APPROVAL OF THE AGENDA
The Agenda was approved as distributed.

APPROVAL OF THE MINUTES
The Minutes of the Open Session of November 7, 1983 were approved as
distributed.
3.
BUSINESS. ARISING FROM THE MINUTES
M.
Feilman indicated that in discussion at the last meeting he
had made reference to a particular department but this was an error and
reference should have been to a different department. A number of
memoranda issued following the last meeting were useful and the report
in SFU Week had sharpened the issues.

ture, arie in the. future. Chairmen of the departments concerned be so informed.
4.
REPORT OF THE CHAIRMAN
a)
It isexpected that the University will only receive in the
neighbourhood of 94% of the funding which it received last year
and attempts are being made to convey concerns about this to
Victoria. Indications are that the budget picture will not improve
and the senior administration Is therefore attempting to analyze
and evolve a strategy to cope with this situation.
b)
The Presidential Advisory Committee on University Priorities has
been established and has begun Its work. The Chairman reported
that he had received nothing but praise for the composition of the
committee and for the quality of Its members.
c)
The Shrum Dinner and fundraising drive has been extraordinarily
successful In that 650 people attended the dinner and close to $600,000
has been raised. Congratulations and thanks were expressed to those
personally involved as well as to those who have contributed to it.

K. Rieckhoff commented on the increasing number of new courses
being presented by various departments to Senate in spite of the difficult
times. He was concerned that courses in the existing curriculum which
may not be as necessary or as much in demand were not being eliminated
when new courses were being added. He felt this led to an unhealthy
academic situation in that students were unable to plan extensively because
courses were being offered less and
less
frequently and the multiplicity
of option which should be available to students was becoming non-existent.

J. Munro spoke against part 1 of the motion. (new courses) on the
grounds that he was not convinced that the change was necessary in terms
of the requirements of the program and he felt it was undesirable to
continue proliferation of blank special topic numbers.

The Chairman confirmed that Senate's interpretation of the split had

W. Leiss pointed out that this proposal should have, in fact, been
accompanied by
increased course offerings and greater class sizes in the
core areas but because of dwindling resources the department has trimmed its
program accordingly and has had to turn away many well-qualified students.
Communication Studies is developing steadily in universities across Canada
and instead of enriching the program at SFU with new faculty resources,
current resources are being lost. He felt this was a prime example of how
the unjustifiably severe budget restraints imposed on the University are
affecting the academic and career prospects of British Columbia students
and he wished to go on record as saying that circumstances such as this
represent a disservice to the people of B.C. and he was disappointed that
this has been permitted to happen.

b) Paper S.83-101 - Business Administration
Moved by J. Munro, seconded by G. Hoyt,
"That Senate approve and recommend approval to the
Board of Governors, as set forth in S.83-101, the
proposed changes in regulations covering enrollment
limitations in the Faculty of Business Administration"
J. Munro introduced the paper by saying that the intent of the proposal
was to reduce the number of students entering Business and offer students
the advantage of learning earlier in their academic program whether they
would be able to Major in Business Administration so they could plan their
course and program selection accordingly.
C. Hoyt further explained that the grade point average criterion
imposed at the 60th hour has turned out to be more unfair to students than
the degree of uncertainly that the regulation was designed to solve in that
it has turned out that more students are eligible for admittance than there
is space for. Therefore, the intent of the proposal now before Senate is
to aim for a specific number of students after the 30th hour instead of the 60th
hour so that students would be assured of space in the program and if not
admitted they would then not have such a major investment in prerequisites.

K. Okuda proposed a motion to refer the proposal back to the Faculty
of Business Administration for additional documentation; there was no
seconder.
Concerns were expressed about the lack of information in the proposal
with regard to enrolment statistics and available resources and considerable
discussion took place in this regard.

the name of the Department of Mathematics at Simon
Fraser University be changed to "Department of
Mathematics and Statistics"

proposed curriculum revisions in the Executive MBA
Program, including:-
change in the number of required courses from 8 to 9

Board of Governors, the following changes:-
That the first sentence in the second paragraph of
section 1.9.2 of the General Regulations be changed
to read (changes underlined):

the thesis examination, the candidate's Super-
visory Committee shall make a recommendation
concerning the date of the thesis examination
and the composition of the Examining Committee
in conformity with 1.9.1'

'The Examining Committee proposal shall reach
the Dean of Graduate Studies at least one month
before the examination date.' "

6. REPORTS OF FACULTIES
There were no reports from Faculties.
7. OTHER BUSINESS
Referring to the exigency policy which had been circulated to all
faculty members in the University, H. Weinberg wished to clarify whether
or not SCAP.
would present a report to Senate for debate and questioned
the terms of reference which allowed SCAP to be charged with such an
important task without debate at Senate.
The Chairman stressed the fact that the paper in question was a
draft policy which will be discussed at length with the Faculty Association
and that both the Association and the dministràtion will be more than
pleased to accept individual suggestions and cothments on the policy. The
Chairman also reported that the Faculty Association had served the
Administration with notice of a grievance on the grounds that the draft
policy had to be negotiated.
J. Munro indicated that whether or not the plan to deal with a
particular financial exigency would come before Senate for discussion would
depend on whether Senate Action were required. However, the draft policy
would not normally be part of Senate approval ptocess but the terms of
reference for Senate allow debate on items respecting the academic
governance of the University.
