At its September 12, 2007 meeting SCUP reviewed and approved the proposal for the
creation of the Centre for Applied Research in Mental Health and Addiction (CARMHA).
This Centre will be a Schedule A Centre based in the Faculty of Health Sciences.
Motion
That Senate approve and recommend to the Board of Governors the creation of
the Centre for Applied Research in Mental Health and Addiction (CARMHA) as a
Schedule A Centre.

Attached is a proposal from Dr. David R. MacLean, Dean, Faculty of Health Sciences for
the establishment of the Centre for Applied Research in Mental Health and Addiction
(CARMHA) as a Schedule A Centre.
The Governing Committee for Centres and Institutes recommends that the Centre be
granted approval by SCUP. Once approved by SCUP, the proposal is to be forwarded to
Senate, followed by submission to the Board of Governors.

The Centre is an interdisciplinary research group with a mandate to integrate
research and policy to enhance the effectiveness, efficiency, and quality of
mental health and addiction services in British Columbia. CARMHA plays a
significant role in providing evidence-based knowledge to help guide policy
decision-makers and leaders. Research activities address a wide spectrum of
issues related to mental health and substance-use policy, relevant throughout
the lifespan and within the context of various cultural, social, geographic, and
economic environments. Research foci include innovative approaches to the
development, implementation, dissemination, and evaluation of health
promotion activities, preventive strategies, and treatment services, particularly
those that can be applied at a system-wide, population level.
The Centre's research and applied expertise in mental health and addiction fit
well within the mandate of the Faculty of Health Sciences, and will contribute
to attainment of our vision.
We do not foresee SFU's recognition of the Centre for Applied Research in
Mental Health & Addiction having any financial consequences for the Library.

Centre for Applied Research in Mental Health & Addiction (CARMHA)?
Faculty of Health Sciences, Simon Fraser University
1. Purpose
The Centre for Applied Research in Mental Health and Addiction (CARMHA) is a
multidisciplinary research centre dedicated to enhancing the effectiveness, efficiency,.
and quality of mental health and addiction services in British Columbia. CARMHA is
located within the Faculty of Health Sciences (FHS) at Simon Fraser University.
CARMHA plays a significant role in providing evidence-based knowledge to help
guide governmental policy decision-makers and leaders. Research activities address a
wide spectrum of issues related to mental health and substance-use policy, relevant
throughout the lifespan and within the context of various cultural, social, geographic,
and economic environments. Research foci include innovative approaches to the
development, implementation, dissemination, and evaluation of health promotion
activities, preventive strategies and treatment services, particularly those that can be
applied at a system-wide, population level.
CARMHA also has a significant teaching and training role, with a mandate to build
research capacity in Canada in the area of mental health and addiction policy and
services. CARMHA leads a national training initiative that is funded by the Canadian
Institutes Of Health Research, entitled 'Research in Addiction & Mental Health Policy
& Services'. In conjunction with other Canadian universities, such as the University
of Toronto, the University of Montreal, McGill University, the University of British
Columbia and the University of Calgary, CARMHA provides training to doctoral and
postdoctoral trainees. In addition, CARMHA contributes to graduate and under-
graduate teaching activities in the Faculty of Health Sciences and provides practicum
placements for FHS students at various levels of university education.
Key objectives for CARMHA include the following:
• Conduct population-based, health-services research relevant to policy makers and
health service providers;
• Examine province-wide patterns and trends in mental health and addiction service
delivery and uptake;
• Create knowledge- and evidence-based recommendations that inform decision-
making at all levels of service delivery;
o Support empirical inquiry and build partnerships among academics, government,
health-care providers, community agencies, consumers, and family members; and
• Train researchers and promote a broader understanding of population health and
research in the areas of mental health and addiction.

Many of CARMHA's central activities are supported by a core research contract from the
British Columbia Ministry of Health, which provides approximately
$1.5
million per
annum. Additional funding sources supporting core research activities are provided
through research contracts with British Columbian health authorities and provincial and
federal government ministries and agencies. CARMHA's research scientists also receive
grant support for key research activities through peer-reviewed grant funding from the
Canadian Institutes of Health Research, the Michael Smith Foundation for Health
Research, Health Canada, and national and international grant foundations.
2.
Director
The Centre for Applied Research in Mental Health and Addiction (CARMHA) is a
Schedule A Centre under Policy R 40 of Simon Fraser University. The Administrative
Officer responsible for the overall governance and finance of CARMHA is the Dean of
the Faculty of Health Sciences, to whom the Director of CARMHA reports. The Director
of CARMHA is a tenured or tenure-track full-time faculty member of the Faculty of
Health Sciences, initially appointed by the Dean for a five-year renewable term. The
Dean shall appoint subsequent directors in consultation with the outgoing Director and
CARMHA's Management Committee and Advisory Board (see
Article 4, Governance,
below).
3.
Obligations
As a Schedule A Centre, CARMHA is administered according to
Policy R 40
and other
relevant policies of Simon Fraser University. Annual reports on all activities and finances
are provided to the Dean of the Faculty of Health Sciences. CARIVIHA shall recognize
the Faculty of Health Sciences and Simon Fraser University in all its research, education
and service activities, including in its publications and on its website. In turn, CARMHA
may use the names of the Faculty of Health Sciences and Simon Fraser University in
support of its activities, including in the solicitation of funding. CARMHA may receive
administrative assistance from the Faculty of Health Sciences and Simon Fraser
University according to the provisions of
Policy R 40.
The Faculty of Health Sciences
and Simon Fraser University may also promote the interests of CARMHA within the
University and the wider community.
4.
Governance
CARMHA shall be governed according to Faculty of Health Sciences and Simon Fraser
University policies. The Director of CARMHA is responsible for ensuring the
recruitment and retention of qualified research staff, research trainees and administrative
staff for CARMHA, including a Director of Administration and Finance. The Dean of the
Faculty of Health Sciences will support the recruitment of additional full-time faculty
members through the Faculty of Health Sciences during the first two to five years of
CARMHA' s inauguration.

