Priorities Annual Report
On behalf of the Senate Committee on University Priorities (SCUP) I would like to
submit to Senate for information the SCUP Annual Report for the period April 2002 -
March, 2003. SCUP reviewed and approved the document at its April 9, 2003 meeting.

ANNUAL REPORT
For the period of April, 2002 - March, 2003
I.
Principal Responsibilities
The principal responsibilities of SCUP include:
• The operation of the system of academic planning;
• To recommend the priorities that should be attached to the central
allocation of resources required to implement approved new programs and
strengthen existing programs;
• To review and approve letters of intent for submission to the provincial
program review process;*
• To consider and make recommendations to Senate on proposals for new
undergraduate and graduate programs and the discontinuance of
programs;
• To be responsible for the operation of the system of external review of
academic units;
• To receive and review recommendations for the establishment and
disestablishment of academic departments, research units, centres and
institutes;
• To provide advice to the President on the annual operating budget, annual
capital budget and Five Year Capital Plan.
*please note, due to ongoing changes in the provincial degree program review
process which have yet to be finalized, SCUP currently reviews Letters of Intent
for internal circulation and Full Program Proposals for external circulation.

In relation to its academic planning responsibilities, SCUP was provided with the
following documents for information:
• Memorandum of Understanding between SFU and the Ministry of
Advanced Education on the Technical University of BC (April
17,
2002)
• VPA Academic Plan Update for 2002/03 (December 4, 2002)
• Preliminary Draft Reports from the SFU Surrey Long Term Planning
Subcommittees (January 8, 2003)
• Discussion Paper of the SFU Surrey Long Term Planning Committee
(February 24, 2003)
In relation to its academic planning responsibilities, SCUP approved the
following:
• Report of the SFU at Surrey Short Term Academic Planning Committee
(June 12, 2002)
• Final Report of the Ad Hoc Senate Committee to Review and Develop the
Undergraduate Curricula (July 17, 2002)
• Revised Motions for the Final Report of the Ad Hoc Senate Committee to
Review and Develop the Undergraduate Curricula (September 11, 2002)
IV.
Programs Approved for Further Planning
SCUP considered and approved the following program for further planning:
• Preliminary Proposal for a Graduate Program in Computing Arts and
Design Sciences (February 5, 2003)

New and Revised Programs
SCUP considered and approved the following new programs:
• Cohort Special Arrangements Program in Computing Arts and Design
Sciences (May 8, 2002)
• Master's of Public Policy (July 17, 2002)
• Minor in Gender Studies (November 6, 2002)
• PhD in Women's Studies (February 5, 2003)
In addition, SCUP reviewed the following program revision:
• Changes to the BASc and BASc (Honours) Engineering Science Program

• Centre for Research on Adaptive Behaviour in Economics (January 8,
2003)
• Centre for Global Political Economy (March 5, 2003)
SCUP approved the dissolution of the following Centre:
• SFU-UBC Centre for the Study of Government and Business (November
6, 2002)
VIII.
Budget and Financial Issues
SCUP received regular updates as well as various documents in order to gain a
familiarity with the operating and capital budget issues at the University and to
enable it to discharge its fiscal responsibilities.

After a review of the available information in relation to the 2003/04 University
Budget proposal, SCUP provided its advice to the President.

SCUP reviewed the terms of reference for the following committees:
• SFU at Surrey Short-term and Long-term Academic Planning Committees
Terms of Reference (April 17, 2002)
• Revised Terms of Reference for the SFU Surrey Long Term Academic
Planning Committee (September 11, 2002)
• Terms of Reference for the Implementation of the Recommendations of
the University Curriculum Committee (December 4, 2002)
