APPROVAL OF THE AGENDA
The Agenda was approved as distributed.

APPROVAL OF THE MINUTES OF THE OPEN SESSION OF NOVEMBER 7. 1988
K. Rieckhoff expressed opinion that the Minutes were too brief and did not
reflect some of the points made during the lengthy debates that had taken
place at the previous meeting of Senate. A. Wotherspoon noted that an
amendment he had made had been ruled out, of order, but it was not
mentioned in the Minutes. The Chair indicated that the length of the minutes
was always a judgement call but he felt that a motion which had been ruled
out of order should be included, and that the concerns expressed would be
taken under advisement. The Minutes were approved as distributed.
3.
BUSINESS ARISING FROM THE MINUTES
Referring to Page 2 of the Minutes under business arising from the minutes of
the previous meeting, regarding the possibility of separate financial
statements with respect to. the, financial impact of Harbour Centre, inquiry
was made as to whether or not the Chair wished to make any further
comment on the matter. The Chair indicated that he has asked the Vice-
President, SFU Harbour Centre and the Vice-President, Finance to look into
the issue and he would report back at the January meeting of Senate.

K. Rieckhoff expressed comments which he indicated applied not only to this
particular paper but also in general to other new course proposals before
Senate. He expressed concern
about
course expansion and its impact on the
University as a whole with regard to priorities, resource allocation and the
increase of sessional appointments required to cope with the growth in
curriculum. He felt the practice of approving courses without regular faculty
available to offer them on a regular basis was not an academically sound
practice and was not in the best interest of the University.
R. Saunders advised Senate that SCUS would be considering a number of
course deletions in accordance with the Senate regulation which stipulates
that any courses not offered within a six semester time period should be
deleted from the Calendar; intent is to bring these deletions to a later meeting
of Senate. He also pointed out that departments and faculties should have
responsibility for their curriculum and are the most competent to decide how
their curriculum should be constructed and maintained. Senate was also
assured that there was no proposal on the Senate agenda which could not be
accommodated in terms of scheduling and space, but it was pointed out that
classes would have to be scheduled at times and in places that might not be
as convenient as instructors would like.
In response to a specific concern about Education 428-4 being offered by a
sessional lecturer, J. Tuinman advised that the Faculty was in the process of
searching for a faculty member in this area, and assured Senate that the
specific---instructor----used---for--this--course--is--a--PhD--faculty—member--at--McGill
University and is more than qualified to teach in this area.
It was noted that the Minor in Learning Disabilities required Psychology 101
as a required course. A proposal later in the agenda would delete PSYC 101-3
and replace it with PSYC 100-3 and PSYC 102-3, would increase the number
of required courses as part of this Minor, and further, would have much
broader implications throughout the Calendar because of the requirement of
PSYC 101 in other programs as well.

In response to a concern expressed with respect to the rationale that the
new courses were being added because business programs at other
universities offered them, S. Shapiro pointed out that the courses are being
proposed as part of a larger operational plan established for the Faculty of
Business Administration, and that the new courses were in fact very
necessary and important to SFU's accounting program.
In response to a concern expressed that the Faculty of Business
Administration has moved towards specialization of their students, thus
departing from its original philosophy, S. Shapiro indicated that SFU's
Business program has a lesser degree of concentration than those offered
at any other major institution and referred to the fact that SFU's degree is
in Business Administration rather than Accounting, Finance, or Marketing,

It was noted that when Senate originally approved the Fine Arts program
emphasis was placed on the uniqueness of the program with respect to its
focus on contemporary arts, and concern was expressed that the proposed
expansion in the dance program into more traditional lines was inconsistent
with the original philosophy. G. Strate explained that ballet was a way of
learning movement and that the focus of the Fine Arts program remains
contemporary. He also pointed out that the proposed courses will serve to
bring the program back to where it was before the budget cuts of several
years ago.

faculty/course ratio in the Department of Political Science and expressed
concern that the faculty complement to offer not only the existing number,
but the addition of the proposed new courses, appeared to

number of lower levels last fall in order to increase upper level seminars and
has been able to hire new faculty and is now able to offer an area crucial to
the curriculum - strategic studies in international relations.

With respect to Motion #1, concerns were expressed that there was not
enough flexibility in the proposal to allow examining committees to exercise
judgement of their own with regard to revisions and they would have to rely
on a committee definition of substance. B. Clayman responded that the intent
of Motion #1 was to provide guidance and ensure standards are maintained.
In response to a suggestion that the category dealing with major changes be
broken down into two categories - deferment consisting of changes for which
there would be no re-examination required, and deferment for which a
formal re-examination would be necessary - B. Clayman advised that the
option already existed in the sense that if there are major revisions to be
made the committee may defer decision pending a re-examination of the
thesis document as opposed to the thesis defence.

amendment. However, as a result of further discussion in which the

Paper S.88-89 - Annual Report
In response to an inquiry about whether or not the Senate Committee on
University Budget would consider the financial implications of the
recommendations of the Task Force on University Size and the possibility of
Senate receiving them for comment when the report was discussed at the.
January meeting of Senate, the Chair, without making a commitment,
indicated he did not foresee any difficulty in communicating the Committee's
response to Senate. G. Ivany pointed out that it was not within the mandate
of Senate under the University Act to concern itself with financial
implications and felt it was more appropriate for the Board of Governors to
concern itself with that information.
In response to an inquiry as to whether the Committee had opportunity to
provide timely advice and to what extent such advice was taken into
consideration, J. D'Auria referred Senate to the Annual Report which listed

items in which the Committee gave advice and affected changes in final
policy.
Following brief discussion, the Annual Report of the Senate Committee on
University Budget was received by Senate.