The Director of CARMHA shall appoint and chair a Management Committee to govern
CARMHA. The Management Committee includes the Director of CARMHA, the
Associate Director, the Director of Administration and Finance, CARMHA faculty, and
senior staff. Senior students and research trainees with CARMHA may also be included
in management meetings. Decisions are made by consensus at monthly meetings.
However, final decision-making responsibility and authority reside with the Director of
CARMHA.
Within its first year of operation, the Director of CARMHA, in consultation with the
Dean of Health Sciences, is responsible for appointing an Advisory Board to provide
strategic counsel and promote and support CARMHA's long-term vision. Advisory
Board members shall include the Dean (or delegate), representatives from related
research and policy organizations in British Columbia and Canada, and representatives
from the community and private sectors. The Advisory Board meets annually.
CARM}iA's activities shall be reviewed annually, including financial management and
conformity with SFU and FHS policies. Results of that review shall be reported to
CARMHA's Director and to the CARMHA Governing Committee by each year.
5.
Funding

Funding for CARMHA's research, academic, and administrative activities comes from

peer-reviewed, government, Faculty of Health Sciences, and related sources.
6.
Membership
Membership comprises Core and Affiliate categories. Core members include the Director
of CARMHA and all faculty and staff whose primary University (part-time or full-time)
affiliations are with CARMHA. Core members shall make substantive ongoing
contributions to CARMHA's research, education or service activities, and will regularly
engage in events related to CARMHA, such as research, teaching, scholarly symposia,
and public and policy meetings.
Affiliate members include full-time, part-time, tenured, tenure-track or adjunct faculty
from the Faculty of Health Sciences, from elsewhere in Simon Fraser University, and
from other universities in British Columbia and Canada who are engaged in substantive
research, education or service activities with CARMHA, but whose primary university
(part-time or full-time) affiliations are with organizations other than CARMHA. Affiliate
members are eligible for Adjunct Faculty appointments in the Faculty of Health Sciences
and may include policy makers and members of the public who meet eligibility
requirements for Adjunct Faculty appointments. Both Core and Affiliate members must
abide by the policies of the Faculty of Health Sciences and Simon Fraser University.

appointments. The Director of CARMHA shall make all Core and Affiliate appointments

Library Course Assessments
The Library participates in the course approval process for new courses at both the undergraduate and graduate levels.
By Senate motion (S.93-1 1) "no new course should be approved by Senate until funding has been committed for
necessary library materials." A Library review should be conducted after new course proposals have been approved by
the department or school curriculum committee, before being considered by the Faculty curriculum committee. New
courses will not be approved at the Senate Committee on Undergraduate Studies (SCUS) or Senate Graduate Studies
Committee (SGSC) until a Library review has been completed. Even if the department states that no new library
resources are required, a report from the Library is required to confirm this view.
To submit course proposals for review by the Library, forward the following materials to Gwen Bird, Associate University
Librarian, Collections Services:
• course proposal forms
• complete course outline
• reading list created for the course, if any
• date of Faculty curriculum committee meeting (or other deadline for library report)
An assessment will be done to evaluate whether the Library's holdings and present collection development activities are
adequate to support the new course. If no new library resources are required, the course will be added to the
appropriate list below indicating the library is adequately resourced to support the course.
If additional library resources are required, a full report will be created and linked below, and the associated costs will
be identified. The costs may be one-time, to fill gaps in holdings, or ongoing, for example, to start new journal
subscriptions, or sustain book collecting in areas not now included in the Library's collection scope. If costs are
attached, the department or school is asked to transfer the required funds to the Library's materials budget. Questions
about the process can be directed to Gwen Bird.
No Additional Library Resources Required
Unless otherwise indicated, these courses require no additional library resources based on a course location of SFU
Burnaby. In many cases, if the courses were to be offered at SFU Surrey or Vancouver or as off-campus courses,
additional Library costs might be involved. Please contact Gwen Bird for details.
