Attached is a proposal from Dr. B. Glackman, School of Criminology for the
establishment of the International Cybercrime Research Centre (ICRC) as a Schedule B
Centre.
The Governing Committee for Centres and Institutes recommends that the
Centre be granted approval by SCUP. Once approved by SCUP, the proposal is to be
forwarded to Senate, followed by submission to the Board of Governors.

Application for "Schedule B" Centre Status for an
?
International Cybercrime Research Centre
This application is a request to provide official centre status for a group of researchers
from academic, government, and private sector organizations who wish to collaborate to
address issues related to crime taking place within what has now been characterized as
"cyber space".
The School of Criminology and the Faculty of Arts and Social Sciences enthusiastically
supports the development of this centre. School resource commitments to the centre
include office spaces, lab spaces, access to video conferencing rooms, etc., in our newly
constructed facilities at SFU Surrey. Beyond this commitment, there are no other costs to
the university associated with the creation of the new centre. In the event that additional
library resources are needed, e.g. journals, we will provide the resources for them.
Several faculty members are currently involved in relevant research projects within the
internet domain (cyber bullying, terrorism, sex offender activities, economic crimes, etc.)
and others are interested in developing research programs relating to various aspects of
cybercrime, including policy implications, technical issues, criminal activities, etc. There
is a good likelihood that additional faculty positions will be allocated within this area of
research.
Interest from the provincial government fortuitously converges with local initiatives. The
Chief Information Office of the Ministry of Labour and Citizen Services has provided
two grants totaling $310,000 to support establishment of the centre, development of
network monitoring software, and funding of student involvement.
Additional support for the establishment of the Centre has also been provided by the CIO
through another grant to the Society for Policing of Cyberspace (POLCYB). POLCYB is
a well established B.C. society with extensive international participation. The tI.mding
will enable them to second staff to support the development of the research centre, and
particularly to assist the centre in becoming engaged with the international community of
cybercrime researchers.
Research centres at the university are established in accordance with policy R40.01.
Because of the international extent of the centre's activities, it should be established as a
Schedule B centre. Membership in the centre will be composed of faculty members doing
work in the area from SFU and other universities, researchers from public and private
agencies, Director of the School of Criminology, Director of the School of Computing
Science, the B.C. provincial Chief Information Security Officer, and representation from
the Board of Directors of the Society for Policing in Cyberspace. An advisory body will
be established which will include individuals from similar centres around the world, as
well as representatives of the private and public sectors involved in combating
cybercrime. A draft centre constitution is attached as Appendix I and a listing of
individuals and agencies interested in participating is attached as Appendix 2.

In order to facilitate the establishment of the centre, the initial acting Director will be the
Director of the Criminology Research Centre. In due course an individual with
appropriate expertise and research interests will become the Director, nominated by the
Steering Committee. The membership and advisory group will participate in the setting
of research priorities and projects and in obtaining funding from the usual academic,
public, and private sector sources.

1.
Purpose
1.1. The International Cybercrime Research Centre (ICRC) will bring together SFU
faculty researchers, researchers from other Canadian and international
universities, relevant government agencies, and private sector organizations, to
address issues related to countering criminal activity within cyberspace. Such
issues include pornography (particularly that involving children), data
security, economic crime, and other emerging issues.
1.2. The Centre is affiliated with Simon Fraser University and conducts its activities
in such a way as to enhance the reputation and the programs of the University.
1.3. The Centre is committed to developing long-term collaborative relationships
with the education system in British Columbia and elsewhere, and with other
research institutes and institutions of higher education, across Canada and
internationally.
2.
Governance
2.1. The Centre is constituted as a Schedule B Centre at Simon Fraser University
under the terms of SFU Policy R 40.01, comes under the direct authority of the
Vice-President, Research and conducts its affairs in accordance with all other
University policies. An annual report on the Centre's activities and financial
status from April 1 to March 31, including the current membership of the
Steering Committee and the Advisory Board, will be submitted to the Vice-
President, Research, by the Director before June
30th
of each year.
2.2. The Centre is governed by a Steering committee and headed by a Director.
23. The Director of the Centre is an SFU faculty member appointed by the Vice
President, Research, upon nomination by the Steering Committee. The Director
serves a renewable three-year term. The Centre's first director will be a faculty
member directly appointed by the Vice-President, Research from the initial
membership of the Steering Committee.
2.3.1. The Director's tasks include the following responsibilities, which he or
she may delegate but not abrogate.
• Chairing the Steering Committee;
• Overseeing the Centre's finances;
• Recruiting members;
• Hiring Centre personnel, including support staff and research assistants;

2.4. The Steering Committee of the Centre consists
of 5-6
faculty members
including the Director, who will serve as Chair. All members of the Steering
Committee must hold full-time tenured or tenure-track positions within SFU.
Members of the Committee serve one-year renewable terms. The composition
of the Committee will represent as much as possible the range of disciplinary
perspectives of the faculty members affiliated with the Centre. The task of the
Steering Committee is to determine the overall direction of the Centre and to
oversee the management of its operations. While it normally operates by
consensus, when necessary it can make decisions by majority vote, including
the appointment of new members of the Steering Committee.
2.4.1. Initial Steering Committee members are:
• Dr. William Glackman, Director, Criminology Research Centre;
• Dr. Robert Gordon, Director, School of Criminology;
• Dr. Uwe Glasser, Director, School of Computing Science;
• Dr. John Dill, Professor, School of Engineering Science;
• Dr. Brian Fisher, Assoc. Professor, School of Interactive Arts and
Technology
2.5. The work of the Centre is supported by its members, individuals from the
university or the external communities, and may include faculty, staff, or
students. Status as Member is approved by the Steering Committee based on the
recommendation of the Director.
2.6. Initial funding for the activities of the Centre will be provided by existing grants
from the Province of British Columbia. Additional and ongoing funding will be
secured from sources external to the university.

Library Course Assessments
The Library participates in the course approval process for new courses at both the undergraduate and graduate levels.
By Senate motion (5.93-11) 'no new course should be approved by Senate until funding has been committed for
necessary library materials." A Library review should be conducted after new course proposals have been approved by
the department or school curriculum committee, before being considered by the Faculty curriculum committee. New
courses will not be approved at the Senate Committee on Undergraduate Studies (SCUS) or Senate Graduate Studies
Committee (SGSC) until a Library review has been completed. Even if the department states that no new library
resources are required, a report from the Library is required to confirm this view.
To submit course proposals for review by the Library, forward the following materials to Gwen Bird, Associate University
Librarian, Collections Services:
• course proposal forms
• complete course outline
• reading list created for the course, if any
• date of Faculty curriculum committee meeting (or other deadline for library report)
An assessment will be done to evaluate whether the Library's holdings and present collection development activities are
adequate to support the new course. If no new library resources are required, the course will be added to the
appropriate list below indicating the library is adequately resourced to support the course.
If additional library resources are required, a full report will be created and linked below, and the associated costs will
be identified. The costs may be one-time, to fill gaps in holdings, or ongoing, for example, to start new journal
subscriptions, or sustain book collecting in areas not now included in the Library's collection scope. If costs are
attached, the department or school is asked to transfer the required funds to the Library's materials budget. Questions
about the process can be directed to Gwen Bird.
No Additional Library Resources Required
Unless otherwise indicated, these courses require no additional library resources based on a course location of SFU
Burnaby. In many cases, if the courses were to be offered at SFU Surrey or Vancouver or as off-campus courses,
