Referring to the recent announcement of the reappointment by the Board of Governors of
M. Stevenson as President of SFU, P. Percival, on behalf of Senate, extended
congratulations and best wishes for another successful term. In turn, the President
acknowledged the recent re-appointment of J. Waterhouse as Vice-President Academic,
and J. Driver as Dean of Graduate Studies, and indicated his appreciation for the
acknowledgement from Senate.

It was noted that the name of the Vice President Research in the list of persons copied on

Paper S.05-21 - Revisions to the M.Sc. Program in Kinesiology
Moved by J. Waterhouse, seconded by J. Dickinson
"that Senate approve, and recommend to the Board of Governors, the
proposal for revisions to the M.Sc. program, Kinesiology, in the Faculty of
Applied Sciences"
Dickinson, Senator and Chair of the School of Kinesiology, was in attendance in order
to respond to questions.
It was noted that the rationale indicated that the revisions were being made to increase
enrolment, yet the number of required courses was also being increased which it was felt
might result in a further reduction in enrolment. Senate was advised that the revisions
were also being made as a result of comments received from students to provide a core of
courses in the thesis program and, since the School felt that the number of electives could
not be reduced, a net increase to the course requirements resulted. It was pointed out that
both the coursework and the thesis options were within the range of requirements that
exist at SFU and do not depart from university standards.

Paper S.05-24 - MBA in Global Asset and Wealth Management
Moved by J. Waterhouse, seconded by E. Love
"that Senate approve and recommend to the Board of Governors the
proposal for an MBA in Global Asset and Wealth Management in the
Faculty of Business Administration"
R. Grauer, Faculty of Business Administration and D. Fraser, Executive Director, Global
Asset and Wealth Management Program were in attendance to respond to questions.
A concern was raised about the relationship between academic freedom and the Business
Council associated with overseeing this program. Although the quality and rigor of the
program was not questioned, opinion was expressed that the program appeared to be a
public subsidization of a private job training program for a specific industry. Senate was
reminded that Senate previously approved guidelines for the development of professional
master programs which set out a series of requirements to ensure that such programs
maintain a linkage to the research mission of the university and that this was a category
of program that was acceptable to SFU. Brief discussion followed with respect to
comments from one of the external reviewers.

Joint Major in Archaeology and First Nations Studies

"that Senate approve and recommend to the Board of Governors the
proposal for a Joint Major in Archaeology and First Nations Studies in the
Faculty of Arts and Social Sciences"
D. Burley and E. Yellowhorn from the Department of Archaeology were in attendance in
order to respond to questions.
A question was posed as to how a joint major can exist without having a major in First
Nations. Senate was advised that since the course requirements for a joint major were
considerably less than having a stand alone major program, the Department had sufficient
resources to offer ajoint major but not a full major program in First Nations Studies.

J. Munro, Director, Urban Studies Program, was in attendance in order to respond to
questions.
In response to a question about employment opportunities for graduates of the program,
Senate was advised that based on experience from the Graduate Diploma Program in
Urban Studies, graduates would likely be employed in local and other levels of
government, in community organizations, and in consultant firms.

Dual Degree Program in China
Moved by J. Waterhouse, seconded by B. Lewis
"that Senate approve and recommend to the Board of Governors the
proposal for a Dual Degree Program in China, in the Faculty of Applied
Sciences"
J. Munro, representing SFU International, was in attendance in order to respond to
questions.

Concerns were raised by several Student Senators about the inconsistency in tuition fees
between domestic students and Chinese students. It was noted that Canadian students
would pay domestic fees at both SFU and in China whereas Chinese students would pay
domestic fees in China but international fees at SFU. Suggestion was made that the fee
structure should be equitable and that the Chinese students should pay domestic fees to
their university for the entire program. Senate was advised that because the domestic
fees at Zhejiang University were so low the program would not be viable at that level.
Brief discussion followed about the fee issue and the cost of the program.

Graduate Certificate in Development Studies
Moved by J. Waterhouse, seconded by J. Pierce
"that Senate approve and recommend to the Board of Governors the
establishment of the Graduate Certificate in Development Studies"
Discussion ensued with respect to the term 'development studies'. Senate was advised
that this issue had been debated extensively on several occasions at SCUP. It was
demonstrated to SCUP that in various universities of the world the term 'development
studies' was used to describe the study of changing communities both internationally and
domestic, and with some editorial changes to insert the word 'societal' in various places
in the calendar description, SCUP approved the title.

Paper S.05-29 - Revisions to Terms of Reference
Moved by J. Waterhouse, seconded by S. Hunsdale
"that Senate approve the revised terms of reference for the Senate
Committee on University Teaching and Learning (SCUTL), as set out in
S .05-29"
B. Roitberg, Chair of the Committee, was in attendance in order to respond to questions.
It was noted that one group of teaching professionals was omitted from point 4, and a
suggestion to insert the words 'laboratory and" before the word 'sessional' was accepted
as a friendly amendment. As a result, point 4 would read
To review periodically, and to provide advice on, the instructional
development needs of faculty,
laboratory and
sessional instructors and
teaching assistants including teaching enhancement initiatives and
professional development.

Reference was made to the proposal to add the term following point 8, and a concern was
expressed that the wording was so vague that it would be difficult to determine what
issues should go to the committee.
Amendment moved by S. Hunsdale, seconded by I. Gordon
"that the text 'Add the following term' and all of the italicized text be
deleted"
Discussion followed in which several alternative wordings were suggested. An opinion
was expressed that the proposed addition, in its current wording or in any of the
suggested alternative wordings, rendered many of the other points in the terms of
reference redundant and therefore was not necessary. Senate was advised that various
issues have been brought before the Committee for consultation and the proposal to add
the term was an attempt to formalize this past practice.

Senate Committee on Undergraduate Studies
i)
Paper S.05-30 - Revisions to Criteria for Admission of College or University
Transfer Students (Fall 2006)
Moved by S. Easton, seconded by D. Zandvleit
"that Senate approve the proposed revisions to the criteria for admission of
college or university transfer students as set forth in
S.05-30,
effective as
of Fall 2006"
S. Dench, Director of University Curriculum, was in attendance in order to respond to
questions.
Reference was made to the proposed change under admission by college or university
transfer, and opinion was expressed that the change had inadvertently made the process
more confusing and complex. Suggestion was made that the following part of the
sentence be deleted "and articulates to a W course at SFU" and replaced with "by SFU"
so that point (b) would read "Obtain a grade of C- or better in a college course that is
certified W by SFU". R. Blackman, as a member of the UCITF and as Chair of SCUS
supported the suggested change and advised Senate that the change simplified the process
and was fully consistent with the thrust of the Task Force's intention. Brief discussion
followed with respect to clarification of the change. S. Dench provided clarification with
regard to the articulation and certification process and confirmed that the simplification
suggested would work fine. The suggested change was adopted as a friendly amendment.

"that Senate approve a change in criteria for admission to undergraduate

a minimum SFU GPA of 2.25 required, as set forth in
S.05-31"

Business Administration.

under delegated authority, approved one new course, changes to existing courses in the

courses in the Department of Geography.

Education course.

of Science
Senate received information that the Senate Committee on Undergraduate Studies, acting
under delegated authority, approved one new course, and changes to existing courses and
programs in the following departments: Earth Sciences, Mathematics, Molecular Biology
and Biochemistry, Physics, and Statistics & Actuarial Science. A List of Certified
Quantitative (Q) and Breadth (B) courses for the Faculty of Science was also approved by
SCUS under delegated authority.
