At its January 10, 2007 meeting SCUP reviewed and approved the proposal for the
creation of the Children's Health Policy Centre. This Centre will be a Schedule A
Centre within the Faculty of Health Sciences.

That Senate approve and recommend to the Board of Governors the creation of

Dear John,
As the Administrative Officer reponsible for the overall governance and finances of the Children's Health
Policy Centre (CHPC), I would like to recommend recognition of the CHPC as a Schedule A Centre to be
administered according to Policy R 40, Faculty of Health Sciences policies, and general policies of Simon
Fraser University. A copy of the CHPC constitution is attached for your approval.
Mental health and addictions, both from an adult as well as a child perspective, are areas in the academic
plan of FHS targeted for significant investment and growth in coming years. As FHS is a

nondepartmental faculty, centres are seen as an important strategic mechanism to further collaboration in
research and education and to support partnerships for these activities.
We have established active partnerships in health policy research with both the BC Ministry of Health
(MOH) and the Ministry of Children's and Family Development (MCFD). The CHPC is a critical
component in the implementation of the partnership with MCFD. In addition, the CHPC will serve as a
means to build collaborations in children's health policy within SFU as well as the community at large.
In summary, the CHPC is an interdisciplinary research group with a mandate to integrate research and
policy to improve children's health. The Centre's research and applied expertise in children's mental
health fit well with the mandate of the Faculty of Health Sciences and will contribute to attainment of our
vision as a Faculty.
We do not foresee SFU's recognition of the Children's Health Policy Centre having any financial
consequences for the Library.

1. Purpose
Located in the Faculty of Health Sciences at Simon Fraser University, the Children's Health
Policy Centre (CHPC) is an interdisciplinary research group dedicated to integrating research
and policy to improve children's health. The CHPC primarily focuses on children's social and
emotional development, or
children's mental health,
as one of the most important investments
that any society can
make.
The CHPC conducts research on the policy process and research
relevant to inform policy-making: addressing the determinants of health; preventing problems in
children at risk; promoting effective programs and services; and monitoring our collective
progress towards improving the lives of all children. Reciprocal relationships with government
and community groups in turn inform the research. The CHPC provides education in health
policy, children's mental health and population health. As well, the CHPC provides service: to
the research community in the form of consultation on the policy process; and to the wider
community in the form of consultation to governments and public advocacy groups concerned
with children's health. The CHPC's work supports and complements the mission of the Faculty
of Health Sciences to integrate research and policy for public and population health locally,
nationally and globally.
2. Director
The CHPC will be a Schedule A Centre under
Policy R 40
of Simon Fraser University. The
Administrative Officer responsible for the overall governance and finances of the CHPC will be
the Dean of the Faculty of Health Sciences (the Dean). The Director of the CHPC (the Director)
will be a tenured full-time facultymember in the Faculty of Health Sciences, initially appointed
by the Dean for a five-year renewable term. The Director will be accountable to the Dean. The
Dean will appoint subsequent Directors in consultation with the incumbent Director and with the
CHPC Management Committee and Advisory Board (see Governance below).
3. Obligations
As a Schedule A Centre, the CHPC will be administered according to
Policy R 40
and other
relevant policies of Simon Fraser University. Annual reports on all activities and finances will
be provided to the Dean. The CHPC will acknowledge the Faculty of Health Sciences and
Simon Fraser University in all its research, education and service activities, including in its
publications and on its website. In turn, the CHPC may use the names of the Faculty of Health
Sciences and Simon Fraser University in support of its activities, including in fundraising. The
CHPC may receive administrative assistance from the Faculty of Health Sciences and Simon
Fraser University according to the provisions
of Policy R 40.
The Faculty of Health Sciences
and Simon Fraser University may also promote the interests of the CHPC within the University
and in the wider community.

Governance
The CHPC will be governed according to Faculty of Health Sciences and Simon Fraser
University policies. The Director will ensure the recruitment and retention of qualified research
staff, research trainees and administrative staff for the CHPC, including a Director of
Administration and Finance. The Dean will support the recruitment of additional full-time
faculty members through the Faculty of Health Sciences during the first two to five years of
operation. The Director will appoint and chair a Management Committee to govern the CHPC.
This Committee will include the Director of Administration and Finance, CHPC faculty and
senior staff. Senior students and research trainees with the CHPC may also be included in
management meetings. Decisions will be made by consensus at monthly meetings. However,
final decision-making responsibility and authority for the CHPC will reside with the Director of
the CHPC. The Director will appoint an Advisory Board for the CHPC in consultation with the
Dean. The Advisory Board will provide strategic counsel to the Director and will promote and
support the long-term work of the CHPC. Advisory Board members may include the Dean (or
delegate) as well as representatives from related research and policy organizations in British
Columbia (BC) and Canada, and from the community and private sectors. The Advisory Board
will meet annually.
5.
Funding
Funding for the CHPC's activities and administrative infrastructure will derive from peer-
reviewed, government, Faculty of Health Sciences and related sources.
6.
Membership
Membership will comprise
Core
and
Affiliate
categories.
Core
members will include the
Director and all faculty and staff whose primary university (part-time or full-time) affiliations are
with the CHPC. Core members will make substantive ongoing contributions to the C}{PC's
research, education or service activities, and will regularly engage in events related to the work
of the CHPC such as research, teaching, scholarly symposia and public and policy meetings.
Affiliate
members will include (full-time, part-time, tenured, tenure-track or adjunct) faculty
from the Faculty of Health Sciences, from Simon Fraser University and from other universities
in BC and Canada who are engaged in substantive research, education or service activities with
the CHPC but whose primary university (part-time or full-time) affiliations are with
organizations other than the CHPC. Affiliate members will be eligible for adjunct faculty
appointments in the Faculty of Health Sciences and may include policy-makers and members of
the public who are eligible for such adjunct appointments. Both Core and Affiliate members will
be required to abide by the policies of the Faculty of Health Sciences and Simon Fraser
University. The Director will make all Core and Affiliate appointments and these will be
reviewed on an annual basis in consultation with the Management Committee and the Advisory
Board. The Dean will be responsible for recommending or making all CHPC faculty and adjunct
faculty appointments through usual Simon Fraser University procedures. In addition, the CHPC
