The Chairman announced that the appointment of Dr. William George
•
'Saywell as President of Simon Fraser University had been approved by the
Board of Governors and that Dr. Saywell was expected to join the University
September 1, 1983.

Senate was informed that the notice of motion regarding notations on student
transcripts had been withdrawn.

REPORT OF THE CHAIRMAN
a) Paper S.83-32 - By-election of Convocation Senator
Senators voted in a by-election to replace Convocation Senator John
B. Toor for balance term of office, from date of election to May 31,
1984.

1) Senate Committee on Undergraduate Studies
a) Paper S. 83-33 - English Changes Including New Course ENGL 349-4 -
Topics in American Literature
Moved by J. Munro, seconded by H. Weinberg,
"That Senate approve and recommend approval to the
Board of Governors, as set forth in S.83-33, the
proposed new course ENGL 349-4 - Topics in American
Literature"
In an attempt to draw attention to the increasingly serious problems
with regard to Library resources, T.C. Dobb, University Librarian, announced
that he intended to vote against this particular motion and all subsequent
motions to approve new courses or programs for the indefinite future. He also
advised that he intended to request his designates on the Senate Committee on
Undergraduate Studies, the Senate Graduate Studies Committee and the Senate
Committee on Academic Planning to do the same.
R. Brown expressed his concern about the comments of the Librarian with

respect to his intended course of action in the future stating that each course
should be assessed on its own merits and if resources were available those
courses should be allowed to go ahead. He also pointed out that ENGL 349-4
was a Special Topics course thus making it impossible to assess clearly the library
resources' since the topics were not clearly defined and was surprised that
objection was raised to a course of this nature.

The Secretary assured Senate that the Chairman of SCUS insisted that
Library evaluations were available to the Committee.
R. Stewart expressed support for the University Librarian's comments
and advised that since he felt very strongly that students deserved top
quality library materials and facilities he too intended to vote against this
particular motion and all subsequent motions in this area until such time
as the Librarian could verify what impact new' courses and/or programs would
have on existing resources'. L. Hale also indicated his concern regarding
Library problems'.
Question was called, and a vote taken.

Acting under delegated authority at its meeting of March 8, 1983, the
Senate Committee on Undergraduate Studies approved change in title of
ENGL 348-4 FROM: Twain, James, Faulkner
TO:
American Literature, Civil War to World War I.

Paper S.83-34 - History - New Course
Moved by J. Munro, seconded by R. Brown,
"That Senate approve and recommend approval to the Board
of Governors, as set forth in S.83-34, the proposed new
course HIST 338-3 - World War II"
A brief discussion took place with regard to the format of the course.
Question was called, and a vote taken.
MOTION CARRIED.
Subject to approval of the course by Senate and the Board of Governors,
SCUS' approved waiver of the two semester time lag requirement in order that
the course may' be first offered In Fall 83-3.

Paper S.83-35 - Education - Waiver - EDUC 481-4 - For Information
An information paper was presented to Senate covering action undertaken
under delegated authority by the Senate Committee on Undergraduate Studies at
its:-meeting of March, 8, 1983 granting waiver to allow EDUC 481-4 - French
Immersion and Programme - Cadre de Francais to be first offered in Summer
Semester 83-2.
d), Paper S.83-36 - For Information - General Studies changes
An Information paper was presented to Senate covering action undertaken
under delegated authority by the Senate Committee on Undergraduate Studies at
its meeting of March, 8, 1983

Programs and New Course - Kinesiology
Motion #1:
Moved by J. Munro, seconded by S. Verdun-Jones,
"That Senate approve and recommend approval to the
Board of Governors, as set forth in S.83-37 the
proposed programs

B.Sc. Honors in Applied Physiology
ii)
B.Sc. Honors in Sports Science"
J. Dickinson, Chairman of the Kinesiology Department, was in attendance
as a resource person.
J. Munro briefly introduced the paper stating that the proposal was
essentially a rearrangement and a new designation of existing courses in
the Department of Kinesiology into two separate honors programs.
The following suggestion made by N. Swartz was accepted as an editorial
change of the titles as contained in the support documentation for the two
programs:
FROM: Lower Level Requirements/Upper Level Requirements and Electives
TO:
Lower Division Requirements/Upper Division Requirements and Electives
In reply to concerns expressed about how highly structured these programs
were, J. Dickinson stressed the fact that these_were_honors programs intended
for a high degree of specialization and that the Kinesiology Department would

find it very difficult to delete any of the courses from either program.
The fact that neither program included courses from the Humanities was
raised and it was pointed out that both programs complied with current
regulations and fell within approved structures of the Faculty of Interdisci-
plinary Studies and the University.
Question was called, and a vote taken.

"That Senate approve and recommend approval to the
Board of Governors, as set forth in S.83-37, the
proposed new course KIN. 499-15 - Individual Study
Semester"

Subject to approval of this course by Senate and the Board of Governors
the Senate Committee on Undergraduate Studies approved waiver to permit first
offering for Fall 83-3.

The Annual Report of the Senate Graduate Studies Committee was received
by Senate for information.
b) Paper S.83-39 - New Course Proposal - Education
Moved by J. Webster, seconded by A. Wotherspoon,
"That Senate approve and recommend approval to the
Board of Governors, as set forth in S.83-39, the
proposed new graduate course, EDUC 858-5 - Contemporary
Research and Classroom Practices in French Immersion"
The following suggestion made by N. Swartz was accepted as a friendly
amendment on the course proposal form:

From: Description: Students examine studies, reports and
articles relating to French Immersion methodology,
curriculum and program evaluation. Students derive
classroom applications and curriculum changes from
these studies.
To:
Description: The aim of this course is to examine
studies, reports and articles relating to French
Immersion methodology, program evaluation, curriculum
needs and administration of French programs. Special
attention is given to the possible applications from
research findings.

Moved by J. Munro, seconded by A. Wotherspoon,
"That Senate approve as set forth in S.83-41 'That
this revision to our admission policy be applicable
for applicants graduating in 1987 and subsequently'"

OTHER BUSINESS
At the close of the Open Session, C. Jones returned to the points
made by the Librarian and expressed the view that the concerns were valid
and important, with particular reference to crowding on certain floors of
the Library. He requested the Chairman of Senate to consider the appropriate
forum and format for discussion. H. Weinberg believed that the Senate
Library Committee is the appropriate body to make recommendations to Senate
and hoped that they would do that. The Chairman indicated that he would
take the matter up.
