SENATE COMMITTEE ON INTERNATIONAL ACTIVITIES (SC IA)

ANNUAL REPORT TO SENATE

January - December 2008

Introduction

The Senate Committee on International Activities (SCIA) is a Standing Committee (Reporting Category

"B") established under the terms of the University Policy on International Activities (GP 23). The terms

of reference and composition of the Comnuttee are attached as

Annex A,

and can be found on the

In 2008, SCIA met eight times. This Annual Report highlights the issues dealt with by the Committee

over the course of the year. For Senators wishing more detailed information concerning SCIA's

2.1 ?

Approval of the Bolashak International Scholarship Agreement. Approval is conditional on the

protocol for graduate students being revised, on expert advice.

2.2 ?

Approval of the Faculty of Education French Diploma/BC Certification Program with Umversite

Maine in Le Mans, France.*

2.3 ?

Approval of the Faculty of Business Administration (FBA) Summer Field School. Approval is

conditional on using the revised budget.

2.4 ?

Approval of Control and Coordination of Multi-Agent Robotic Systems (C&CofMARS), funded

by Canada-European Union Programme for cooperation in Higher Education, Training and

Youth.*

Approval (by email) of MOU with Korea University. This is a general MOU to accompany the

student exchange agreement with Korea University that was signed in 2006.*

Approval of MOU with Hokkaido University, Sapporo, Japan.*

2.7 ?

Approval of Hellenic Studies Greece Field School Proposal. This proposal was approved on the

basis that a maximum of 22 students attend the Field School, and the footnote on page two be

removed from the final version of the proposal.

Approval of Double Degree Program with Monash University. This program allows students to

take two degrees concurrently from Monash & SFU.*

2.9 ?

Approval of Semester Abroad Program in Kefàlonia. This program will offer a full academic term

of study in Greece. The academic core will be an archaeological field school. The program will

run as part of SFU's Fall Term, with the first session being offered for Fall 2008.

2.10 Approval of MOU with the Aga Khan University. SFU is partnering with the Aga Khan

University and other organizations to host a Summer Institute on Islam at SFU Vancouver in

2008. The institute will be two to three weeks in length and will present an introduction to

Muslim cultures, incorporating a wide range of historical and contemporary issues.*

2.11 Approval of Field School Process as outlined in documents from the Field School Review.

2.12 Approval of MOU with BCLU. SCIA did not approve the appendix to the MOU, concerning

the offering of online courses. SCIA suggested that it be revised with the advice of staff from

SFU International.

2.13 Approval of SCIA's recommendation that the VP Academic approve the Field School Refund

Policy. J

Driver will write a memo to VP Academic and recommend that they approve this

policy. ?

2.14 Approval to send the 2007 Field School surpluses documents to VP Academic for approval. J

Driver will write a memo to VP Academic and recommend that they approve these refunds.

2.15 Approval of an additional student representative on ISEC and to take this recommendation to

Senate for approval. This will allow for an alternate student, if one or the other student is

unavailable for a given meeting. If both students attended a meeting, only the official

representative would have voting privileges.

2.16 Approval of North American Mobility Program 2008-2010 Proposal.

2.17 Approval of VHAZ North American Volcanic Hazards Consortium.*

2.18 Approval of two MOUs with Yonsei University:

MOU between SFU (4D) Labs and Yonsei University

MOU between SFU Department of Chemistry and Yonsei University

SCIA suggests that SFU International confer with Chemistry as to whether these MOUs should

be rewritten as an appendix to an already existing MOU with Yonsei University.

2.19 Approval to nominate Natalie Popadiuk to ISEC chair.

2.20 Approval of expression of interest submission to the Asian Development Bank for the Higher

Education Sector Development Project, Vietnam. This submission will bring together SFU, the

Association of Canadian Community Colleges, and the University of Pittsburgh as a consortium,

with the University of Pittsburgh in the lead. Upon successful short-listing, this initiative will be

brought back to SCIA for information and further discussion.

2.21 Approval of the MOU between SFU and Deakin University to establish an academic link

between the two institutions within the Faculty of Health Sciences. Approved under the

provision that the MOU is specific to the Faculties of Health Sciences of each institution.

2.22 MOU between SFU and TransAtlantic Science Student Exchange Program (TASSEP). The

TASSEP exchange consortium is a vehicle which permits Faculty of Science students to study

their chosen discipline at another member institution. SFU has been invited to join the

consortium which is supported by the Dean of Science at SFU. Approved MOU inviting SFU

to join the TransAtlantic Science Student Exchange Program (TASSEP) under the provision that

the students' exchange is administered by SFU International in accordance with existing policies

and practices.*

2.23 Approval in principle of the TESL/TEFL Program between the Faculty of Education, SFU and

Sangmyung University dependent upon additional information being submitted electronically to

the SCIA committee. Documents to be submitted: Revenues and Resources Statement (to be

submitted by the Faculty of Education); reputation and background information for Sangmyung

University (to be submitted by K. Jennings).

2.24 Approval of the Laos Proposal - Preparing the Strengthening Higher Education Project - a

proposal to the Asian Development Bank to provide consulting services for project in Laos.

Note: Proposal was approved in principal by James Busumtwi-Sam, prior to SCIA meeting, due

to submission deadline for expression of interest.

2.25 Approval of Contemporary Arts India Field School Proposal Changes - Fall 2009. Approval to

change field school from Spring 2009 to Fall 2009, and to change one of the partners from

Whistling Woods Film Institute to Xavier Institute of Communications.

