Business Arising from the Minutes
i)
Ad Hoc Senate Committee on Undergraduate Curricula
In response to concerns raised at the last meeting about the timing of the
Committee's report, Senate was advised that following consultation with SCAR, the
timing of the final report was changed to Spring 2002, permitting additional time
for consultation and input from departments and faculties. Senate was also advised
that the name of the committee should refer to the plural "curricula" rather than the
singular "curriculum".

Education 441
In response to concerns raised at the last meeting about the prerequisite change for
Education 441, Senate was advised that the change was proposed because of the
difference in background between PDP students and others in the course. The
change affected two Diploma programs in Arts but in each case students still had
flexibility in course selection. In addition, the Faculty of Education indicated to
SCUS that a new 300-level course which would be open to students in those
programs would be developed. M. Warsh noted that his concern related to
whether the appropriate consultation had taken place and J

and said he would relate it to SCUS.

Report of the Chair
i)
Provincial Grants
The Chair reported that he and The University Presidents' Council had held
meetings with Government officials and the opposition caucus regarding financial
support to universities in the next budget cycle in order to ensure that everyone
was aware of the budget issues facing the university system.
ii)
Fair Use of E-mail
Reference was made to the recent suspension of the SFU email account of a retired
faculty member. The Chair indicated that he was sensitive to the concern within
the university that this was perceived by some as a threat to academic freedom
although he did not share this view. He assured Senate that the action taken by the
administration was specific to a lengthy and complicated dispute resulting some
time ago in a legal case and settlement, the alleged violation of which was now
again before the courts. Prior to legal resolution, and in the absence of clear policy,
the administrative action was intended to assure fairness and protection from
abuse.
The Chair indicated that he intended to strike a committee or to reactivate a
committee which had been struck previously to consider revisions to GP 24 Fair
Use of Information Resources. Senate was assured that it would be kept informed.

Question Period
Senate was advised that D. Finley had raised two questions concerning
employment related issues and the Chair stated that he intended to refer them to
SCAR for discussion about whether questions related to employment histories of
individuals and employment matters in general were appropriate matters for
Senate. The Chair briefly informed Senate that one of the questions asked about
mechanisms available to faculty or staff who wish to bring grievances against
administrators. The Chair noted that members of the Faculty Association and other
employee groups have dispute and grievance mechanisms in their negotiated
agreements that could be used in such situations.
The second set of questions submitted concerned events related to harassment
policy and discipline in a specific case which took place over three years ago. The
University and the employee had reached two mutually acceptable settlement
agreements and the Chair felt the matter was now closed. In view of his concern
about bringing questions regarding the terms of employment and the terms of
agreements between employees and the University to Senate for discussion, he
would consult with SCAR and provide a brief report at the next meeting of Senate.
Senate was informed that R. Stewart had submitted a question asking whether or
not Senate should receive reports and recommendations from SCUP that deal
substantively with operating budget scenarios. The Chair of SCUP indicated that
the Committee was mandated to provide annual reports to Senate and if Senate
. wished, SCUP could present information on the consultation process that occurred
between SCUP and the President with regard to the operating budget. It was noted
by R. Stewart that his question was for Senate in general, as he wished to know if
Senate wanted a role in the preparation of the University's budget. The Chair gave
his view that there was a clear division of responsibility between Senate and the
Board of Governors which clearly limited Senates role in the preparation of the
budget. Senate was provided with background information by one of the former
chairs of SCUB, P. Percival, on the process followed by SCUB in previous years. He
noted that SCUB had been consulted on the budget, but that Senate had never had
a hand in the preparation of the budget and certainly had never been involved in
the approval of the budget at any stage.
A question was raised by R. Stewart with respect to the documentation that was
attached to the Values and Commitment Statement. He asked about the status of
the Principles and Initiatives, and particular reference was made to Section 3
relating to building an ethical society. It was pointed out that only the statement on
Values and Commitments was approved; supporting documentation including
recommendations and suggestions was not considered by Senate or the Board of
Governors.

Waterhouse advised Senate that since consideration of this matter by SCUP,
Gerontology has raised concerns about recommendation one and an amended
motion follows:

Senate Committee on University Priorities concerning advice to the
Gerontology Program and Research Centre on priority items
resulting from the external review, as outlined in S.01-2, and that
recommendation 1 be referred back to SCUP for further
consideration"
G. Gutman, Director of the Gerontology Program, was in attendance in order to
respond to questions.
In response to an inquiry, G. Gutman provided Senate with brief background
information on the success of the Gerontology program both at the undergraduate
and graduate level. She also stated, in response to an inquiry questioning the cost
and usefulness of external reviews, that the unit could probably have identified the
issues raised by the reviewers without the external review report. Concern was
expressed about units initiating only those recommendations of a review which
particularly interested them. Senate was advised that SCUP was concerned about
the effectiveness of the external reviews and was reviewing the current process.

deleted from the Calendar unless adequate justification for retaining the course is
presented, with SCUS charged with reviewing those courses under this ruling.
