Action undertaken by the Senate Committee on Enrollment Management and Planning
(SCEMP) gives rise to the following motions. Please note that all enrollments and targets
referred to in this document include SFU Surrey but exclude new international students admitted
to SFU in fall, 2003 or later. A separate item on Senate's agenda will address the issue of
enrollment targets for undergraduate international students at SFU.

BACKGROUND
Enrollment Status Report for
2002/03
SFU was funded for
14,846
full-time equivalent (FTE) undergraduates in 2002/03. This
included an increase of
136
FTE students in Computing Science and Engineering Science as part
of the Provincial Government's "New Era" commitments, a general increase of
170
FTE, and 400
FTEatSFU Surrey.
Based on actual enrollments for summer, fall, and spring, we will surpass our funded
enrollment target by approximately
715
FTE. The excess was due to significant increases in the
proportion of new students who accepted offers of admission and who registered for classes as
well as increases in the course loads taken by all students.

 
Enrollment Funding for 2003/04
The Provincial Government has increased our enrollment target by
370
FTE in 2003/04 to a at
total of
15,216
FTE students. This includes a second increase of
136
FTE students in Computing
Science and Engineering Science, a general increase of
34
FTE students, and an increase of
200
FTE students at SFU Surrey.
Meeting our provincial enrollment target in 2003/04 means we should reduce our actual
enrollment from last year by
345
FTE students. This would result in a reduction of 830 new
students relative to 2002/03. SCEMP concluded that this was too large a reduction since it would
have resulted in a steep increase in admission GPAs, particularly in the Faculty of Arts. SCEMP
therefore moved that the reduction be softened from 830 to 530 new students with the difference
going to the Faculty of Arts.
Admission Targets for 2003104 by Semester, Basis-of Admission, and Faculty
The admission targets for each semester are arrived at by first allowing for FTE capacity
required for undergraduates continuing from previous semesters. The remaining FTE capacity
dictates how many new students are to be admitted to meet the FTE targets of the University and
of each Faculty. The modeling is constrained by requiring that admission GPAs are roughly stable
over the three semesters, that historical proportions of new students by basis of admission are
roughly maintained, and course supply is available in each semester in order to meet student
demand.
Within the basis-of-admission targets identified, there are three groups of students for
which separate targets are identified. These are students entering from BC secondary schools,
transfer students from BC colleges and university colleges, and a collection of groups labeled as
"Other."

For transfer students with an associate degree from a BC college, a minimum GPA of 2.00
is required consistent with Senate policy. Please note that a separate item on Senate's agenda will
address the issue of associate Degree students and will propose that the minimum GPA be
increased and tied to the minimum GPA required for regular transfer from a BC college.
The intake target for the Faculty of Applied Sciences is the sum over new-to-SFU students
entering Computing Science, Communications, Engineering Science, Kinesiology, SFU Surrey, and
the first year of the BGS program in the Faculty. Each School in Applied Sciences also admits
many continuing students into its programs through internal transfer. This is true for the Faculty of
Business as well. The Education intake target is an estimate of the number of new-to-SFU
students who will be admitted into the PDP and PBD programs.
Tables 2. and 3. below provide comparisons with actual new registrants from previous
years.
