in Urban Studies
• MBA in Global Asset and Wealth Management, special arrangements
• Certificate in Forestry Geoscience
External and Internal Reviews
SCUP received the review report and developed recommendations for priority
action items in relation to the Department of Chemistry External Review. A
letter, outlining priority actions arising from the Department of Political Science
External Review, was sent to Senate. SCUP also reviewed, for information, the
Student Services Internal Administrative Review Report.

Budget Issues
For the 2001/2002 and 2002/2003 fiscal years, SCUP received regular updates
and budget documents in order to gain a familiarity with the operating and capital
budget issues at the University. For the 2001/2002 fiscal year, SCUP approved
the Budget Considerations document. For the 2002/2003 fiscal year, SCUP
reviewed the Budget Principles and Process document.
Related budget and fiscal materials presented to SCUP for information included:
• 2001 TUPC Budget Submission
• SFU Five Year Capital Plan 2001/02 - 2005/06
• SFU Five Year Capital Plan 2002/03 - 2006/07
• Strategic Initiatives Fund Allocation
• Financial Statements for Year Ended March 31, 2001
After a review of the available information in relation to the 2002/2003
University Budget proposal, SCUP provided budgetary advice to the
President. In view of the projected deficit for 2002/2003, SCUP advised
the University Administration to examine all options to address the budget deficit
including increasing tuition fees and if tuition fees were to be raised, to consider
increasing scholarship and bursary funding.

SCUP reviewed and approved the terms of reference for the following
committees:
• Committee to Review and Develop Lifelong Learning Opportunities
• Finning Academic Planning Committee
• SCUP Short-Term Planning Committee (for SFU at Surrey)
• SCUP Long-Term Planning Committee (for SFU at Surrey)
Establishment of Chairs and Professorships
SCUP approved the establishment of a number of chairs and professorships
including:
• Sierra Wireless Chair in Communication
• PMC-Sierra Senior Chair in Wireless Communication
• Nortel Networks NSERC Industrial Research Chair in Semiconductor
Devices
• Executive MBA Alumni Professorship
• Weyerhauser Professorship in Change Management
