CHAIR IN HEALTH DISPARITIES IN CANCER
Terms of Reference
The Chair in Health Disparities in Cancer (hereafter referred to as "the Chair") was established in 2006 by three
founding partners: the BC Cancer Agency (BCCA), the BC Cancer Foundation (BCCF), and the Faculty of Health
Sciences (FHS) at Simon Fraser University (SFU). The holder of this Chair shall hold a tenure or tenure-track
appointment in the Faculty of Health Sciences at SFU.
The Chair is funded by an Endowment Fund comprised of a $1,500,000 gift from the BC Cancer Agency and the
BC Cancer Foundation and a matching grant from SFU of $1,500,000 in capital or its operating equivalent. The
income from the endowment will be used to pay the salary and benefits of the holder of the Chair and his/her
research program.
Purpose of the Chair
The benefits of establishing this new Chair in Cancer Health Disparities are twofold: 1) Establish new research
foci in this area at SFU; and 2) Enhance research capacity in the BCCA Sociobehavioural Research Program.
In conjunction with existing Sociobehavioural Research leadership at BCCA, the Chair will lead development of
research programs to address disparities in cancer incidence and outcomes.

The incumbent will be expected to attract research investment through competitive grants development, donor
participation, and community partnerships. A key responsibility will be to attract top-level new researchers to this
cancer research field, including the addition of new investigators, post-doctoral fellows, and graduate students
who are interested in pursuing a career in sociobehavioural cancer research.
The Chair will be a leading Canadian or international sociobehavioural researcher with a strong research track
record in psychosocial oncology, with a focus on cancer disparities or a related health area. The research
emphasis may be in supportive care, cross-cultural, quality of life, palliative and end of life care, survivorship, or
global health. Of special interest is the development of cutting-edge research to guide clinical policy and practice,
as well as innovative knowledge-transfer approaches and cost-effectiveness analysis of psychosocial
interventions.
A key aspect of the Chair's role will be to engage and develop leading international research partnerships,
particularly with researchers in the United States, the United Kingdom and Australia.
The Chair will be actively involved in research activities within the BC Cancer Agency, and will hold a Research
Associate appointment in the Sociobehavioural Research Centre. The Chair will participate in disease-site-tumour
groups' initiatives as appropriate, and will provide input to the Population Health and Cancer Care leadership at
the BCCA.

Fund Administration
The Endowment will be held by SFU. The administrator of the Fund will be the Vice-President Academic & Provost or
his/her designate. Donations to this endowed fund may be received through Simon Fraser University.
The capital of the Fund will be held in perpetuity with a portion of annual earned income reinvested in the
Endowment to protect its value over time. A portion of annual earned income (see Endowment Management
Policy GP 20) will be used each year to support the Chair's salary and benefits. Any unused portion of the earned
income of the Endowment will be made available to support the Chair's research program.
In the event that circumstances make the specified use of the Fund no longer practicable or desirable, the Board
of Governors of SFU is hereby authorized to make any changes it may deem necessary in the terms of use of the
Fund or use of the Chair. Such changes, however, shall be in keeping as far as possible with the original spirit
and general intent of the Fund. This agreement may be amended by mutual consent of the BC Cancer
Foundation, BC Cancer Agency and Simon Fraser University.
Appointment
SFU will appoint the Chair in accordance with SFU Policy A10.06: Appointment of Specially Funded University
Chairs, University Professors and Research Fellows, and in consultation with the Advisory Committee for the
Chair. The Chair will hold a tenure-track academic appointment at the rank of Professor or Associate Professor at
the time of appointment to the Faculty of Health Sciences at SFU. He or she will be an established scholar with a
record of achievement consistent with appointment to a Tier I Canada Research Chair.
The term of appointment for the Chair will be a five-year renewable term. Renewal of the appointment will be
concluded in accordance with SFU Policy A10.06 and in consultation with the Advisory Committee for the Chair in
Health Disparities in Cancer.
The Chair's workload will be modified to enable the Chair to spend up to 70% of his or her time doing research.
All other terms and conditions of employment will be consistent with University policy as established or amended
from time to time.
The terms of the appointment of the holder of this Chair shall be in compliance with the Research and Intellectual
Property Affiliation Agreement of September 30, 2002, signed between SFU and the BC Cancer Agency.
Advisory Committee for the Chair
The Advisory Committee for the Chair shall consist of seven members representing SFU, BCCA and BCCF, as
well as other external bodies. The members will be appointed for a five-year renewable term by the Vice-
President, Academic and Provost, on the advice of the Dean of Health Sciences at SFU and the President of the
BC Cancer Agency. At least four members of the Committee shall be external to the University. The Committee
shall meet at least Once a year to review the Chair's progress and to advise the Chair on future research
directions. The Committee shall also be consulted at the time of appointment or renewal of the incumbent holding
the role of Chair.

Preamble
Whereas the Faculty of Health Sciences at Simon Fraser University has requested that the BC Cancer
Agency and the BC Cancer Foundation sign the attached Terms of Reference;
Whereas the BC Cancer Agency and the BC Cancer Foundation are in agreement with signing the Terms of
Reference, but wish to clarify the details giving rise to this document;
Whereas in June 2006, the BC Cancer Agency, the BC Cancer Foundation and the Faculty of Health
Sciences of Simon Fraser University entered into a letter of understanding where the BC Cancer Agency and
the BC Cancer Foundation agreed, as the initial sponsors, to contribute $1,500,000 for the purpose of
establishing an endowed research Chair in Health Disparities in Cancer, with Simon Fraser University
undertaking therein to raise an additional amount of $1,500,00 for a total Chair endowment of $3,000,000 as
detailed in this Letter of Understanding, formally called the "BCCA-BCCF-SFU Letter of Understanding";
Whereas, with its final installment of $300,000 in the fifth year, as stipulated in the "BCCA-BCCF-SFU Letter
of Understanding," the BC Cancer Agency and the BC Cancer Foundation will have contributed the full
amount of $1,500,000 as agreed;
Whereas the Chair in Health Disparities in Cancer, as per this Letter of Understanding, has yet to be
established at the signature date of this agreement;
Whereas the BC Cancer Agency and the BC Cancer Foundation and the Faculty of Health Sciences at Simon
Fraser University have agreed to establish the Chair in Health Disparities in Cancer as a tenure or tenure-
track appointment in the Faculty of Health Sciences at SFU;
Whereas the total endowment for the Chair in Health Disparities in Cancer has been identified as $3,000,000
Whereas SFU has agreed to contribute an amount of $1,500,000 in capital or its operating equivalent towards
establishment of the Chair in Health Disparities in Cancer;
Whereas,

the $1,500,000 grant to the Chair in Health Disparities in Cancer under the terms stated herein;
THE PARTIES AGREE AS FOLLOWS:
The Preamble shall form an integral part of this Letter of Understanding.
In consideration of the terms and conditions in this Letter of Understanding, the BC Cancer Agency and the
BC Cancer Foundation agree that the $1,500,000 contribution from the BC Cancer Agency and BC Cancer
Foundation shall be made over a five-year period, beginning with the date of the signing of this Letter of
Understanding, as follows:
Payment made to Simon Fraser University
SFU and the BC Cancer Agency and the BC Cancer Foundation hereby represent that no sales taxes are
payable on said funds.
SFU undertakes to raise an additional $1,500,000 for the Chair in Health Disparities in Cancer within the next
three to five years to reach the full endowment of $3,000,000; and SFU agrees to provide at least one status
report to the BC Cancer Agency and the BC Cancer Foundation annually.
