Concern was expressed by M. Noonan about the lack of business element in the course
content of CMPT 100 and questioned why it was required for a Business degree. T.
Calvert explained that the course as originally offered was not meant to be a
Business Administration course but rather a Computing Science course with a section
designed for Business students and pointed out that he had not received any
communication to the effect that this course was not meeting those objectives for the
Business Faculty. C. Hoyt pointed out that if the course isoffered as redesigned
and specified in the Senate paper it will meet the needs of Business students and
address the concern of course content raised by M. Noonan.

4-81 - Proposals re University Organizational Structure
The Chairman introduced the following speakers who had requested opportunity to
address Senate on the subject of the proposed reorganization.
W. Leiss, Chairman, Department of Canmunications wished to state for the record that
his Department had unanimously endorsed the move of the Department of CamunicatiOfl8

to the proposed Faculty of Applied Sciences and had no objections to the 'School'
designation for the three major units in that Faculty and referred Senate to the
rationale provided in the support papers. He went on to say that current times
require not only good leadership from Senate and Senior Administrators but also a
spirit of mutual respect, careful judgement and goodwill throughout the institution
and he was disappointed in the doubts and dissatisfaction allegedly harboured in the
Faculty of Arts and regretted that the views expressed in the two letters received by
Senate from two members of that Faculty had not been raised at SCAP and carefully
considered and openly debated. He felt the most striking aspect of the reoganization
proposal was that Simon Fraser University, no matter how hard pressed, could seek a
renewal of the innovative spirit in which it was founded and that the Department of
Communications could serve the University well in the Faculty of Applied Sciences and
would welcome a full scale external review as recommended in the SCAP motion.
J.
Garcia, Latin-American Studies Program advised that the Latin American Studies
Steering Committee supports the recommendation that the LAS Program be moved to a
Division of Interdisciplinary Studies in the Faculty of Arts but would request that
Note 3 of Motion 7 be deleted. It was felt that notes to motions should clarify the
text of the motion, not add new elements and the note as it now stands constitutes a
prejudgement of some future decision of Senate. He suggested, as an alternative,
that the sentence should read "... may or may not not affect the Latin American
Studies Program;" in order to be explicit in meaning and not open to interpretation
as a hidden threat.

Silverman, Women's Studies pointed out that Women's Studies has a very strong
philosophical commitment to 'interdisciplinariness' and that FIDS has been a
structure very well suited to the needs and type of work done by Women's Studies.
She felt It would be difficult to reassimilate Women's Studies into traditional
boundaries and felt that the dissolution of FIDS and a redistribution of its
constituent parts represented to some extent an attack on 'interdisciplinaririess'.
Movement to the Faculty of Arts, it was felt, would lose not only the kind of
structure that has supported the program but also the individual representation which
they now enjoyed as a member of FIDS.
S. Howard, President, Simon Fraser Student Society and S. Munro, incoming President
of SFSS made a joint presentation to Senate opposing the series of motions as
recommended by SCAP 'and asked Senate to support their call for a more effective long
term political response by the University to the Provincial Government's economic and
political attack on post-secondary education. They felt the the proposed changes
were based on an economic rationale rather than any sound academic planning and since
the motions were part of a larger program announced by the President on September
20th they should be debated as part of that program as a whole. It was felt that,
adoption of these changes would be a signal to the government that Slnx'n Fraser
University supports the compromise of the University's integrity and autonomy and
concerns were expressed about the University becoming increasingly devoted to the
development of managerial skills and high tech expertise. The Student Society
acknowledges that the University must change and feels that a broader conception of
the social value of education to the community at-large is needed, together with
Input from the community on how it feels the University should change.. It was felt
this could be accomplished by the University sponsoring a community conference with
Invited participants from a wide-range of community groups and challenged the
administration to immediately organize such an event which they felt would be of

great benefit in formulating a coherent wide range, democratic plan for higher
education. They also felt that there was a need to develop and present to the
community a program for broad-based high quality accessible education which they felt
could be achieved through a formation of a University action canmittee consisting of
representatives from all sectors of the university. In summary, Senate was asked to
reject the motions and demand a debate on the full program of reductions and
restructuring.
U. Ivany introduced the paper by briefly summarizing the process and procedures
leading up to the motions now before Senate. He felt more than sufficient
opportunity had been available for input, debate and interaction and stressed the
fact that the changes now before Senate were academically defensible and at no time
were they proposed primarily as a cost-saving part of the overall plan.

