At its April 22, 2005 meeting SCUP reviewed and approved the terms of reference for
both the RCMP University Chair in Crime Analysis and the RCMP University Chair in
Computational Criminology in the School of Criminology, which are now forwarded to
Senate for approval.
Motion #1
That Senate approve and recommend to the Board of Governors the terms of reference
for the RCMP University Chair in Crime Analysis in the School of Criminology subject to
the Memorandum of Understanding being signed by all signatories.
Motion #2
That Senate approve and recommend to the Board of Governors the terms of reference
for the RCMP University Chair in Computational Criminology in the School of
Criminology subject to the Memorandum of Understanding being signed by all signatories.

John, attached are copies of proposed terms of reference for RCMP funded University Chairs in
1) Crime Analysis, and 2) Computational Criminology. I have been closely involved in the
negotiations of these two Chairs. My support for them is unconditional. Their creation will
provide added research focus and specialization within Criminology and facilitate access to
information/data bases which would otherwise not be the case. I am satisfied that this is an
arm's length relationship with the RCMP.
I would propose that SCUP introduce a motion of approval contingent upon the signing of the
MOU with the RCMP. In this way, the RCMP could be satisfied that the university approval
bodies are content with substance, terms and conditions of the Chairs appointments, and the
university can be satisfied that they are not approving terms that will not
be signed.

Terms of Reference
The RCMP University Chair in Crime Analysis (the Chair) is being established in 2005
between the Provincial Police Service of British Columbia and the School of
Criminology in the Faculty of Arts and Social Sciences at Simon Fraser University
(SFU). The Chair will be located in the Institute for Canadian Urban Research Studies.
The Chair position will be funded by the RCMP for an initial five year term at an annual
amount of $150,000 towards the salary of the chair-holder.
The Chair will provide leadership and develop an active research program in Crime
Analysis.
Purpose of the Chair:
Specific objectives of the Chair include:
o ?
Focus on research and development in the field of crime analysis;
o ?
Maintain an active, independent research and publication program;
o ?
Be relieved of classroom teaching duties, but continue to supervise graduate
students and maintain an active research program aimed in part at the training of
graduate students in the techniques and methodologies of the field;
o ?
Consult with the RCMP senior management on a regular basis to determine
specific issues of interest to which research and development in the field could be
fruitfully applied; and,
o ?
Share the results and findings of general research and development in the field
with RCMP senior management on a regular basis.
Intellectual Property developed pursuant to this appointment shall be governed by the
terms of university policy R30.03.
Fund Administration:
The Chair will be held by SFU. The administrator of the Fund will be the Vice-President
Academic or his/her designate.
The RCMP will provide SFU with an annual contribution of $150,000 toward the salary
of the Chair for a five year term. Prior to the expiry of this initial five year term, the
RCMP and SFU shall meet to decide whether to renew the funding of the Chair position

for an additional five year term, or to convert it to an endowed University Chair, or to
terminate the Agreement upon expiry of the initial five year term.
The Chair in Crime Analysis
SFU will appoint the Chair from existing senior tenure track faculty members within the
School of Criminology. The appointment will be held in the School of Criminology and
the Chair will be located in the Institute for Canadian Urban Research Studies.
Prior to advancing a nomination under university policy Al 0.06: Appointment of
Specially Funded University Chairs, University Professors and Research Fellows, the
School of Criminology appointments committee will consult with the RCMP.
The faculty member appointed to the Chair may be renewed consistent with the
provisions of A1O.06 if Memorandum of Understanding between the University and the
RCMP on the University Chair in Crime Analysis is renewed as described under the
section Fund Administration of this document.
The term of appointment to the Chair will be for an initial term of five years. Should the
appointment as Chair not be renewed the faculty member will resume his/her academic

position and associated salary under university policy within the School of Criminology.
Except as amended above by the specific requirements outlined for the Chair under the
section "Purpose of the Chair", the normal workload responsibilities of tenure track
faculty members at Simon Fraser University will be in effect in accordance with
university policies and procedures.
