Annual Report for 2008/09
Terms of Reference
1.
Advises the University Librarian on matters relating to the operation of the Library and the liaison
between the Library and academic departments and programs. The areas of advice include the
following:
• monitoring the continuing response to the Library Review Report recommendations and
organizing subsequent reviews every five years
• liaison between the Library and academic programs
• establishing collections priorities
• review of Library performance data
• review of major changes in Library systems or operations
2. Advises the Vice President, Research on matters relating to the size of the Library budget.
3.
Approves guidelines for the allocation of the Library materials budget between various fields of
instruction and research.
4.
Recommends changes in rules and regulations for the operation of the Library, such as the Loan
Policy.
5. Reports to Senate annually concerning its activities and the operation of the Library.

Meetings Held
The Senate Library Committee met 3 times during 2008/09:
June 23, 2008
November 3, 2008
March 2, 2009.
Collections Budget
The 2008/09 Library Materials Budget was presented. The Library sustained a modest cut to the collection budget
but this was alleviated by a deliberate $250,000 surplus carry over from the 2007/2008 budget. As such the Library
was able to avoid cancelling serials or other unduplicated content for the coming year. However if the allocation for
Library collections is not increased over the next few years the Library will be required to cancel journals and reduce
monograph orders.
In allocating the budget, several principles were applied including:
• Serial allocations were set based on increases of 7% over the previous year's expenditures in Science,
Health and Applied Science, and
5%
over the previous year's expenditures in all other areas.
• Continued migration ofjournals received in both print and online formats to online-only for 2009 should
result in a savings of over $80,000.
Implication of 2008/2009 and 2009/2010 Cuts On Library Services and Collections
The Library took a
5%
cut on its budget for the 2009/2010 year. The Library budget is split up between Operating
(55%)
and Collections (45%) and has a list of budget principles it adheres to when making decisions on budget cuts.
With the lack of a needed 4% to 6% increase to maintain status quo for collections combined with a weakened
Canadian dollar and the added
5%
cut to the existing budget, the buying power of collections will reduced by

assist in the planning and implementation of allocating the collection budget shortfall an Allocation
Advisory Committee as a subcommittee of the Senate Library committee was established. This committee consists of
faculty representatives from each Faculty (including new faculties), a grad representative, an undergrad representati
2 liaison librarians, Lynn Copeland and Natalie Gick. Their work will take place over the summer of 2009 before the
normal journal renewal period which takes place in September.
On the operating side of the budget, line adjustments and cutbacks, elimination of vacant and filled positions assisted in
meeting the reduced budget total.

Year Plan
As part of the Library's 3 Year Plan, work continues on issues such as enhancing scholarly communication,
continuing collection development, supporting research and physical space.
Campus Campaign
Library staff and Alumni raised over $10,000 for a casual seating area on the
6th
floor. This translates to $30,000+ with
matching funds from Library and Alumni.

Library Penalties Appeal Committee Report 2008/2009
The Library Penalties Appeal Committee did not hold a meeting during the 2008/2009 fiscal year. The
meeting which is usually held in the fall semester was cancelled due to the fact that there were no appeals to
be reviewed.
