Action undertaken by the Senate Committee on Enrollment Management and Planning
(SCEMP) gives rise to the following motions:
Motion 1:
"That Senate approve and recommend to the Board of Governors the following
DOMESTIC undergraduate admission targets for each basis-of-admission group and for
each semester in 2004/05, and that SCEMP be delegated authority to make further
adjustments based on actual enrollments in 2004-2 and 2004-3.

that SCEMP be delegated authority to make adjustments based on actual enrollment
experience in 2004-2 and 2004-3.

oBACKGROUND
Enrollment Status for 2003/04 -
Domestic Students
SFU was funded for
15,300
full-time equivalent (FTE) undergraduates in 2004/05. This
includes approximately 800 FTE "grandfathered" international students who were admitted prior
to 2003-3. Based on actual enrollments, we will surpass our funded enrollment target by
approximately
218
FTE.

The Provincial Government has increased our enrollment target by
492
FTE in 2004/05 to a
total of
15,792
FTE students. This includes a third increment of
136
FTE iii "New Era" programs
(Computing Science and Engineering Science) , a general access increase of
156
FTE students, and
an increase of
200
FTE students at SFU Surrey.
Meeting our funded enrollmemt target will require an intake of approximately 5,700 new
domestic undergraduates in 2004/05.
Admission Targets for 2004/05 by Semester, Basis-of Admission, and Faculty- Domestic
Students

The admission targets for each semester are determined by first allowing for FTE course
capacity required for undergraduates continuing from previous semesters. Any remaining capacity
dictates how many new students need to be admitted to meet the FTE targets globally and for each
Faculty. The modeling is constrained by requiring that minimum admission GPAs are roughly
stable over the three semesters, that historical proportions of new students by basis of admission
do not change sharply, and that course supply is available in each semester in order to meet
student demand.
Within the basis-of-admission targets identified, there are three groups of students for
which separate targets are identified. These are students entering from BC secondary schools,
transfer students from BC colleges and university colleges, and a collection of groups labeled as
"Other." "Other" includes students transferring from other universities, students pursuing a second
degree, mature students, secondary school graduates from other Canadian provinces, visiting,
special entry, concurrent studies, BC Grade 11, BC technical schools, etc.
For B.C. College transfer students with an Associate Degree, a minimum GPA of 2.00 is
required in 2004-2. This will be increased to 2.50 in 2004-3 and 2005-1 consistent with Senate
policy.
The target for the Faculty of Applied Sciences is the sum of new-to-SFU students entering
each of Computing Science, Communications, Engineering Science, Kinesiology, and the TechOne
program at Surrey. Each School in Applied Sciences also admits many continuing students into its

programs through internal transfers. This is true for the Faculty of Business as well. The
Education intake target is an estimate of the number of new-to-SFU students who will be admitted
into the PDP and PBD programs.

Tables 3. below provide information on the actual intake of new students in previous years.
International Students
In 2003-3, SFU began to admit full-cost recovery international students into undergraduate
programs. These students are considered outside the provincial funded target umbrella and are
required to pay higher tuition fees. Last year Senate approved admission targets of 400 students in
2003-3 and 200 in 2004-1. The actual number of students who registered was 349 in 2003-3 and
157 in 2004-1. These students generated approximately 300 FTE in 2003/04.
For 2004/05 the proposed target is

new international students. Over the next few
years, as grandfathered international students graduate, they will be replaced by domestic students.
At the same time the number of full-cost recovery international students will grow to a maximum
of 10% of all undergraduate FTE students, as approved by Senate in 2003.
Table 4. below provides information on the actual intake of new international students.