Senate accepted the suggestion that a general discussion addressing fundamental
issues and principles would take place prior to debate on specific motions.
A. Kazepides felt that a serious academic rationale for the dissolution of the
Faculty of Interdisciplinary Studies had not been provided and requested further
information in support of this change as well as clarification as to how the Faculty
Itself felt about the proposed dissolution.
• T. Calvert summarized the process of discussions and meetings within the Faculty
which resulted in the approval of the motions as recommended by SCAP. He went on to
say that although the majority strongly supported the proposals that support was
conditional on Senate's approval of the essential Items of the package which had been
arrived at through extensive negotiation and academic planning. He went on to
provide a brief review of the history of the Faculty of Interdisciplinary Studies and
its development to the present. He felt that FIDS has offered support and
opportunity for new programs to develop uniqueness and excellence and was confident
that the departments could survive in any Faculty. He indicated his support for, the
reorganization because he felt it offered advantages to the University with no
obvious disadvantage to any unit but pointed out that it depended on the
establishment of a viable Division of Interdisciplinary Studies within Arts to
nurture the existing programs and provide a focus for new development.
K. Rleckhoff spoke In favour of the proposal as he felt there were good academic
reasons for locating departments from FIDS in other Faculties where they have closer

academic and intellectual ties, and opportunity for interaction with
similar thinking disciplines. He went on to express a concern that
recommendations had preceeded the mission statement from the President

committee to consider alternative responses by the university canmunity as a whole to
the current economic and political crisis of the university" - was ruled out of order
by the Chair. G. Flynn then appealed the decision of the Chair.

DECISION OF THE CHAIR SUSTAINED
B. Archer expressed concern that the proposed reorganization would have serious
repercussions explaining that the entrepreneurial type Faculties which are
economically viable would be retained in order to enhance the funding process to the
University at a serious cost to the core disciplines which, in view of the political
climate, would not be retained.
In reply to a question fran H. Weinberg as to how the proposed reorganization related
to the current financial situation, G. Ivany stressed the fact that the actions
before Senate have been proposed mostly for curriculum rationalization and academic
planning purposes and do not attempt to solve the fiscal problem although there is
hope for a more efficient use of the resources, personnel and facilities already in
place.
Speaking in support of the reorganization, FL Brown expressed the opinion that the
environment was undergoing a major cultural revolution, a technological revolution
resulting in major change to society and that the concept of the new Faculty focussed
on this new revolution and would foster the University well in the future.
Ensuing discussion reflected the concerns of some Senators about the process by which
the recommendations came to Senate, the lack of university-wide, open and in-depth
discussion of the issues and the urgency of putting the proposals forward.
In support of the proposal, G. Basham indicated his belief that the recarunendations
were very logical and organized the University in a way that prepared the Univeristy
for the financial problems ahead as well as for the future academic thrust.

At the invitation of Senate, I. Whitaker, speaking on behalf of the Department of
Sociology & Anthropology, advised that there were concerns in that Department about
the duplication of course offerings and it was felt that if the Department of
Communication were located in the Faculty of Arts with other related disciplines this
duplication and overlap could be reduced. He also pointed out that there
,
was little
similarity between the academic interests mentioned in the rationale provided by the
Department of Communications for relocation to the Faculty of Applied Sciences and
the current description of the Department in the University Calendar and he believed
therefore that Communications would prosper better within the Faculty of Arts.
In support of the amendment, K. Rieckhoff expressed his belief that it was Important
to try to facilitate through administrative structure the interaction between cannon

areas of knowledge and in this respect Communications would benefit more from
placement in the Faculty of Arts.

J. Dickinson reminded Senate that the Department of Communications had unanimously
approved the proposed move to the Faculty of Applied Sciences and that there was
unanimous acceptance among the other programs involved in the proposed new Faculty to
accept Communications and he felt Senate should this into account. He briefly
summarized connections between Communications and other units in the Faculty of
Applied Sciences and pointed out that if Carinunications moved towards the academic
interests as indicated in the rationale, the appropriate home would indeed be the
Faculty of Applied Sciences. In any event the review after two years will enable
assessment to see whether or not that goal has been met.
J. Tuinman. felt that the movement of Caiunications to the new Faculty was one of the
more exciting and imaginative aspects of the reorganizational proposal and believed
it was an experiment which should be valued and considered a plus for the University.
Discussion continued in which a variety of opinions were expressed.

With the exception of Engineering Science, K. Rieckhoff could see no need for the
designation of School. He felt that the Departments had grown, flourished and
received support and recognition from the outside world under the designation of
'Department' and until an academic rationale other than one based on status and image
Is provided, he could not support identification of these Departments as Schools.
G. Ivany argued that in some disciplines there are pressures other than simple
academic reasons for external images and briefly summarized differences between the
established core disciplines and new disciplines which define themselves in a new and
different terminology.
C. Crawford expressed concern about the creation of Schools and the move towards
autonomy for a number of small units in the University.
