At its February 25, 2009 meeting SCUP revie ed and approved the full program
proposal for a Graduate Certificate in L tin merican Studies in the Latin
American Studies Program from the Faculty of Arts and Social Sciences.
Motion
That Senate approve and recommend to the Board of Governors, the proposal
for a Graduate Certificate in Latin American Studies in the Latin American
Studies Program from the Faculty of Arts and Social Sciences.

PROGRAM PROPOSAL
1. Certificate Name:
Certificate in Latin American Studies
2. Justification:
The Latin American Studies Program at Simon Fraser University wishes to establish a
Graduate Certificate in Latin American Studies. The certificate is designed to recognize
demonstrated LAS expertise in the context of a related program of study at SFU, at both
the MA and PhD levels. It is not a stand-alone program and is intended to complement
graduate study in another academic discipline, which may be located in the Faculty of
Arts and Social Sciences or other units on campus (e.g. Faculty of Health Sciences,
Faculty of Education, Faculty of Business Administration, etc.). Prospective students
will be encouraged to work with the LAS Graduate Director to determine how best to
incorporate the LAS curricula into that of the Department or Program in which they are
pursuing a graduate degree. Students earning the certificate will be better situated to
secure employment in public, private or non-profit agencies engaged with Latin America.
3.
Agreement from departments to admit students from other programs to courses
designated as certificate courses:
Courses with content appropriate to this certifiate already exist, often taught by
members of the Latin American Studies Steering Committee. Typically, required courses
will be offered in LAS or in the student's home departments such that they will enjoy
priority access. Where registration is contingent on available spaces, students may access
the courses based on availability.
4.
Approval by relevant faculty graduate program committee(s):
This certificate is designed to attract those students at SFU already pursuing graduate
research related to Latin America in other disciplines. Offering a certificate will broaden

the range of internationally-oriented career opportunities available to graduates of Simon
Fraser, and is expected to increase student involvement in Latin America-related
activities around campus. Because requirements will be satisfied through existing course
offerings, creation of the Certificate entails no significant outlay of resources or time
from faculty or administrators and therefore, in no way impacts other faculty graduate
programs. The Latin American Studies graduate program committee has approved
assigning priority enrolment for students pursuing the Certificate.
5.
Calendar entry:
Requirements for the certificate include completion of two core courses -- LAS 815 and
LAS
835 -
with a minimum grade of B, either LAS 800 or a graduate research methods
course offered through another department, and one additional elective Latin America-
related course; and demonstration of research and language proficiency. There is no
application process for the Certificate, which is awarded at time of graduation from SFU.

6.
Steering Committee composition for first two years:
The Steering Committee will be made up of members from the Latin American Studies
Program. Dr. E. Hershberg - Political Science, Dr. A. Hira - Political Science,
Dr. A. Dawson - History, Dr. H. Wittmam - Sociology and Anthropology, Dr. M. Gates
- Sociology and Anthropology.
7.
Space and Resources:
The program requirements can be fulfilled with existing space and resources as students
will be taking already established courses.
8.
Estimated Demand:
Numerous students from across university faculties have expressed keen interest in the
new Certificate, and several graduate advisors have indicated that their programs include
students who may be well suited to pursue this course of study.

SENATE COMMITTEE ON
GRADUATE STUDIES
Request for Annual Admission for the Graduate Program in Latin American
Studies.
The Latin American Studies Program has begun to admit M.A. students on an
annual basis, rather than every other year. This change, approved b
y Dean
Pierce during the spring of 2007 and endorsed subsequently by the Dean of
Graduate Studies, reflects a number of factors, including:
• demand from prospective students, who are keen to begin- the program
following completion of their undergraduate degrees;
• the 2006 revision of the LAS MA curriculum, which provides for three
LAS graduate courses (800, 815 and 835) to be offered once per year, thus
ensuring availability of core requirements;
• the expansion in the number of Associate Faculty, now totaling 15, many
of whose courses can be taken by LAS MA students for credit toward their
degrees;
• growing opportunities for funding graduate students, reflected in the
experience of the 2007 cohort, all four of whose members have secured
substantial funding from external or internal sources;
• the agreement between the new Director of the Program and the FASS
Dean's office on a target enrollment of 5-10 students per year.
The proposed change will bring the program in line with conventional practice
in Masters-level degree offerings throughout North America.
