Composition and Mandate
of the Committee
As
of the creation of the new faculties, the membership of SGSC consisted of the Dean of
Graduate Studies (chair), Librarian (or designate), the Director Graduate Records,
Admissions and Registration (non-voting), chairs
of the eight faculty graduate studies
committees. two graduate students, and the President
of the Graduate Student Society.
The Dean of Graduate Studies' secretary serves as secretary to the committee and the
Associate Dean of Graduate Studies attends as a non-voting resource person.
SGSC has established a regular monthly meeting schedule, in an attempt to spread the
workload of the committee more evenly over the year.
SGSC is responsible to Senate for admissions (delegated to the Dean). maintenance of
academic standards, changes to existing programs, evaluation of new programs and
administration
of the graduate general regulations. SGSC approves admissions under
Special Arrangements (via a subcommittee), and may act as an appeal body for student
progress reviews (via a subcommittee).
Graduate Studies at
Simon Fraser University
In
2009 masters programs and doctoral programs were being offered in each faculty
(except the Faculty
of Health Sciences, although a PhD proposal is under review for that
Faculty). Graduate diploma programs are offered in most faculties. In addition, the Dean
of Graduate Studies office administers the Special Arrangements Program that provides a
home for students with individual interdisciplinary programs
of study and research
(limited
to 40 students). Summary statistics on enrollments and awarding of degrees are
available from the
Office of Institutional Research web site (see Appendix A of this
report for data on enrollments and Appendix B credentials awarded).
Enrollment and Graduation
Graduate enrollments
in degree programs increased steadily from the late 1980's to the
mid-1990's, remained relatively stable for a few years, and saw renewed increases since
2000 (sec Appendix A). The recent increases in graduate degree enrollments early in this
decade were due to a combination
of factors: the development of new programs (such as
the Masters
of Public Policy or the MBA in Global Asset Wealth Management), the
addition of programs at Surrey, the "Double the Opportunities" funding from the

provincial government, and the recruitment of graduate students by new faculty members
as they established their research programs.
Total enrollments increased again in
2009 (5% increase fall 2008 to fall 2009) with
degree program students increasing 8%. Data on credentials awarded are presented in the
Appendix
B. Detailed information on PhDs awarded in 2009 are contained in Appendix
D.
Senate Graduate Committee Activities in 2009
The Assessment Committee for New Graduate Programs (ACNGP) was eliminated by
Senate in
2009 and responsibility for the detailed assessment of new graduate degree
programs, of which the most important element is an external review process, is now
entirely performed by
SGSC. The Associate Dean of Graduate Studies is responsible for
managing the detailed review
of all new graduate program proposals.
There is a two-stage process for approving new degree programs. A notice
of intent and
preliminary proposal are approved
by SGSC and SCUP. The full program proposal is
developed, reviewed and then approved by
SGSC, SCUP and Senate. Graduate diploma
programs and Graduate Certificates are approved by
SGSC, SCUP and Senate.
In 2009, no new degree programs were given preliminary approval by SGSC. However, a
Certificate in Modeling
of Complex Social Systems and a Certificate in Neuroscience
were approved and forwarded on to
SCUP. The proposal for a PhD in Health Science was
reviewed and is currently under external review. A summary
of all new programs since
1981 is provided in Appendix C. Meetings and content are described in the attached
spreadsheet (Appendix E). Numerous minor program details were approved.
Funding for graduate students
Financial support for graduate students improved significantly in
2009 with a substantial
increase to the Graduate Scholarship, Bursaries and Awards budget allowing us to
provide significant recruitment awards to academic units. The province continued to
commit to fund graduate students through a variety of new programs, most notably the
Pacific Century Graduate Scholarships
($500k per annum for four years to SFU students).
Total awards held in fall
2009 from federal granting councils are summarized in the
following table. The Vanier Scholarship program only came into effect in
2009.
In
2009,
244 students were receiving tri-council funding as opposed to 218 students in 2008. Total
SSHRC awardees totaled 114 as opposed to 86 in 2008. Total NSERC awardees totaled
98 as opposed to
110 in 2008 with a greater number of students receiving the higher
value CGS-D. Total CHIR awardees totaled 27 as opposed to 22
in 2008.
