Action taken by the Senate Undergraduate Appeals Board at its
meeting of 25 October 1984, gives rise to the following motion:
That the English as a Second Language testing and remedial
program approved by Senate 7 February 1983 (S.83.20) be
extended to include those Permanent Residents of Canada
(Landed Immigrants) for whom the T.O.E.F.L. is a condition
of admission as determined by the Director of Admissions.
The rationale for this change is attached.

E.S.L. FOR LANDED IMMIGRANTS
The E.S.L. remedial program is in its fourth semester of operation.
In 83-3, 84-1 and 84-2 we sent E.S.L. information to both
international (visa) students and to landed immigrants (permanent
residents), if these applicants were required to provide T.O.E.F.L.
scores.
In the process of placing students in prescribed E.S.L. courses in
84-3, our practice of requiring landed immigrants to take the E.S.L.
program was questioned. A challenge was sustained after the documents
provided by Senate were found to refer only to "international students"
which we normally interpret to include visa students, but not landed
immigrants.
in 84-3, all landed immigrants in the E.S.L. program were informed
that their participation in the program was voluntary, i.e. we would
not prevent registration in future semesters if present prescribed
courses were not successfully completed.
There are two options at this stage:
1.
Leave the situation as it currently stands - international
students require T.O.E.F.L. and E.S.L.; landed immigrants
require T.O.E.F.L. only. Canadian citizens require neither.
2.
Change policy to require E.S.L. program for landed immigrants.
The S.U.A.B. found that there were no good reasons to eempt
landed immigrants from the E.S.L. test and remedial program.
The program had been of clear benefit to many students over the
past year.
The E.S.L. test and remedial program would therefore be applied
to all applicants for whom T.O.E.F.L. is a condition of admission.
Normally this would include all students except:
- Canadian citizens
- Applicants whose first language is English
- Applicants who have completed a considerable
amount of secondary or post-secondary education
in an English-speaking institution, including