2.26 Memo to SCIA from Hellenic Studies Field School. Hellenic Studies seeking approval for $220

per student administration fee for Greek field school. More information. required in order to

grant approval. SCIA did not approve administration fee.

3.1 ?

For Clarification: ISEC Approval Process for Agreements

Currently ISEC approves new student exchange agreements for signature by the President which

are then sent to SCIA for information. SCIA recommends that this arrangement continue,

however if there are any concerns regarding an exchange agreement, it should come to SCIA for

approval, before signature.

3.2

Termination of Exchange Agreement with Fudan University, China. The Faculty of Business at

SFU terminated this agreement because the current structure of the graduate business program

does not easily accommodate student exchanges.

3.3 ?

SCIA received field school reports for India and Italy.

3.4 ?

North America Mobility Program 2008-2010 Proposal. The complete proposal will come back

to SCIA for approval at a future meeting.

3.5 ?

SCIA to ask Senate to approve the Field School Process. ?

3.6

Memo from VP Academic regarding Field School Surpluses. SCIA does not agree with the VP

Academic's solution regarding Field School surpluses. Jon Driver will write a memo to VP

Academic regarding this and the solution that SCIA proposes.

3.7 General MOUs between SFU and 11 Pakistani Universities were signed in the spirit of future

collaboration in May 2008. Since then, three Universities have approached SFU to formalize

their MOUs for specific activity in exchange, research and/or training.

3.8 Field School Surpluses Memo: This memo from VP Academic approves a proposal from SCIA

that all field school surpluses greater than $100 be refunded to students, effective with the 2007

field school. SCIA would like clarification on the wording of the following phrase in the memo

all the field school surpluses

in excess

of $100 be refunded to students

3.9 ?

North American Mobility Partnership Program cancelled. The Faculty of Education withdrew

from this competition because the other Canadian partner had pulled out at the last moment and

there was not enough time to locate a new Canadian partner.

3.10 Prague Field School final budgets and reports were presented to SCIA.

3.11 Additional information provided by Ian Andrews on the short-term non-credit language study

program for teachers-in-training coming to SFU from Sangmyung University in Korea. Program

was approved by SCIA members at the September 17, 2008 meeting, subject to obtaining this

additional information.

International Student Exchange Committee (ISEC)

The International Student Exchange Committee (ISEC), a sub-committee of SCIA, is responsible for

making recommendations on the establishment of any new student exchange agreements and selecting

candidates for exchange programs. Information on ISEC can be found on the following web page:

• ISEC approved the exchange agreement with Robert Schuman University, for signature by SFU's

President.

• ISEC approved the 1-year pilot exchange agreement between SFLJ's French Cohort Program in

Public Administration and Community Services and Umversite Catholique de Louvain's

Departement des Sciences Politiques et Sociales, for signature by SFU'-s President.

• ISEC approved a recommendation from SF0 International to have one formal exchange

application deadline per year (January 15) for exchanges taking place in all terms. This would be

followed by a 2' (March 15) and 3 (July 15) round deadline for remaining spaces at partner

institutions.

• ISEC decided not to expand the current agreement (specific to the Department of Math) with the

University of Richmond to a university-wide level.

In 2007/08, 355 applied to participate in the University's international bilateral and multilateral exchange

programs. Of the 355 applicants, 93 were incomplete applications, 23 were not approved, and 54

applicants cancelled after the ISEC committee selection. ISEC selected 239 out of the 355 students to

participate, and 185 went on exchanges. The number of applicants is an increase from 2006/07, where

345 applied for exchanges and 157 went on exchanges. A detailed report is located in Annex B.

International Co-op Program

SFU students completed 105 co-op work practicums in 24 countries through the Co-op Program.

The Committee shall meet at least once each semester and at the call of the Chair.

Quorum shall be a simple majority of the voting members.

The Committee may strike sub-committees as required, such as the International Student Exchange

Committee.

6.3 Terms of Reference

63.1

To ensure that proposals for international activities meet the conditions and criteria

established by the University Policy on International Activities, and the University Policy on

Service Contracts.

63.2 To ensure broad consultation prior to the final approval of any proposal covered by this

policy for which human rights considerations are likely to be a concern.

633 To advise the President with respect to the desirability of entering into international

activities that are proposed to be undertaken by the University on the basis of a contract,

contribution agreement, letter of understanding, or similar document.

6.3.4

To maintain an overview and familiarity with international agreements that are entered into

by academic or administrative units.

6.3.5

To report annually to Senate.

6.4 Procedures

6.4.1

The Committee shall be provided with copies of international activity proposals and

whatever other information is needed to administer this Policy, based on procedures to be

determined by the Committee.

6.4.2 Every proposal shall indicate that it has the approval of the appropriate Chair or Director,

and Faculty Dean and shall contain a statement of goals and objectives, a clear disclosure of the

proposed activities and a budget.

6.43 Proposals shall be submitted to the Secretary of SCIA for distribution to the Committee.

6.4.4

The Committee shall review each proposal to ensure compliance with the University Policy

on International Activities and shall recommend acceptance, modification or rejection to the

President. Where approval of the Senate or the Board of Governors is required, the President

shall inform the appropriate body(ies) of the Committee's recommendation.

6.4.5 Where there is concern on the part of SCIA that any international activity which uses the

University's name or resources may be in non-compliance with this Policy, the Committee shall

be entitled to receive further information and shall report to the President regarding any

violations that may be discovered.

6.4.6 Copies of international activity contracts or other agreements shall be provided to SFU

International where they shall be kept on file and be open for inspection by members of the

University community.

Interpretation

Questions of Policy interpretation or application shall be referred to the President whose decision shall

be final.
