Introduction
The Senate Committee on International Activities (SCIA) is a Standing Committee (Reporting Category
"B") established under the terms of the University Policy on International Activities (GP 23). The terms of
reference and composition of the Committee are attached as
Annex A,
and can be found on the following

In 2004, SCIA met ten times. This Annual Report highlights the issues dealt with by the Committee over
the course of the year. For Senators wishing more detailed information concerning SCIA's deliberations,

2.1
Approval of the Memorandum of Understanding for a Study Abroad Program between Simon
Fraser University and Beihang University College of Software, for signature by Michael
Stevenson.
2.2
Approval of SFU International's submission of a proposal for the "Decentralized Senior Secondary
Education Project," and submission of a Letter of Intent for the "Madrasah Education
Development Project" (both ADB-funded initiatives in Indonesia).
2.3 ?
Approval of SFU's involvement in a proposal for a CIDA-funded project: "Education Reform for the
Knowledge Economy in Jordan."

Approval of the Spain Sociology and Anthropology Field School for summer 2004.

Approval to recommend the President's approval of two Letters of Intent for the CIDA-funded
UPCD/Tier2 program: (1) "Sustaining Indigenous Communities - Philippines" from Continuing
Studies, and (2) "Building Interdisciplinary Capacity for Women's Health and Well Being in the
borders between Afghanistan, Iran, and Pakistan (AlP region)" from the Institute of Health
Research and Education (IHRE).

Beijing, with recommended amendments.

Approval of the Education field school in Moscow, Russia, "Vygotsky Psychology and Pedagogy,"
led by Dr. Natalia Gajdamaschko, August 1 - 20, based on documentation provided.

Approval of the Education field school in Berlin, Germany, "The Berlin Transformations - Social,
Cultural, and Educational Change," led by Dr. Eugenie Samier, August 2 - 22, based on
documentation provided.

Approval of Continuing Studies' study tour for senior officials from Beijing, China -- exploring
health policy, legislation, and services particularly related to women and children.
2.10
Approval of the MOU for the Community Economic Development Ukraine (CEDU) project, by the
Centre for Sustainable Community Development, with no subsidiary agreements requiring SCIA
approval.
2.11 Approval, in principle, of the concept of the Tsinghua-SFU Bridge Program as outline in "Proposal
of Delivery of Consulting Services to Tsinghua University" which was presented at the SCIA
meeting.
2.12 ?
Approval of the Indigenous Studies Field School in principle, requiring submission of the final
proposal for approval by SCIA.

Approval of the India Field School in International and Global Education.

Approval of the Scotland Field School in Humanities.

Presentations by SFU International and collaborators about the ongoing development of the dual-
degree program in China.

Notification from Continuing Studies that their project proposal, "Reducing HIV Stigma by
Education - Ghana," submitted to AUCC/CIDA, has been approved for funding.
3.3 ?
Notification from Continuing Studies that they will submit an Expression of Interest to the Asian
Development Bank for a project in Sri Lanka.
3.5 ?
Update from SFU International that the Tier Two submission from Continuing Studies to the
CIDA's UPCD program, "Sustaining Indigenous Communities - Philippines," has been invited to
submit a full proposal.

Presentations from SFU International, the School of Criminology, and Continuing Studies about
their explorations into providing training support to the Indonesian police. The opportunity was
determined to be inappropriate for SFU involvement, prior to going to SCIA for formal approval.
3.7 ?
Presentations from SFU International about a consortium of institutions, including Simon Fraser
University and the David Suzuki Foundation, exploring their potential involvement in an initiative to
provide training to Tibetans in environmental management and economic sustainability.

Field Schools
SFU International reported that the following field schools were completed during May - July, 2004:
• Czech Republic (Charles University, Prague): 13 participants, led by Dr. David Mirhadi, Humanities
• France (University Francois Rabelais, Tours): 13 participants, led by Dr. Jacqueline Viswanathan,
French
• Italy (Rome, Florence, Milan): 39 participants, led by Russell Taylor and Jim Budd, SlAT
• Southeast Asia (Vietnam and Thailand): 14 participants, led by Dr. Michael Howard, Sociology &
Anthropology
• Tonga (University of the South Pacific, Tonga): 17 participants, led by Dr. Dave Burley, Archaeology
• Merton Field School (Prades, France): 19 participants, led by Dr. Don Grayston, Humanities

Report from the International Student Exchange Committee (ISEC)
The International Student Exchange Committee (ISEC), a sub-committee of SCIA, is responsible for
making recommendations on the establishment of any new student exchange agreements and selecting
candidates for exchange programs. Information on ISEC can be found on the following web page:

In 2003/04, ISEC selected 141 students to participate in the University's international bilateral and
multilateral student exchange programs. This number is an increase from 120 students in 2002/03 and the
highest number of students ever selected in one year at SFU. A detailed report is included in Annex B.

The Committee shall meet at least once each semester and at the call of the Chair.
Quorum shall be a simple majority of the voting members.
The Committee may strike sub-committees as required, such as the International Student
Exchange Committee.
6.3 Terms of Reference
6.3.1
To ensure that proposals for international activities meet the conditions and criteria
established by the University Policy on International Activities, and the University Policy
on Service Contracts.
6.3.2
To ensure broad consultation prior to the final approval of any proposal covered by
this policy for which human rights considerations are likely to be a concern.
6.3.3
To advise the President with respect to the desirability of entering into international
activities that are proposed to be undertaken by the University on the basis of a
contract, contribution agreement, letter of understanding, or similar document.

To maintain an overview and familiarity with international agreements that are
entered into by academic or administrative units.
6.3.5
To report annually to Senate.

6.4 Procedures
6.4.1
The Committee shall be provided with copies of international activity proposals and
whatever other information is needed to administer this Policy, based on procedures to
be determined by the Committee.
6.4.2
Every proposal shall indicate that it has the approval of the appropriate Chair or
Director, and Faculty Dean and shall contain a statement of goals and objectives, a
clear disclosure of the proposed activities and a budget.
6.4.3 Proposals shall be accompanied by verification that the prospective parties to the
activity have been given a copy of the University Policy on International Activities.
6.4.4 Proposals shall be submitted to the Secretary of SCIA for distribution to the
Committee.
6.4.5
The Committee shall review each proposal to ensure compliance with the
University Policy on International Activities and shall recommend acceptance,
modification or rejection to the President. Where approval of the Senate or the Board of
Governors is required, the President shall inform the appropriate body(ies) of the
Committee's recommendation.
6.4.6
Where there is concern on the part of SCIA that any international activity which
uses the University's name or resources may be in non-compliance with this Policy, the
Committee shall be entitled to receive further information and shall report to the
President regarding any violations that may be discovered.
6.4.7 Copies of international activity contracts or other agreements shall be provided to
the Office of International Cooperation where they shall be kept on file and be open for
inspection by members of the University community.
Interpretation
Questions of Policy interpretation or application shall be referred to the President whose
decision shall be final.
