MEMORANDUM
To:
?
Senate
From: ?
Alison Watt, Director, University Secretariat
Subject: ?
Question from Senator Paul Percival
Date: ?
27
March,
2003
Following discussion at the March Senate meeting, Senator Percival forwarded a question to SCAR
about whether there were specific provisions in the terms of reference
of SCUS
about Senate being
able to review and potentially reverse decisions made by SCUS under delegated authority. He
recalled that in the past, SCUS had terms of reference with the wording below and in italics. This
wording was in effect until 2000.
SCUS
shall
b)
?
review and approve, where appropriate, all proposed new courses, course deletions and program
revisions
of
a minor nature. These changes shall be reported in summary form to
SCAP
and Senate. If within
• ?
one week after SCUS has reported to SCAP, two members
of SCAP
wish a specific new course or a program
revision of
a minor nature to be considered formally by
SCAP,
this matter shall be placed on the agenda
of
the next suitable meeting. if within two weeks after SCAP has reported to Senate, five members
of Senate
wish a specific new course or a program revision of a minor nature to be considered formally by Senate, this
matter shall be placed on the agenda
of the next suitable meeting.
However, a complete review of Senate Committees was undertaken in 1999 culminating in a
report and recommendations that were considered by Senate in January 2000. This resulted in
recommendations to revise the membership and the terms of both the Senate Committee on
Undergraduate Studies (SCUS) and the Senate Graduate Studies Committee (SGSC), as well as the
creation of the Senate Committee on University Priorities and the disbanding of
SCAP*
and
SCUB**
In June
2000, SCUS
recommended and Senate approved revised and more streamlined terms
of
reference (attached) and the text shown above was no longer included.
Currently,
If
Senators have concerns about a particular course, they could move a motion directing
SCUS (or SGSC) to reconsider approval
of
a particular course, and Senate could approve or reject
such a motion. Senate also has the power to revoke the delegated authority given to SCUS and
SGSC.
